    ORDINANCE NUMBER 20 - 32 AN ORDINANCE OF THE VILLAGE OF EAST DUNDEE, COOK AND KANE COUNTIES, ILLINOIS APPROVING AN AMENDMENT TO THE BOUNDARIES OF THE VILLAGE OF EAST DUNDEE DOWNTOWN AND DUNDEE CROSSING BUSINESS DEVELOPMENT DISTRICT AND APPROVING AN AMENDED BUSINESS DISTRICT PLAN IN RELATION THERETO, RECONFIRMING THE BLIGHTED AREA FINDING THEREIN, IMPOSING A RETAILERS’ OCCUPATION TAX AND SERVICE OCCUPATION TAX THEREIN AND AMENDING PREVIOUSLY APPROVED ORDINANCES RELATED THERETO WHEREAS, the Village of East Dundee (“Village”) is a home rule unit of local government pursuant to Section 6 of Article VII of the Constitution of the State of Illinois, and has the authority to exercise any power and perform any function pertaining to its government and affairs; and WHEREAS, subject to said Section, a home rule unit may exercise any power and perform any function pertaining to its government and affairs for the protection of the public health, safety, morals, and welfare; and WHEREAS, Section 11-74.3-1(1) of the Illinois Business District Development and Redevelopment Law, 65 ILCS 5/11-74.3-1, et seq.
