An Organisational History of the Ministry of Social Development and Its Predecessors, 1860–2011 Those who cannot remember the past are condemned to repeat it. This quote, from American philosopher George Santayana, captures the value of this very readable account of the largest and most politically contested of public service agencies. Since unemployment rose dramatically in the 1970s, almost every doctrine about the what, how and who of organisation has been tested on the Ministry of Social Development and its predecessors. From centralised bureaucracy to decentralised divisions, then stand-alone agencies imitating private sector sales methods, this always controversial government function is now a unified agency focused on achieving outcomes. Most of all, thanks to Raewyn Martyn. 7 Preface his history was begun to help clarify the organisational changes in the Ministry of Social TDevelopment and its predecessors, particularly since the 1970s. The project’s wider potential was recognised by senior management, who saw a practical need for staff to have a better understanding of the history of the Ministry — to know where things had been tried before, to understand the origins of current and past approaches, and to recognise recurring issues. As the history documented a number of important developments that are not very well understood, it was recognised that such an account would also be useful for people outside the Ministry, particularly those with an interest in social policy and public management. I completed the manuscript for this history while employed by the Ministry of Social Development. The writing process was overseen by a steering group of senior managers, experienced current and former staff, and members of the History Group of the Ministry for Culture and Heritage. The steering group’s role was to ensure accuracy, balance and integrity. At no point was I directed by either MSD or the steering group to come to particular judgements or conclusions. Welfare has always been a contentious and divisive topic — even more so in recent decades. I am acutely aware that many of the developments I describe have not been universally sup- ported. Where possible, I have tried to resist providing my own evaluative assessments: my underlying approach has not been to judge, but to understand and to explain. Where judgement or editorial comment has intruded, my primary intention has been to explain attitudes or concerns which had an immediate impact on an agency or influenced later developments. Adapting to Institutional Change in New Zealand Politics Raymond Miller Introduction Studies of political leadership typically place great stress on the importance of individual character. The personal qualities looked for in a New Zealand or Australian leader include strong and decisive action, empathy and an ability to both reflect the country's egalitarian traditions and contribute to a growing sense of nationhood. The impetus to transform leaders from extraordinary people into ordinary citizens has its roots in the populist belief that leaders should be accessible and reflect the values and lifestyle of the average voter. This fascination with individual character helps account for the sizeable biographical literature on past and present leaders, especially prime ministers. Typically, such studies pay close attention to the impact of upbringing, personality and performance on leadership success or failure. Despite similarities between New Zealand and Australia in the personal qualities required of a successful leader, leadership in the two countries is a product of very different constitutional and institutional traditions. While the overall trend has been in the direction of a strengthening of prime ministerial leadership, Australia's federal structure of government allows for a diffusion of leadership across multiple sources of influence and power, including a network of state legislatures and executives. New Zealand, in contrast, lacks a written constitution, an upper house, or the devolution of power to state or local government. As a result, successive New Zealand prime ministers and their cabinets have been able to exercise singular power. This chapter will consider the impact of recent institutional change on the nature of political leadership in New Zealand, focusing on the extent to which leadership practices have been modified or tamed by three developments: the transition from a two-party to a multi-party parliament, the advent of coalition government, and the emergence of a multi-party cartel.

    Bromley Cemetery Tour Compiled by Richard L. N. Greenaway June 2007 Block 1A Row C No. 33 Hurd Born at Hinton, England, Frank James Hurd emigrated with his parents. He worked as a contractor and, in 1896, in Wellington, married Lizzie Coker. The bride, 70, claimed to be 51 while the groom, 40, gave his age as 47. Lizzie had emigrated on the Regina in 1859 with her cousin, James Gapes (later Mayor of Christchurch) and his family and had already been twice-wed. Indeed, the property she had inherited from her first husband, George Allen, had enabled her second spouse, John Etherden Coker, to build the Manchester Street hotel which bears his name. Lizzie and Frank were able to make trips to England and to Canada where there dwelt Lizzie’s brother, once a member of the Horse Guards. Lizzie died in 1910 and, two years later, Hurd married again. He and his wife lived at 630 Barbadoes Street. Hurd was a big man who, in old age he had a white moustache, cap and walking stick. He died, at 85, on 1 April 1942. Provisions of Lizzie’s will meant that a sum of money now came to the descendants of James Gapes. They were now so numerous that the women of the tribe could spend their inheritance on a new hat and have nothing left over. She found her metier in the Walsh Memorial Library and worked with the tenacity Volume 19, number 3 of a bloodhound researching the MOTAT photograph collection and SEPTEMBER 2005 cataloguing it. But really Elayne’s lasting achievement was the establishment EXECUTIVE COMMITTEE of the MOTAT Oral History section. In 2002 the new MOTAT Director, President: Jeremy Hubbard, took advice from Lesley Hall the existing staff and volunteers and approached Elayne.     Symposium on Retirement Income Policy Looking back and looking forward Wednesday, 16 April 2008 TASK FORCES IN THE 1990s AND THE POLITICAL ACCORD Task Force on Private Provision for Retirement Politics, not economics or demographics, was the key driver of the retirement policy debate of the nineties. The appointment of the Task Force on Private Provision for Retirement on 10 October 1991 by Prime Minister Jim Bolger was, for me, the first step on a fascinating journey of research, education, consultation and consensus which extended through the decade. During the 1990s New Zealand re-constructed and developed its simple two part system for providing income in retirement based on public provision of a basic pension (New Zealand Superannuation) and voluntary private savings. Retirement savings were tax-neutral compared with other forms of financial savings. The 1990s began with radical changes to national super announced in the 1991 budget that would have converted the pension into a welfare benefit. The government was forced to backtrack and was left wondering what to do. Announcing the formation of the 1991 Task Force, the New Zealand Herald’s Simon Collins, under the heading Task force to study compulsory super, reported that the eight-member task force “will consider requiring New Zealanders to contribute to compulsory private pension schemes. The eight-member task force will also consider tax incentives for retirement saving, regulation of superannuation schemes and compulsory retirement ages. The group would report to a joint cabinet-caucus committee chaired by the Prime Minister, Mr Bolger.” In fact, the Hon WF (Bill) Birch was our principal government contact.

It combines self-narrative, feminist theory and writing practice to make sense of a body of published work which I produced between 1984 and 1999, with a consistent focus on some form of gendered discourse, by setting it in its personal, historical, and theoretical contexts. Although the thesis is built around published work, it is not primarily about results or outcomes, but rather about a set of active historical processes. Taking the form of a spirally structured critical autobiography spanning five and a half decades, it traces how one voice of what I have termed feminist oppositional imagining has emerged and taken its own worded shape. First, it constructs a double story of coming to writing and coming to feminism, in order to explore the formation of a writing subject and show the critical importance of the connections between subjectivity and oppositional imagining, and to highlight the need to find ways of producing knowledge which do not rely on the notion of the detached observer.

Abstract There is now a well-established literature on the various second-order effects of the adoption of proportional representation in New Zealand. One feature of the contemporary executive landscape, however, remains substantially under- researched. This article reports on research regarding ministerial advisers in New Zealand Cabinet ministers’ offices. More specifically, it compares senior public servants’ current attitudes towards ministerial advisers with pre-MMP speculation regarding the possible future influence of such advisers. The article concludes that, while there are concerns about the possible long-term influence of political advisers, for the majority of senior officials, working relationships with ministerial advisers are positive and productive.
