Then, as an eager third year history student, I was asked during the course of a presentation on the 1945-51 Attlee governments how one could define a control. My answer was concise: I simply did not know. Moreover, despite a niggling curiosity, nor did I really care. After all, who would? This, it must be admitted, was a fairly inauspicious start. However, given that I have now spent five years thinking about the issues raised, it was also quite fitting. The question “what is a control?” certainly proved me wrong. Indeed, continuing to beguile, it has demonstrated itself to be one that should be given considerable attention. Although rooted in this very personal episode, the opportunity to undertake this research would not have been possible without the help and support of numerous individuals and institutions. I must firstly thank both Richard Whiting and Owen Hartley for their invaluable guidance throughout the research process. The last words are, however, reserved for Jennifer Fellows – without her support and inspiration, none of this would have been possible. ii Abstract This thesis uses a detailed study of industrial economic controls to examine the broader relationship between popular politics and economic policy in Britain between 1945 and 1955. Combining the personal insights of administrators with a high level intellectual history, it begins by analysing the relationship between controls and attempts to manage the economy during and after the Second World War. After tracing these developments in administration and usage, it will demonstrate that the ambiguous nature of individual controls allowed for the system as a whole to be used as a symbolic device within an intensely political debate. Indeed, far from raising entirely technical questions, it will show that controls were able to reduce complex economics into a simple form and provide a tangible link between everyday economics and potent philosophical critiques. They were, in this sense, able to symbolise both administrative inefficiencies and a rhetorical ‘choice between two ways of life’. Nevertheless, acknowledging the inherent artificiality of a debate that had imbued individual controls with an undue sense of significance, it will be argued that this discussion testified to certain shared ‘high level’ assumptions and did little to clarify confusions within the system. Joel Hurstfield, The Control of Raw Materials (London, 1953), p. xiii. There [exists] a terrifying mass of original documents, and there are thousands of people who actually took part in the performance, each with his own ideas of how, when and why things happened … How much easier it will be for some future historian to rewrite it all when the events can be viewed in dispassionate perspective, when mice have eaten some of the files, and when none of those who were alive at the time are there to point out the distant connection between what was written on the official files and what actually happened. Although it is explicitly focused on the political economy of those controls enforced by the state in the decade after 1945, it will become apparent that this is a subject mired in misunderstanding and one that is not easy to categorise. The history of such controls, it will be argued, is one of uncertainty. This conclusion was perhaps inevitable. After all,

Hugh Dalton described how ‘That first sensa- tion, tingling and triumphant, was of a new society to be built. There was exhilaration among us, joy and hope, determination and confi- dence. We felt exalted, dedication, walking on air, walking with destiny.’1 Dalton followed this by aiding Herbert Morrison in an attempt to replace Attlee as leader of the PLP.2 This was foiled by the bulky protection of Bevin, outraged at their plotting and disloyalty. Bevin apparently hated Morrison, and thought of him as ‘a scheming little bastard’.3 Certainly he thought Morrison’s conduct in the past had been ‘devious and unreliable’.4 It was to be particularly irksome for Bevin that it was Morrison who eventually replaced him as Foreign Secretary in 1951. The Attlee government not only generated great excitement on the left at the time, but since has also attracted more attention from academics than any other period of Labour history. Foreign policy is a case in point. The foreign policy of the Attlee government is attractive to study because it spans so many politically and historically significant issues. To start with, this period was unique in that it was the first time that there was a majority Labour government in British political history, with a clear mandate and programme of reform. Whereas the two minority Labour governments of the inter-war period had had to rely on support from the Liberals to pass legislation, this time Labour had power as well as office.

Until recently the topic has been difficult to assess accurately, due to the scarcity of available original source material. However, as a result of multiple declassifications of both Cabinet Office and Security Service files over the past five years it is now possible to analyse the subject in greater depth and detail than had been previously feasible. The work is predominantly concerned with four key areas: firstly, why domestic communism continued to be viewed as a significant threat by successive governments – even despite both the ideology’s relatively limited popular support amongst the general public and Whitehall’s realisation that the Communist Party of Great Britain presented little by way of a direct challenge to British political stability. Secondly, how Whitehall’s understanding of the nature and severity of the threat posed by British communism developed between the late 1940s and early ‘60s, from a problem considered mainly of importance only to civil service security practices to one which directly impacted upon the conduct of educational policy and labour relations.

Thorpe After Andrew Bonar Law's funeral in Westminster Abbey in November 1923, Herbert Asquith observed, 'It is fitting that we should have buried the Unknown Prime Minister by the side of the Unknown Soldier'. Asquith owed Bonar Law no posthumous favours, and intended no ironic compliment, but the remark was a serious under-estimate. In post-war politics Alec Douglas-Home is often seen as the Bonar Law of his times, bracketed with his fellow Scot as an interim figure in the history of Downing Street between longer serving Premiers; in Bonar Law's case, Lloyd George and Stanley Baldwin, in Home's, Harold Macmillan and Harold Wilson. Both Law and Home were certainly 'unexpected' Prime Ministers, but both were also 'under-estimated' and they made lasting beneficial changes to the political system, both on a national and a party level. The unexpectedness of their accessions to the top of the greasy pole, and the brevity of their Premierships (they were the two shortest of the 20th century, Bonar Law's one day short of seven months, Alec Douglas-Home's two days short of a year), are not an accurate indication of their respective significance, even if the precise details of their careers were not always accurately recalled, even by their admirers. The Westminster village is often another world to the general public. Stanley Baldwin was once accosted on a train from Chequers to London, at the height of his fame, by a former school friend.

Whatever field he tilled, he sowed dragon’s teeth and armed men seemed to spring from the soil to form an organization and correct the abuses or stimulate the virtues he had discovered … Michael Young was a remarkable example of the merits of the education at Dartington Hall. He knew neither what a groove was nor the meaning of orthodoxy.1 Michael Young described Labour’s post-war programme in its reconstructive 1945 election manifesto as ‘Beveridge plus Keynes plus socialism’.2 Although Young is perhaps most famous for his principal contribution to Labour’s seminal 1945 election document, his was subsequently an uneasy relationship with the Labour Party and state socialism as a vehicle for the decentred, participatory, community and consumer-based social democracy he favoured.3 He always claimed to be ‘motivated by opposition’ and ‘moved by … the wonderful potential in all of us that isn’t being realised’ or recognised by large and remote state enterprise. This was supplemented by a communitarian and collaborative ethos of mutual aid, believing that smaller-scale ‘co-operatives were on principle the best sort of organisation for economic and social purposes’ (although conscious that even a large retail Co-operative movement could display tell-tale signs of bureaucratic centralism and consumer restriction).4 His problematic relationship with the Labour Party was evident soon after the emphatic post-war election victory he helped to create.

Since Benjamin Disraeli, Conservatives have endeavoured to represent national rather than sectional interests and appeal widely to a growing electorate. Yet, the middle classes and their interests have also enjoyed a special position in the Conservative political imagination often because the group insists they receive special consideration. It proved especially difficult to juggle these priorities after 1951 when Conservatives encountered two colliding challenges: the middle classes growing at a rapid rate, failing to form a unified outlook or identity, and the limited appeal of consumer rhetoric and interests owing to the uneven experience of affluence and prosperity. Conservative ideas and policies failed to acknowledge and resonate with the changing nature of their core supporters and antiquated local party organization reinforced feelings of alienation from and mistrust of new members of the middle classes as well as affluent workers.
