DISTRICT GOALS  Move forward with a plan to provide a facilities infrastructure that appropriately, effectively and safely houses the programmatic needs of our students.  Continue to improve student achievement at all grade levels for all students and decrease achievement gaps where they exist.  Promote diversity within our school community to ensure that school programs and staffing support an inclusive learning environment for all students.

BOARD GOALS  Develop and implement a plan that improves the relationship of the Board of Education with the leadership team of the Middlesex Education Association.  Provide support for district administration.  Increase visibility of the Board of Education throughout the community.

A. A regular public meeting of the Middlesex Board of Education was held on June 26, 2017, at 7:00 PM, in the High School Media Center at Middlesex High School, 300 John F. Kennedy Drive, Middlesex, NJ. The meeting was called to order at 7:00 PM by Mr. Oliver, President. Mr. Oliver read the following statement: The Open Public Meetings Law was enacted to insure the right of the public to have advance notice of and to attend the meeting of the public bodies at which any business affecting their interests is discussed and acted upon. In accordance with the provisions of the Act, the Board Secretary has caused notice of this meeting to be published by having the date, time and place thereof posted on the bulletin board located in the hallway outside of the administrative offices, and notice was provided to the Courier News, the Home News Tribune, and the Middlesex Borough Clerk.

Board Self-Evaluation Discussion Mary Ann Friedman, NJSBA Representative, reviewed the results of the Board of Education’s self- evaluation. The summary document is included in the minutes of this meeting as an attachment. (Attachment B) B. 13. Approve Team Life, Colts Neck, NJ, to provide First Aid training to all of our coaches on August 15th at 12pm. The NJSIAA has changed their requirements for coaches and now requires every coach to be trained in Sports First Aid. During the 2017-2018 school year we will not be offering CPR/AED training so it may be the right opportunity to fulfill this requirement for all of our coaches at one time. The cost of certification is $50 per person and approximately 38 people, for a total of $1,900, account # 11-000-223-320-DT-121.

The Middlesex Board of Education hereby accepts the preliminary eligible costs from the New Jersey Department of Education pursuant to N.J.S.A. 18A:7G-5 & 7G-7 for the following projects:

4. Resolution Approving Submission of Special Ballot Questions September 26, 2017

WHEREAS, the Board of Education (the "Board" when referring to the governing body and the "School District" when referring to the territorial boundaries governed by the Board) of the Borough of Middlesex in the County of Middlesex, New Jersey (the “State”) desires to undertake a school facilities project consisting of the renovation, expansion, and upgrade of various schools (the “Project”); and

WHEREAS, to accomplish the same, the Board seeks to authorize the submission of three ballot questions (the “Proposals”) at a special School District election to be held Tuesday, September 26, 2017 (the “Election”) and to authorize certain actions required to be taken in connection with the conduct of the Election and the undertaking of the Project.

NOW THEREFORE, BE IT RESOLVED by The Board of Education of the Borough of Middlesex in the County of Middlesex, New Jersey (not less than a majority of the full membership of the Board concurring) as follows:

1. The following Explanatory Statement and Proposals (the "Proposals") shall be submitted to the legal voters of the School District at a special School District election (the "Election") of the legal voters of the School District to be held on Tuesday, September 26, 2017, commencing at 2:00 p.m. in the School District. The polls shall remain open until 8:00 p.m. and as much longer as may be necessary to permit all the legal voters then present to vote and cast their ballot:

EXPLANATORY STATEMENT

The Board is seeking voter approval, via three ballot questions, to renovate and upgrade various Middlesex Borough Schools as follows:

Proposal 1: Interior renovations, building system upgrades and expansion of Watchung Elementary School to provide for a Grades 2 - 5 school facility and renovation of Von E. Mauger Middle School to provide a Grades 6 - 8 school facility and to provide administration space. The total cost of Proposal 1 is $31,586,295. Final eligible costs equal $13,829,623 and are eligible for 40% State Aid.

Proposal 2: Interior renovations, building system upgrades and expansion of Hazelwood Elementary School to provide for a Grades PreK - 1 school facility and the closure of Parker Elementary School. The total cost of Proposal 2 is $11,028,397. Final eligible costs equal $3,232,450 and are eligible for 40% State Aid.

Proposal 3: Interior renovations and upgrades to the High School to convert offices to classrooms, provide upgraded science labs, classrooms, kitchen, cafeteria, STEM lab, athletic space, and HVAC upgrades. The total cost of Proposal 3 is $7,970,317. All costs are final eligible costs and are eligible for 40% State Aid.

VOTERS ARE REQUESTED TO VOTE ON ALL THREE PROPOSALS

PROPOSAL 1

The Board of Education of the Borough of Middlesex in the County of Middlesex, New Jersey (the “Board”) is authorized to (A) undertake interior renovations, building system upgrades and expansion of Watchung Elementary School to provide for a Grades 2 - 5 school facility and renovation of Von E. The State has agreed to provide debt service aid in the amount of 40% of the “final eligible costs” of the project which final eligible costs equal $13,829,623. The project includes $800,657 for school facilities construction elements in addition to the facilities efficiency standard developed by the Commissioner of Education, or that are not otherwise eligible for State support pursuant to N.J.S.A. 18A:7G-5(g).

PROPOSAL 2

IF AND ONLY IF PROPOSAL 1 IS APPROVED, the Board is further authorized to (A) undertake interior renovations, building system upgrades and expansion of Hazelwood Elementary School to provide for a Grades PreK - 1 school facility and the closure of Parker Elementary School; (B) expend on such project an amount not to exceed $11,028,397 and (C) issue bonds in an amount not to exceed $11,028,397 to finance the project. The State has agreed to provide debt service aid in the amount of 40% of the “final eligible costs” of the project which final eligible costs equal $3,232,450. The project includes $569,140 for school facilities construction elements in addition to the facilities efficiency standard developed by the Commissioner of Education, or that are not otherwise eligible for State support pursuant to N.J.S.A. 18A:7G-5(g).

PROPOSAL 3

IF AND ONLY IF PROPOSAL 1 IS APPROVED, The Board is further authorized to (A) undertake interior renovations and upgrades to the High School to convert offices to classrooms, provide upgraded science labs, classrooms, kitchen, cafeteria, STEM lab, athletic space, and HVAC upgrades; (B) expend on such project an amount not to exceed $7,970,317and (C) issue bonds in an amount not to exceed $7,970,317 to finance the project. The State has agreed to provide debt service aid in the amount of 40% of the “final eligible costs” of the project. All project costs are final eligible costs.

2. The Board hereby approves and adopts the Proposals and, subject to the approval of the legal voters of the School District, hereby determines to carry out the same.

3. The Business Administrator/Board Secretary is hereby authorized and directed, in conjunction with Bond Counsel, to deliver a certified copy of this resolution and such other information as shall be necessary to comply with applicable provisions of the Education Law and Election Law, to the Middlesex County Superintendent of Schools, Middlesex County Clerk, Middlesex County Board of Elections, and to the Clerk of the Borough of Middlesex, and to request such persons to undertake their respective functions under the Education Law and the Election Law, as applicable, in connection with the Election. The Business Administrator/Board Secretary is hereby authorized to amend the Proposals and the Explanatory Statement to conform same to statutory requirements.

4. The Board hereby acknowledges and confirms that, in accordance with the requirements of Sections 24 -16 and 24 -17 of the Education Law, a Supplemental Debt Statement 9 Middlesex Public Schools – High School Media Center BOARD OF EDUCATION REGULAR MEETING MINUTES July 17, 2017 7:00 PM has been prepared as of the date of this resolution by the Chief Financial Officer of the Borough of Middlesex, giving effect to the proposed total authorization of School Bonds of the School District in the maximum amount provided for in the Proposals, and that such Supplemental Debt Statement has been filed in the offices of the Clerk of the Borough of Middlesex, and in the office of the Business Administrator/Board Secretary prior to the adoption of this resolution. The Board hereby directs the Business Administrator/Board Secretary to cause such Supplemental Debt Statement to be filed in the office of the Director of the Division of Local Government Services, New Jersey Department of Community Affairs prior to the date of the Election.

5. The School Administration and such other officers, professionals and agents of the Board as are necessary, including Wilentz, Goldman & Spitzer, P.A., Bond Counsel and the Architect for the Project, are each hereby authorized and directed to perform such acts, execute such documents and do such things as are necessary and proper for the submission of the Proposals to the voters of the School District at the Election, including preparation and submission of all required applications for receipt of the State debt service aid.

6. This resolution shall take effect immediately.

5. Approve Purchase of Laptop Computers Approve the purchase of 3 HP EliteBook 850 G4 Laptop Computers from MRA International, Long Branch, NJ, for a total cost of $4,424.70. This purchase is being made through the NJ-WSCA / NASPO ValuePoint State Contract #40016 MNNVP-134. This purchase is to upgrade the equipment of Administrative Staff. 6. Approve Purchase of Desktop Computers Approve the purchase of 10 HP Elitedesk 800 G3 Desktop Computers from MRA International, Long Branch, NJ, for a total cost of $10,000. This purchase is being made through the NJ-WSCA / NASPO Value Point State Contract #40016 MNNVP-134. This purchase is to upgrade the equipment of Administrative Staff. 7. Approve Purchase of iPad Air for Project ACT Approve the purchase of 6 iPad Air 2 and 6 iPad cases from APPLE, for a total cost of $2,567.70. This purchase is being made through the ESCNJ Cooperative Purchasing Bid #15/16-69. This purchase is for special education applications for iPads and ipod touch for non-verbal student.
