White, Ph.D. At the 1884 Third Plenary Council of Baltimore, the US Catholic bishops commissioned a national prayer book titled the Manual of Prayers for the Use of the Catholic Laity and the widely-known Baltimore Catechism. This study examines the Manual’s genesis, contents, and publication history to understand its contribution to the Church’s teaching efforts. To account for the Manual’s contents, the study describes prayer book genres developed in the British Isles that shaped similar publications for use by American Catholics. The study considers the critiques of bishops and others concerning US-published prayer books, and episcopal decrees to address their weak theological content. To improve understanding of the Church’s liturgy, the bishops commissioned a prayer book for the laity containing selections from Roman liturgical books. The study quantifies the text’s sources from liturgical and devotional books. The book’s compiler, Rev. Clarence Woodman, C.S.P., adopted the English manual prayer book genre while most of the book’s content derived from the Roman Missal, Breviary, and Ritual, albeit augmented with highly regarded English and US prayers and instructions.

From True Devotion to Mary Presumptuous devotees are sinners abandoned to their passions, or lovers of the world, who, under the fair name of Christians and clients of our Blessed Lady, conceal pride, avarice, impurity, drunkenness, anger, swearing, detraction, injustice, or some other sin. They sleep in peace in the midst of their bad habits, without doing any violence to themselves to correct their faults, under the pretext that they are devout to the Blessed Virgin. They promise themselves that God will pardon them; that they will not be allowed to die without confession; and that they will not be lost eternally, because they say the Rosary, because they fast on Saturdays, because they belong to the Confraternity of the Holy Rosary, or wear the scapular, or are enrolled in other congregations, or wear the little habit or little chain of our Lady. They will not believe us when we tell them that their devotion is only an illusion of the devil, and a pernicious presumption likely to destroy their souls. Bishop Sheen wrote the preface and one of the editors of P. J. Kennedy and Sons (then one of the leading Catholic publish­ ing companies in America) said: “This book takes its place with those of Grignion de Montfort and Alphonsus Liguori as one of the three great books of all time on devotion to the Blessed Virgin.” In 1940, when this book first appeared, the Scapular Devotion had begun to be forgotten. Today it is fer­ vently practiced by millions. Our Lady held it from the sky in the final vision of Fatima, on October 13, 1917, during the miracle of the sun.
