The Systematic Recruitment, Training, and Use of Children in the Islamic State by Kara Anderson “Cubs of the Caliphate” The Systematic Recruitment, Training, and Use of Children in the Islamic State By Kara Anderson Abstract: The evolution of terrorism throughout the 20th and 21st century has led to the increasing involvement of children in terrorism. Traditionally, children have been treated as expendables and signal desperation on behalf of the terrorist organization, thereby commonly participating in suicide operations. The Islamic State, while reinforcing this trend, has begun to change the nature of child participation in terrorism: they play an active role in ISIS’s strategies and the fulfillment of their goals in both the long-term and the short-term. The perspective of longevity ISIS has adopted in equipping a future generation of fighters is unparalleled by terror organizations. ISIS has thus acquired via psychological and material means a cadre of fighters. The terror organization seeks to indoctrinate the children at young ages, exposing them to violence and isolating them from unacceptable values in order to create the perfect fighters who love to fight for the sake of building the Islamic State and see violence as a way of life. In creating a future generation, ISIS seeks to solidify and expand the Caliphate. ISIS also uses its brutality against children to gain worldwide attention and display its extensive power and influence beyond the Middle East. The terrorist group will likely expand its recruitment and use of children, paving a future in which ISIS becomes an interminable force. 2 Table of Contents BACKGROUND person below 18 years of age who is, or who has been, recruited or used by an armed force or armed group in any capacity, including but not limited to children, boys and girls, used as fighters, cooks, porters, messengers, spies or for sexual purposes.1 The initial discussion surrounding the use of children in conflict revolved primarily around their presence in African conflict, most notably Sierra Leone. The presence of children in conflict, however, is rampant throughout the world, and was introduced to the Middle East during the Iraq-Iran war in the 1980s. 2 However, as the nature of conflict and conventional warfare changes, child recruitment has become a common phenomenon of modern conflict. 3 As civilians have become more involved in war and conflict in the latter half of the 20th century and 21st century, the standard laws of war have been abandoned and children became more vulnerable to the new tactics of warfare.4 Although many humanitarian agencies have ceased to keep track of the number of child soldiers in the world, it is estimated that 300,000 children, most of them under 15, are involved in conflict worldwide.5 The average age for a child soldier or terrorist is 12 years old, but children as young as 5 years old have been involved in conflict, as seen in Uganda.6 The Secretary General to the United Nations Security Council on children and armed conflict has listed 127 different parties that recruited or used children in situations of armed conflict in 17 countries or territories from 2002 to 2007. Of these, 16 parties have been persistent violators and have appeared on the list four consecutive times. 7 40% of the world’s armed forces, rebel groups, and terrorist organizations have used children.8 Government forces are likewise not innocent: the 2004 Global Report, published by the 1 UNICEF (2007). Although the number of states that have deployed children as part of their national armies has declined, children are deeply entrenched in warfare where states are involved in armed conflict.9 Children have therefore been involved in almost every major conflict in the world,10 at least 75% of the world’s conflicts on every continent,11 but most commonly in the Middle East and Africa.     MAHMOOD MAMDANI Good Muslim, Bad Muslim: A Political Perspective on Culture and Terrorism ABSTRACT The link between Islam and terrorism became a central media concern following September 11, resulting in new rounds of "culture talk. This talk has turned religious experience into a political category, differentiating 'good Muslims" from "bad Mus- lims, rather than terrorists from civilians. The implication is undisguised: Whether in Afghanistan, Palestine, or Pakistan, Islam must be quarantined and the devil must be exorcized from it by a civil war between good Muslims and bad Muslims. This article suggests that we lift the quarantine and turn the cultural theory of politics on its head. Beyond the simple but radical suggestion that if there are good Muslims and bad Muslims, there must also be good Westerners and bad Westerners, I question the very tendency to read Islamist poli- tics as an effect of Islamic civilization—whether good or bad—and Western power as an effect of Western civilization. Both those poli- tics and that power are born of an encounter, and neither can be understood outside of the history of that encounter. Cultural explanations of political outcomes tend to avoid history and issues. Thinking of individuals from "traditional" cultures in authentic and original terms, culture talk dehistoricizes the construction of political identities. This article places the terror of September 11 in a his- torical and political context. Rather than a residue of a premodern culture in modern politics, terrorism is best understood as a modern construction. Even when it harnesses one or another aspect of tradition and culture, the result is a modern ensemble at the service of a modern project.

Four of these states in particular – Saudi Arabia, Egypt, the UAE and (to a lesser extent) Jordan – could be influential in shaping the course of the Israeli–Palestinian conflict. • In addition to Egypt and Jordan (which have signed peace treaties with Israel), Saudi Arabia and the UAE, among other Gulf states, now have extensive – albeit discreet – dealings with Israel. • This evolution has created a new situation in the region, with these Arab states now having considerable potential influence over the Israelis and Palestinians. It also has implications for US positions and policy. So far, Saudi Arabia, Egypt, the UAE and Jordan have chosen not to test what this influence could achieve. • One reason for the inactivity to date may be disenchantment with the Palestinians and their cause, including the inability of Palestinian leaders to unite to promote it. However, ignoring Palestinian concerns will not bring about a resolution of the Israeli–Palestinian conflict, which will continue to add to instability in the region. If Arab leaders see regional stability as being in their countries’ interests, they should be trying to shape any eventual peace plan advanced by the administration of US President Donald Trump in such a way that it forms a framework for negotiations that both Israeli and Palestinian leaderships can accept. Abstract The following article focuses on the Islamic Emirate of Afghanistan Rules for the Mujahideen** to determine their conformity with the Islamic jus in bello. This code of conduct, or Layha, for Taliban fighters highlights limiting suicide attacks, avoiding civilian casualties, and winning the battle for the hearts and minds of the local civilian population. However, it has altered rules or created new ones for punishing captives that have not previously been used in Islamic military and legal history. Other rules disregard the principle of distinction between combatants and civilians and even allow perfidy, which is strictly prohibited in both Islamic law and international humanitarian law. Does the elevation of “the feminine” in traditional spirituality contribute to Muslim women’s spiritual empowerment or the contrary? What are the spiritual practices and understandings of major life cycles? How do women understand the spiritual dimensions of marriage and celibacy, motherhood and childlessness, intimacy and abuse? Learning Goals: To know what the Qur’an says about women and gender To understand different hermeneutical approaches to the Qur’an and the Sunnah and various legal methodologies that impact women To be able to identify at least a dozen prominent Muslim women religious leaders in history or contemporary society To be able to discuss the ways in which Muslim women’s spirituality is the same or different as men’s spirituality To identify the way culture and social structures shape and impact Muslim women’s spirituality.
