Sealed Tenders in specified printed form are invite for the following work(s) from reliable, resourceful, experienced and bonafide Contractors who may be found eligible after scrutiny of their credentials to be submitted as per particulars given below and will be received by the Assistant Engineer, P.W.(Rds) D, Contai Highway Sub-Division , in the tender box kept in his chamber or as stated otherwise, up to specified date and time and will be opened half an hour later on the same date or later as will be notified, in presence of contractors or their authorized representatives who may willing to be present at the time of opening.

Division,P.W(Roads) Deptt. 6 ) Eligibility criteria to participate in the tender : The willing contractors will have to apply for participation in the tender in their printed letter head containing full mailing address with present telephone number (Both landline & Mobile phone No.)along with required documents as mentioned herein below. On scrutiny of the required documents and after verification of the same with the original, if the agency is found to be eligible, necessary ' certificate of eligibility ' shall be issued by the tender inviting authority to the concern agency himself or his representative duly attested by power of Attorney from 1st class judicial Magistrate. The " certificate of eligibility" thus issued to the agency shall have to be submitted in sealed cover along with the tender documents & EMD.

Engineer, Contai Highway Sub-Division, P.W(Roads)Deptt, Contai, Purba Medinipur) 11) Date & time of opening of tender : On 07.08.2015 at 1.30 P.M. 12) Detailed N.I.T & special terms and conditions, Specified tender forms- 2911(ii) & other relevant tender documents (price Schedule) will be available and /or downloaded from the Departmental website ( http://www.pwdwb.in) at free of cost. 13) No exemption of Earnest Money Deposit will be entertain for any Bidder and / or any case and the Earnest Money in the form of Bank Draft issued by any Nationalized or RBI approved banks should be in favour of Executive Engineer, Tamluk Highway Division,P.W.(Roads) Deptt. 14) The contractors should quote in his own writing in figure as well as in words the rate in percentage " AT PAR" ABOVE/ BELLOW or on the rate & amount of the priced schedule of probable items with approximate quantities. The contractors may sign either in English, Bengali or Hindi but the rates as above should also be quoted in the same languages. In case of illiterate contractors the rate tendered for should be attested by a witness.

15) Canvassing as regards to the issue of tenders and related to such tender process in any form would reject the candidature of the participant without assigning any reason. 16) Even after submission of tender, the tender will not be taken into consideration during evaluation, if the papers submitted by any agency in support of eligibility are found to be baseless/false in the event of verification from the concerned authority. 17) In case of non-participant in the tender in any shape will be dealt severely for making an attempt towards disruption of competitive spirit of tender and non-participant may be disallowed to participate in 3(three) nos. consecutive N.I.T of this Sub-Division. 18) A cess of 1% of the cost of construction works will be deducted from the bills of the contractors and remit the amount so collected to the "W.B. Building and other Construction Worker Welfare Board" as notification No. 1182 IR dated 20.09.2005of lhe Labour Department. 19) If any contractors fails to start the work within 7(days) from issuing date of work order /Formal tender the work order will be cancelled and relevant causes of the condition of lhe contract shall deemed to pave executed by the tendering authority. No litigation to this effect shall entertained by the tender inviting authority, this is incorporated to deliver time bound Public works.

20) Tender inviting Authority reserves his right to rectify/replace /substitute any rate of the priced schedule put to tender in case of any in-advertent/ typographical mistake both in figure as well as in words prior to execution of formal Tender. Tender inviting Authority reserves the right to issue corrigendum towards the estimated amount and eligibility of contractors in case of any revision, three days in advance to the date of application under certain unavoidable circumstances.

21) In case of inadvertent typographical mistake found in the specific price schedule of rates, the same will be treated to be so corrected as to conform to the prevailing relevant schedule of rates and / or technically sanctioned estimate. 22) If any date fall on holidays or on day's bandh or natural calamity, the dates automatically defer to next working days. 23) The undersigned will have sole discretion to decide the eligibility of the contractors on the basis of his submitted documents and reserves the right to refuse any explanation to contractors for the in - eligibility after scrutiny. 24) Tender inviting Authority reserves his right to rectify / replace / substitute any rate of the priced schedule put to tender in case of any inadvertent/ typographical mistake both in figure as well as in words prior to execution of formal Tender.

25) Successful Tenders will have to take preventive measurers for controlling Air Pollution generated due to constructional activities vide memo no. 174/48L/WPB/2003 Dt. 20/01/2012. of West Bengal Pollution Control Board & 114(20) -W© /1M-14/12 Dt. 17/02/2012 of Asst. Secretary -I, Public Works Department. 26) Necessary mandatory deduction towards S.T, I.T, VAT, etc will be made as per relevant Govt. orders. 27) The success tenderer will have to execute formal agreement as within specified time period as per instruction from this end and during execution of formal agreement price of tender documents accompanied with the cost 2911(ii) will have to be paid by the successful Tenderer@ 755.00/set 28) Issuance of particular tender to any contractor will be mainly on the merit of documents submitted and other consideration regarding reliability and resourcefulness. Technically qualified agency as allowed by the Tender inviting authority shall be allowed to submit the tender documents (Price Bid) in the Tender Box kept in the chamber of the Tender inviting authority along with certificate of eligibility to be received form the office of the Tender inviting authority along with EMD. The discretion of the tender inviting authority in granting permission can not be challenged.

29) There shall be no provision of Arbitration. Hence Clause 25 of WB Form No. 2911(ii) is omitted vide Notification No. 558/SPW dated 13/12/2011 of Principal Secretary, P.W&P.W(Roads) Department. It's also informed to all bidders that, The clause 17 of WB Form 2911(ii) {Liability of contractor for damaged done & for imperfection} is partially modified vide Notification No. 177- CRC/2M-57/2008 dated 12/07/2012 of the secretary to the Government of West Bengal.

30) Assistant Engineer, PW(Roads)D, Contai Highway Sub-Division , may invite fresh Bid(Open or Sealed) if necessary, among the respective tenderers, after tenders are opened or on the 3rd working day after the date of opening tenders.

31) Payments for works may be delayed on availability of fund for which no claim would be entertained. Completion of work may not suffer for any non-payment or delay in payment.
