Een mooi moment om terug te blikken en conclusies te trekken. In juni 2009 vonden de verkiezingen voor het Europees Parlement plaats en werden 25 Nederlandse Europarlementariërs gekozen om de komende vijf jaar plaats te nemen in het Parlement. Het Instituut voor Publiek en Politiek (IPP)1 beschikt over data van de hoofdelijke stemmingen van de Nederlandse parlementsleden en hierdoor ligt de mogelijkheid vrij om deze gegevens te analyseren. Door deze informatie te interpreteren kan er onderzoek gedaan worden naar het stemgedrag van de Nederlandse parlementariërs. In 2009 is namens het IPP al onderzoek gedaan naar het stemgedrag van de Nederlandse Europarlementariërs in de periode oktober 2007 tot en met september 2008. Belangrijke conclusies van dat onderzoek waren: • Het stemgedrag van Europarlementariërs is vooral te verklaren vanuit een links/rechts ideologie en niet vanuit nationale belangen. In slechts 9,5% van de gevallen stemmen alle Nederlandse Europarlementariërs hetzelfde. • Het gemeenschappelijk stemgedrag binnen de delegaties ligt veel hoger. De cohesie binnen de verschillende politieke partijen ligt tussen de 0,94 en 0,99, waarbij 1 maximale cohesie is.

    POLITIEK JAARVERSLAG EURODELEGATIE GROENLINKS 2010 Het Europees Parlement is machtiger dan ooit. Tegelijk weten we niet of het volgend jaar nog bestaat… Zo stonden we er een jaar geleden voor, toen de inwerkingtreding van het Verdrag van Lissabon samenviel met de Griekse schuldencrisis. En zo staan we er eigenlijk nog steeds voor. Een paradoxale situatie om in te werken. ‘Lissabon’, van kracht sinds december 2009, heeft het Europarlement nieuwe bevoegdheden verleend waarvan het een aantal keren goed gebruik heeft gemaakt. Bij de verwerping van het eerste SWIFT-verdrag met de Verenigde Staten, bijvoorbeeld. En ook bij de oprichting van de Europese diplomatieke dienst en de Europese toezichthouders voor de financiële sector. Natuurlijk had het parlement nog vaker zijn tanden kunnen laten zien. Aan onze Groene fractie heeft niet gelegen. De Griekse crisis was de opmaat voor een heuse eurocrisis die het ondenkbare denkbaar heeft gemaakt. Valt de eurozone uiteen? Kan de Europese Unie – en dus de Europese volksvertegenwoordiging – zo’n klap wel overleven? De Europese regeringen hebben, onder druk van de crisis, eerste stappen gezet om de geboortefout van de euro te herstellen: het gebrek aan een politieke unie die stevig toezicht én solidariteit verzekert. De miljardenleningen en -garanties voor Griekenland en Ierland, de inmenging in elkaars begrotingscyclus, het zijn stappen die tot voor kort onbespreekbaar waren. Maar tegelijk is het is half werk, met tegenzin uitgevoerd. Genoeg om de euro in leven te houden, te weinig om zijn levensvatbaarheid aan te tonen. De volgende aanval van de financiële markten op de zwakke eurobroeders laat zich voorspellen en Europa is er slecht tegen gewapend.
