Small* Althoughmore is becoming known about the prisonsofmedievalEurope, the details ofthe use andorganization ofFrench municipalprisons have not been the subjectofmuch study. A series of accounts from the early fourteenth century in the Archives départementales du Pas-de-Calais at Arras permits the examination ofsome aspects of the working ofthe prison attached to the castle atArras, which was used by the municipal government primarily for custodial rather than punitive purposes to detain debtors and people awaiting trial or execution. The fIScal arrangementsfor the prison, including the charges onprisoners and the provision madefor indigentprisoners, can be used to obtain other information on such matters as normal terms ofimprisonment, the composition of the prison population, prison conditions, and thefate ofprisoners. Malgré l'accroissement des recherches sur les prisons de l'Europe médiévale, on n'a guère étudié l'utilisation et l'organisation des geôles municipales françaises. Une série de rapports tirés des Archives départementales du Pas-de-Calais, à Arras, nous permettent toutefois de comprendre certains aspects du fonctionnement de la prison attenante au château d'Arras, qui servaità la détention temporaire plutôt qu'à l'expiation des peines, où les autorités municipales incarcéraient les débiteurs insolvables et les gens qui attendaient d'être jugés ou exécutés. À partir des renseignements d'ordre financier qu'on y trouve, par exemple, les frais imposés aus prisonniers et les mesures visant les détenus pauvres, on peut obtenir des indications sur la durée des séjours en prison, la composition de la population carcérale, l'état des lieux et le sort réservé auxprisonniers.

Cette position naturelle de confl uence et de contrôle sur les environs a donné à la ville une vocation stratégique et défensive précoce. Les découvertes archéologiques ont prouvé l’importance économique de ce secteur du littoral dès l’Antiquité. Les relèvements successifs du niveau marin favorisent l’implantation de Quentovic, vaste zone portuaire, sur la rive gauche de la Canche près de La Caloterie, à quelques kilomètres en aval de Montreuil-sur-Mer. Attesté dès le VIe siècle, ce site est un point de passage incontournable entre le continent et les îles britanniques, la plus grande douane maritime du nord de la Gaule et le deuxième atelier Emplacement présumé de Quentovic monétaire de Francie. Sa disparition due aux raids normands et à l’ensable- ment coïncide avec l’apparition de Montreuil-sur-Mer à la fi n du IXe siècle.
