To find information about your area of interest, locate that area on the Index to Map Sheets. Note the number of the map sheet and turn to that sheet. Locate your area of interest on the map sheet. Note the map unit symbols that are in that area. Turn to the Contents, which lists the map units by symbol and name and shows the page where each map unit is described. The Contents shows which table has data on a specific land use for each detailed soil map unit. Also see the Contents for sections of this publication that may address your specific needs. 4 This soil survey is a publication of the National Cooperative Soil Survey, a joint effort of the United States Department of Agriculture and other Federal agencies, State agencies including the Agricultural Experiment Stations, and local agencies. The Natural Resources Conservation Service (formerly the Soil Conservation Service) has leadership for the Federal part of the National Cooperative Soil Survey. Major fieldwork for this soil survey was completed in 1995. Soil names and descriptions were approved in 1995. Unless otherwise indicated, statements in this publication refer to conditions in the survey area in 1995. This survey was made cooperatively by the Natural Resources Conservation Service, the Forest Service, and the Research Division of the College of Agricultural and Life Sciences, University of Wisconsin. The survey is part of the technical assistance furnished to the Forest County Land Conservation Committee, which helped finance the fieldwork. Soil maps in this survey may be copied without permission. Enlargement of these maps, however, could cause misunderstanding of the detail of mapping. If enlarged, maps do not show the small areas of contrasting soils that could have been shown at a larger scale. INTRODUCTION Frank Trelease offered many sagacious observations on water law and policy in the course of his long and productive career. One is found in the conclusion to a pithy piece on federal reserved water rights he published more than a decade ago. The "fears" that federal water rights for non- Indian federal land designations would destroy valuable water rights per- fected under state law, Trelease said, have shown themselves to be "groundless," mere "bogies we have been conjuring up."' At first blush, Trelease's conclusion was surprising. As he himself (among many others) had observed, the theoretical basis for the federal reserved water right's wholesale destruction of existing uses of water pro- tected by state law had a firm grounding in the leading case of Winters v.United States' and its progeny.3 Two features of the Winters doctrine are principally responsible for the concern: First, the federal water right comes into being when particular tracts of federal land are designated to serve particular uses.

The planning record document in which the roadless inventory and Wilderness evaluation is located is titled, “Chequamegon-Nicolet National Forests—Forest Plan Revision Roadless Area Inventory and Wilderness Evaluation.” This document is divided into five parts. Part One describes the Inventory part of the process. It displays authorities and requirements, criteria used during inventory, and a detailed description of steps taken on the Chequamegon-Nicolet National Forest to accomplish roadless inventory. All areas inventoried during the RARE II process (Roadless Area Review and Evaluation of 1979), as well as all other Forest Service lands in Wisconsin were included in the current roadless inventory. Part Two gives the results of the Roadless Area Inventory. It lists each area that met criteria during the inventory process and summarizes results of numeric inventory criteria measures. Nine areas continued into evaluation of Wilderness attributes. Two of those are RARE II inventoried areas and were also mapped as roadless areas in the Roadless Area Conservation Rule Final Environmental Statement. Part Three discusses Wilderness evaluation including an overview of the required process and specific factors to be used to evaluate an area’s capability and availability for Wilderness plus the need for Wilderness. Part Four includes the narratives of the Wilderness evaluation for each of the nine areas that met inventory requirements and that were displayed in Part Two.

    DECISION NOTICE/DEStGNATlON ORDER Decision Notice Finding of No SlgnMicant Impact Designation Order By virtue of the authority vested in me by the Sscretary of Agricukure under regulations 7 CFR 2.42, 36 CFR 251 23, and 36 CFR Part 219, I hereby establish the Bose Lake Research Natural Area. It shall be comprised of lands described in the section of the Establishment Record entitled tocation.' The Regional Forester has recommended the establishment of this Research Natural Area in the Record of Decision for the Nicotet Nationai Forest Land and Resource Management Plan. That recommendation was the result of an anwsis of the factors listed in 36 CFR 219.25 and Forest Service Manual Results of the Regional Forester's Analysis are documented in the Nicolet National Forest Land and Resource Management Plan and Final Environmental Impact Statement which are available to the public. The Bose Lake Research Natural Area will be managed in compliance with ail relevant laws, regulations, and Forest Service Manual diraion regarding R h Naural Areas. it will be administered in accordance with the management dir-ionlprescription identified in the Establishment Record. I have reviewed the Nicolet Land and Resource Management Plan (LRMP) direction for this RNA and find that the management direction cited in the previous paragraph is consistent with the LRMP and that a Plan amendment is not required. The Forest Supervisor of the Nicolet National Forest shall notify the public of this decision and will mail a copy of the Decision Notice/Designation Order and amended direction to all persons on the Nicolet National Forest hdand Rewurce Manqement Plan mailing list.
