MINUTES OF BUSINESS MEETING OF DECEMBER 20, 2012

The monthly Business Meeting of the Piscataway Township Board of Education was held on Thursday, December 20, 2012 at the Administration Building. The meeting was called to order at 7:00 PM by the Board Vice President, Mr. Mosier.

PISCATAWAY HIGH SCHOOL DEBATE TEAMS COMPETE IN HIGH SCHOOL ETHICS BOWL Is it morally acceptable to use drones to fight terrorism? To what extent should medication be used to improve children’s behavior? These are just a few of the topics presented to student teams in last weekend’s 2012 High School Ethics Bowl as they formulated ethical solutions to today’s scientific problems in debate format. In only its second year of competing, Group One, comprised of Roma N. Patel, Nick Bushinski, Sajada Comino and Daniel Naumenko, was undefeated in both rounds of competition. PHS Group Two members, Javairia Burton, Julia De Lello, Jamaalah Diop and Tania Atannasova, won their first round and tied the second. A total of 18 teams participated in the competition, hosted annually by Stevens Institute of Technology.

PISCATAWAY HIGH SCHOOL STUDENTS ATTEND PRE-MED HONORS PROGRAM Twenty-five Piscataway High School students graduated from the 2012 Pre-Medical Honors Program at the University of Medicine and Dentistry in Newark on November 28th. The program seeks to identify and encourage high school students to consider careers in medicine. Meghana Maratha, grade 9, received honors at the ceremony for an outstanding test score at the conclusion of the program. During the months of October and November, the group attended lectures and other educational presentations, including Basic Life Support and Medical Librarianship, and toured the medical school’s Pathology Laboratory and the Trauma Unit at University Hospital in Newark.

EISENHOWER HOSTS A TRIAD OF WINTER CONCERTS Third grade musicians at Eisenhower School performed three concerts last week for classmates and parents, featuring a variety of winter and peace-themed songs from around the world. In addition to vocals, students added hand movements and choreography, and used an assortment of instruments, including maracas, jingle bells, cymbals, drums, and recorders. Other performers were featured as speakers, welcoming the audience and introducing each musical selection.

THE PISCATAWAY HIGH SCHOOL – BEIJING CONNECTION The Piscataway High School Mandarin Chinese language program, designated last year as a “Confucius Classroom” by the Hanban/Confucius Institute in Beijing and the Asia Society, will welcome students from Shangnan Senior High School in Shanghai as part of a sister school exchange program next month. Piscataway High School students will travel to China during Spring Break. Last month, Freddy Nunez, Chair of the high school’s World Language Department, joined over 400 educators from throughout the United States at the Chinese Bridge Delegation program in China. Highlights included school visits, cultural activities and educational workshops, all designed to help educators start or strengthen their institution’s Chinese programs through collaborative opportunities.

NEW PLAYGROUNDS SPROUT AT ELEMENTARY SCHOOLS New jungle gyms, slides and other playground equipment have popped up at Randolphville, Knollwood, Eisenhower and Grandview Schools. Installed over the past several months, the new equipment encourages healthy activity and exercise, combined with lots of outdoor fun! Preschoolers, toddlers and infants are enjoying a new fire truck and other age appropriate climbing units at Children’s Corner Pre-school. The equipment was purchased through a grant from the Community Education Office.

HIGH SCHOOL MUSICIANS TO PERFORM IN REGIONAL ENSEMBLES Let’s hear a round of applause! Five Piscataway High School student musicians have been chosen to perform with Region II performing ensembles in upcoming concerts. Percussionists Christian Lopez and Emmanuel Solano, both grade 11, will perform with the Region 2 Symphonic Band, while Marco Jaimes, grade 11, bass trombone, was selected for the Region 2 Wind Ensemble. A concert featuring both groups is scheduled for Sunday, January 13th at Montgomery High School. Imani Faggan, grade 12, and Tanaea Schmalz Sherin, grade 10, were accepted into Mixed Chorus, the most select vocal ensemble, and will perform on Sunday, January 27th, location to be announced. The competition included students from Region II schools throughout Hunterdon, Middlesex, Mercer, Monmouth, Somerset and Union counties.

MUSICIANS ON THE MOVE! The Piscataway High School Chamber Orchestra, comprised of thirty musicians, recently performed at the Piscataway offices of Colgate-Palmolive during a program recognizing recent retirees and employees celebrating 25 years of service with the company. The ensemble continued its “road show” with holiday concerts at Grandview, Knollwood, Eisenhower, Randolphville, Arbor and ML King Schools, and the Lakeview School in Edison.

ARBOR COUNTRY STORE HITS ALL-TIME HIGH IN DONATIONS A record $1,650 was raised at this year’s Arbor School “Country Store” holiday sale to support the FISH Hospitality Program, an outreach serving homeless women and families. Arbor has hosted the “Country Store” for over 20 years. Students gather contributions of new or “gently used” items, and learn merchandising skills and math while running the sale. Arbor students enjoy shopping for their holiday gift items at the store.

SCHOR STUDENTS SUPPORT PWAY HURRICANE VICTIMS Students at Schor Middle School collected over 600 pounds of holiday food donations and gift cards for families impacted by Hurricane Sandy. After sorting and organizing the donations, they were able to deliver 10 baskets and 18 reusable shopping bags filled with groceries to nearby families, just in time for the holidays.

SING-A-LONGS AND CONCERTS MAKE A MONTH OF MUSIC Piscataway schools have been filled with joyful music this month, with holiday concerts and sing-a- longs taking place at Conackamack, Schor, Quibbletown, Grandview, ML King, Randolphville, Eisenhower, Knollwood and Children’s Corner Pre-school. Instrumental and vocal concerts were held this week at Piscataway High School, and Arbor families will enjoy a school concert in mid-January.

AFTER CARE CENTERS DELIVER HOLIDAY CHEER The aroma of gingerbread is in the air! Over 60 brightly decorated gingerbread houses, hand-made cards, and other holiday decorations, created by children enrolled in the district’s Before and After Care programs at the elementary and middle schools, were delivered to Sterling Village, the Piscataway Police Department and St. Peter’s University Hospital Children’s Center. The children also made treat bags of holiday snack mix, which were delivered in gift boxes ornately decorated by students and staff. The opportunity to create the decorations and extend holiday cheer to the community is an annual favorite of the students in the program.

ATHLETES IN THE NEWS Several Piscataway High School athletes have received local and state recognition for achievements during the fall sports season. Hannah Isaacs, goalkeeper for the Piscataway High School field hockey team, was named Greater Middlesex Conference Coaches All-Division, Home News Tribune Defensive Player of the Year, and All-Area First Team by the North Jersey Field Hockey Coaches Association. Chiefs football players Cameron Nash, Nadir Barnwell and Denzel Lockhart were named First Team All-Middlesex by the Star Ledger, and First-Team All-Area by the Home News Tribune. The Star Ledger named Daija Griffin and Kristyn Shea as Soccer First Team All-Middlesex, and Marcus Hatchett was named First Team All-Middlesex Cross Country. Marcus was also selected First Team All Greater Middlesex Conference. Chioma Gabriel of the Piscataway High School tennis team was named Star Ledger First Team All-Middlesex, Home News Tribune All-Area Girls Tennis and First Team Greater Middlesex Conference.

X. PUBLIC COMMENTS FROM THE FLOOR

The Board of Education recognizes the value of public comment on educational issues and school matters of community interest. In support of this position, the law establishes a period of public comment at every Board meeting. Individuals wishing to speak must state their name and address. Comments are limited to three minutes’ duration, but an individual may speak a second time after all others who wish to speak on the topic have been heard. The Board may require that individuals register to speak prior to the beginning of the meeting. Participants may submit written material in support of their position.

All statements and/or questions shall be directed to the presiding officer and no participant may address or question Board members individually. All speakers are requested to express themselves in a civil manner, with due respect for the dignity and privacy rights of others whose legal rights may be affected.

RESOLUTION APPROVING SCHEMATIC PLANS AND AUTHORIZING APPLICATION TO BE MADE TO THE COMMISSIONER OF EDUCATION FOR APPROVAL OF SCHEMATIC PLANS AND PROJECT IN ACCORDANCE WITH THE EDUCATIONAL FACILITIES CONSTRUCTION AND FINANCING ACT (#4130-050-13-1000) FOR PARKING LOT IMPROVEMENTS AT PISCATAWAY HIGH SCHOOL

BE IT RESOLVED by the Board of Education of the Township of Piscataway in the County of Middlesex, New Jersey that:

1. The schematic plans for the parking lot improvements at Piscataway High School (the “Project” #4130-050-13-1000) are hereby approved in substantially the form presented to this Board.

2. The Board President, the Superintendent of Schools, the Business Administrator/Board Secretary, the Project Architect, and other appropriate representatives of the Board (the “Board Representatives”) are hereby authorized to submit the schematic plans for the Project, and such other information as may be required, to the State Department of Education for approval and to make application to the Commissioner of Education for approval of the schematic plans and the Project in accordance with the requirements of the Educational Facilities Construction and Financing Act, N.J.S.A. 18A:7G-1 et seq. (P.L. 2000, Ch. 72, effective July 18, 2000 (the “Act”) and N.J.A.C. 6A:26-2.3 and 3.2.

3. The Board Representatives are hereby further authorized and directed to the extent necessary to submit the schematic plans and any other required information to any other appropriate agency for review, comment and/or funding.

4. The Spiezle Architectural Group, Inc., the School District’s appointed architect for the Project (the “Project Architect”), has heretofore been authorized and delegated the responsibility to prepare the plans and specifications for the Project in consultation with and under the supervision of the Business Administrator/Board Secretary, who has heretofore been delegated the responsibility to

work with the Project Architect for this purpose on behalf of the Board, and such authorizations and delegations are hereby reconfirmed and ratified, all in accordance with the requirements of N.J.S.A. 18A:18A-16.

5. The Board Representatives are hereby authorized to take all steps necessary to implement this resolution.

E. APPROVAL OF ANNUAL AUDIT FOR YEAR ENDED JUNE 30, 2012

Explanation:

N.J.S.A. 18A:23-8 requires that an audit of the accounts of a school district be made only by a certified public accountant of New Jersey.

BE IT RESOLVED that the Piscataway Township Board of Education accept the annual audit for the year ended June 30, 2012 (Comprehensive Annual Financial Report and the related Auditors Management Report) along with the synopsis and corrective action plan. The noted audit comment corrective actions are as follows:

B. APPROVAL OF PISCATAWAY HIGH SCHOOL BAND STUDENTS TO PARTICIPATE IN THE “2013 FESTIVALS OF MUSIC” PROGRAM IN WASHINGTON, DC – APRIL 25-28, 2013

Explanation:

The Piscataway High School Music Department researches opportunities for Piscataway students to perform at the national level. With reasonable impact on participants’ instruction schedule and valuable opportunities on the trip’s itinerary in our nation’s capital, the High School Band will participate in the “2013 Festivals of Music” competition in Washington, DC. Students will be responsible for paying approximately $725 for the trip and parent chaperones will be responsible for paying approximately $500. Students will have the opportunity to fundraise to offset their cost. This trip is at no cost to the Board of Education.

BE IT RESOLVED that the Piscataway Township Board of Education approves the Piscataway High School Band trip to Washington, DC from April 25–28, 2013 to participate in the “2013 Festivals of Music” competition. This trip will be at no cost to the Board of Education.

C. AUTHORIZATION TO ACCEPT NO CHILD LEFT BEHIND (NCLB) ENTITLEMENT APPLICATION (FY 2013) IN THE AMENDED AMOUNT OF $878,876

Explanation:

As required by the New Jersey State Department of Education, the originally approved board resolution to accept the No Child Left Behind FY13 in the amount of $805,342 has been modified to reflect the reallocation of carryover funding in the amount of $878,876. This allows for the increase of $73,534 from Titles IA, IIA, IID, III and III Immigrant.

BE IT RESOLVED that the Piscataway Township Board of Education authorizes the Superintendent to accept the amended No Child Left Behind FY13 application reflecting carryover and reallocation of funds in the total amount of $878,876.

D. APPROVAL TO ADOPT TEXTBOOKS

Explanation:

Pursuant to N.J.S.A. 18A:34-1, the following textbooks are recommended for approval and adoption by the Board. The textbook selection process included administrators, teachers, and assistant directors. The textbooks were reviewed by the Curriculum Committee at its meeting held on November 19, 2012 and are available in the Board Room for your review.

B. APPROVAL OF CONTRACTED SERVICES

Explanation:

The following resolution reflects the need for contracts with outside service providers on the part of the Office of Pupil Services. These contracts are necessary in order to ensure that the district may comply with Individual Education Program (IEP) requirements in the areas of evaluation, instruction, and related services.

BE IT RESOLVED that the Piscataway Township Board of Education approves the following contracted services:

New Jersey Institute for Disabilities/Lakeview School Assistive Technology Department be contracted to provide Assistive Technology Assessments for Piscataway students at a rate of $1,000 per assessment, along with an hourly rate for consultation of $125 plus travel, and Augmentative Communication Assessments at a rate of $900 per assessment and consultation at an hourly rate of $125 plus travel for the 2012-2013 school year.

C. AUTHORIZATION TO APPLY FOR ROBERT AND JOAN DIRKS FOUNDATION GRANT AWARD

Explanation:

The Robert and Joan Dirks Foundation Grant award is $10,000 to benefit individuals who are physically, mentally or economically disadvantaged. The Administration Building houses the SAIL Program for students ages 18-21 and the BD Program for students ages 12-18. Our goal for this funding is to create a fitness center where students will have an opportunity to participate in physical activity to relieve stress and help improve performance. The students can also use the center to train for the Special Olympics in which several of our SAIL students compete. The fitness center would consist of cardiovascular and strength machines as well as other exercise equipment.

BE IT RESOLVED that the Piscataway Township Board of Education authorizes the Superintendent to apply for the Robert and Joan Dirks Foundation Grant award in the amount of $10,000 to create a fitness center for students who attend classes at the Administration Building.

D. APPROVAL OF CONTRACT

Explanation:

The District has advertised and opened proposals for furnishing the services of conducting a search for a Superintendent of Schools.

WHEREAS, the Piscataway Township Board of Education has advertised for and received proposals for the services of performing a search for a Superintendent of Schools under the requirements of N.J.S.A.18A:18A- 4.1a through j, and

WHEREAS, Hazard, Young, Attea & Associates was the lowest, most responsive proposer which can best meet the requirements of the Board of Education.

NOW, THEREFORE, BE IT RESOLVED that the Piscataway Township Board of Education preauthorizes the Acting President to execute a contract in a form suitable to the Board Attorney, at a cost not to exceed $18,500 along with reimbursable expenses as outlined in the agreement, to Hazard, Young, Attea & Associates.
