Bericht Brussel Bericht Brussel Een uitgave van het Twents kantoor in Brussel Juli en augustus 2009 In het Bericht Brussel willen wij bestuurders, ambtenaren en maatschappelijke partners in Twente breed informeren over de werkzaamheden van het Twents kantoor in Brussel. 1 Zoeken naar netwerken, partners, contacten, subsidies voor de Agenda van Twente Esther de Lange Europarlementariër CDA contactpersoon voor Overijssel Dit jaar zijn op 4 juni Europese verkiezingen gehouden. Dit betekent voor Nederland dat er 25 Europarlementariërs zijn gekozen. Voor Twente is het van belang welke Europarlementariërs contactpersoon worden voor Overijssel en inmiddels is bekend dat Esther de Lange, CDA, deze functie op zich zal nemen. In een ontmoeting met haar in Brussel, heeft Esther de Lange toegezegd aanwezig te zijn tijdens de ‘Masterclass Twente in Europa’ op 10 en 11 september. Esther de Lange, Europarlementariër CDA en Joke Jagers op Akkerhuis Werkconferentie ‘Internationaal Twente’ op 2 oktober 2009 bij Saxion Hogeschool in Enschede Deze werkconferentie is een initiatief van de samenwerkende ondernemers, overheid, onderwijs- en onderzoeksinstellingen (Triple Helix) in Twente. Centraal staan het uitwisselen en delen van internationale ervaringen en het benutten van internationale kansen. De conferentie richt zich daarbij op diverse terreinen zoals het aantrekken van talenten, innovatie, duurzaamheid, het internationaliseren van voorzieningen en het versterken van de arbeidsmarkt. Tot slot is de conferentie de start van een platform om internationale mogelijkheden te verkennen, te leren van elkaars internationale ervaringen en netwerken en de verschillende belangen richting Europa waar mogelijk te bundelen. Deze conferentie biedt keuze uit drie workshops: 1 Grenzeloos netwerken. 2 Onderwijs en arbeidsmarkt vanuit internationaal perspectief. 3 Trade mission possible; netwerken en internationaal zakendoen. Voor meer informatie en aanmelding kunt u contact opnemen met [email protected] 2 Twente op de kaart zetten in Europa als innovatieve toptechnologische kennisregio De Lissabonstrategie in Nederlandse regio’s en gemeenten: Innovatieplatform Twente De Europese Commissie heeft met de Lissabon Strategie de economische doelstellingen voor de jaren 2000 -2010 vastgesteld. De nadruk in die strategie ligt op groei en werkgelegenheid. Nu het jaar 2010 nadert werkt Europa aan vernieuwing van de agenda voor de jaren ná 2010. De Europese Raad behandelt naar verwachting in haar vergadering van maart 2010 een voorstel van de Europese Commissie. De EC organiseert daaraan voorafgaand een openbare consultatieronde. De decentrale overheden (IPO, VNG, HNP, G4 en G27) trekken zoveel mogelijk samen op, gericht op een sterke positie van de steden en regio’s in deze nieuwe strategie. De G27 wordt in dit samenwerkingsverband vertegenwoordigd door Enschede. Het IPO en de VNG hebben onlangs het rapport “De Lissabonstrategie in Nederlandse regio’s en gemeenten” laten opstellen door Buck Consultants. In dit rapport dat deze maand verschijnt, worden 10 casestudies geanalyseerd. Dit om inzicht te geven in de rijkheid van projecten en programma’s in de regio en ingrediënten voor succes. Het rapport bevat aanbevelingen zowel voor regio’s, als voor de lidstaat en de Europese Commissie. De regio blijkt een belangrijke schaal voor innovatieprogramma’s. Een van de casestudies is het Innovatieplatform Twente, waarbij als succesfactoren worden genoemd het regionale investeringsklimaat en de betrokkenheid van jonge hightech bedrijven. De High Tech Factory bij MESA+ en Kennispark Twente worden gepresenteerd als inspirerende voorbeelden. De casestudies en de bevindingen zullen samen met de voortgangsrapportage 2009 van de lidstaat Nederland aangeboden worden aan de Europese Commissie. De Nederlandse versie van het rapport is binnenkort te downloaden van de websites van IPO en VNG. Het zal ook als downloadbestand worden geplaatst op de website van Regio Twente. Voor meer informatie kunt u contact opnemen met [email protected] 3 De Internationale oriëntatie in Twente vergroten Masterclass Europa Op 10 en 11 september zullen 24 ambtenaren uit Twente en van provincie Overijssel in Brussel een tweedaagse Masterclass Europa volgen. De deelnemers hebben vanuit hun werkzaamheden op het gebied van Europese projecten of subsidies al te maken met de Europese Unie. Aan de hand van verschillende colleges en werkbezoeken zullen zij zich verdiepen in lobbyen in Europa. De Masterclass begint met een college van hoogleraar en lobbydeskundige Rinus van Schendelen. Hij vertelt aan welke voorwaarden een goede lobby voldoet en wat de gevaren zijn van een slecht ingezette beleidsbeïnvloeding. Vervolgens zullen er in de middag werkbezoeken aan verschillende belangenbehartigers en aan ambtenaren van Directoraten Generaal van de Europese Commissie worden afgelegd. Op het programma staan gesprekken met: - Transport en Logistiek Nederland. - Vereniging Nederlandse Gemeenten - EACON (European Affairs Consulting Group). - ERRIN (European Region Research and Innovation Network). - DG Regionaal Beleid. - DG Interne Markt en Diensten. - DG Ondernemingen en Industrie. - DG Uitbreiding. De tweede dag worden de ervaringen, die tijdens de werkbezoeken worden opgedaan, gedeeld. Vervolgens vindt in het Europarlement een ontmoeting plaats met Joost de Korte, topambtenaar bij de Nederlandse Permanente Vertegenwoordiging. Tijdens het middagprogramma zal er onder leiding van organisatiedeskundige Gerda van Dijk door de deelnemers gewerkt worden aan het opstellen van een shortlist van Twentse prioriteiten, en hoe deze te realiseren. De resultaten van de Masterclass zullen gepresenteerd worden tijdens de informatieavond voor gemeenteraadsleden ‘Twente in Europa’ op woensdag 16 september in Nijverdal. Informatieavond voor gemeenteraadsleden ‘Twente in Europa’ Op 16 september vindt er in het gemeentehuis van Hellendoorn (in Nijverdal) een informatieavond voor raadsleden in Twente plaats. Tijdens deze avond staan de Internationale Agenda van Twente en de internationale activiteiten van Twente in Europa centraal. De informatieavond heeft als doel raadsleden te informeren over het belang van Europa voor Twente. Deze avond zal Ramses Wessel, hoogleraar van de Universiteit Twente, het belang van Europa voor decentrale overheden toelichten. In een speeddatesessie wordt gediscussieerd over het profileren van Twente in Europa, het faciliteren van Twentse projecten, en het vergroten van de internationale oriëntatie in Twente. De uitkomsten van de speeddates worden tijdens de presentaties van Freerk Faber (WTC Twente), Anthony van de Ven (Eindhoven-Brainport) en Pauline Paalman en Paul Goudberg (deelnemers Masterclass) in perspectief geplaatst. Aanmelding voor deze avond vindt plaats via de griffies van de Twentse gemeenten. The resolution is based on a report submitted by Judith Sargentini, MEP (Member of the European Parliament) from the Greens. Croatian MEPs voted differently – some supported the resolution, some voted against it. This brief explains what were reasons for difference in voting. By doing so it also indicates how European politics is, step by step, internalized in Croatia which has marked its fifth year membership in the European Union. A motion against Hungary On 12 September 2018 the European Parliament voted for the first time in its history on a resolution against its member state. Een mooi moment om terug te blikken en conclusies te trekken. In juni 2009 vonden de verkiezingen voor het Europees Parlement plaats en werden 25 Nederlandse Europarlementariërs gekozen om de komende vijf jaar plaats te nemen in het Parlement. Het Instituut voor Publiek en Politiek (IPP)1 beschikt over data van de hoofdelijke stemmingen van de Nederlandse parlementsleden en hierdoor ligt de mogelijkheid vrij om deze gegevens te analyseren. Door deze informatie te interpreteren kan er onderzoek gedaan worden naar het stemgedrag van de Nederlandse parlementariërs. In 2009 is namens het IPP al onderzoek gedaan naar het stemgedrag van de Nederlandse Europarlementariërs in de periode oktober 2007 tot en met september 2008. Belangrijke conclusies van dat onderzoek waren: • Het stemgedrag van Europarlementariërs is vooral te verklaren vanuit een links/rechts ideologie en niet vanuit nationale belangen. In slechts 9,5% van de gevallen stemmen alle Nederlandse Europarlementariërs hetzelfde. • Het gemeenschappelijk stemgedrag binnen de delegaties ligt veel hoger. De cohesie binnen de verschillende politieke partijen ligt tussen de 0,94 en 0,99, waarbij 1 maximale cohesie is.

    Brussels, March 4th, 2015 SUBJECT: The case of Raif Badawi and other prisoners of conscience in Saudi Arabia Madam High Representative, We are again writing to you regarding the case of Raif Badawi, Saudi prisoner of conscience, currently held in detention by the Saudi authorities, after having been convicted by the Criminal Court of Jeddah. We remain deeply concerned about the possible developments in his case. We have been informed by multiple sources that Mr. Badawi may be subjected again in the near future to a new trial, this time for apostasy, and that he faces, if found guilty by the Criminal Court, the risk of being convicted to the death penalty. We, therefore, urge you to employ all your best efforts to call on the authorities of the Kingdom of Saudi Arabia for the release of Raif Badawi, his lawyer Walled Abulkhair who is also imprisoned and of all other prisoners of conscience. Raif Badawi’s alleged crime was to use his freedom of expression, which is an international human right that Saudi Arabia is bound to respect. We understand that Saudi Arabia is deemed an important partner to the European Union, both individually and in the context of EU’s relationship with the Gulf Cooperation Council. Nevertheless, we strongly believe that engagement with third countries must be based on the upholding of international law, namely, international human rights law, and Saudi Arabia is no exception to that. The moment has come, especially now with a new Saudi leadership, for the EU to send a clear message to the Saudi authorities demanding that it respects, protects and fulfills international human rights, releases all prisoners of conscience and revokes all institutionalized practices that actively infringe fundamental freedoms in the Kingdom.
