Development of Quarry Kakinada SEZ Pvt. Ltd. for Road Metal and Boulders EXECUTIVE SUMMARY Department of Mines and Geology, Government of Andhra Pradesh vide proceedings no. 2784/Q1/2012 dated June 21, 2013 and no. 2784/Q1/2013 dated March 4, 2014 issued Orders granting quarry lease to Kakinada SEZ Private Limited for quarrying of road metal and boulders, over an extent of 50 ha, in Survey No. 1 of Mulagapudi Village, Rowthulapudi Mandal, East Godavari District, Andhra Pradesh. The quarry lease was granted to meet the road metal, boulders and aggregates demand in the construction of various infrastructural and other developmental projects planned in the region viz., Kakinada SEZ, Kakinada SEZ Port, Visakhapatnam-Kakinada Petroleum, Chemical and Petrochemical Investment Region (VK PCPIR), Visakhapatnam Chennai Industrial Corridor (VCIC), which is Phase 1 of the East Coast Economic Corridor (ECEC) linking Kolkata- Chennai-Tuticorin; and expansion of existing projects like the strengthening and widening of existing Kakinada Beach Road and various associated developments viz., 6 lane PCPIR Expressway, the connecting Rail link from Timmapuram Station to Kakinada SEZ Port, approach roads to Kakinada SEZ, widening and strengthening of existing villages roads to quarry lease area from National Highway 16, etc. The proposed rate of production of road metals, boulders and aggregates is 2 Million Metric Tonnes per annum. The mineable reserves are estimated as 28 Million Metric Tonnes. The quarry lease area is classified as Government land “Konda Poromboke”. There are no habitations and no agricultural lands within the quarry lease area. Rehabilitation and Resettlement (R&R) is not involved. The existing vegetation in the quarry lease area mainly consists of shrubs. There is no National Park, Wild Life Sanctuary and Eco Sensitive Areas within 15 km aerial distance from the quarry lease area. The nearest forest is Raghavapatnam Reserved Forest, which is at a distance of 400 m towards North. The nearest hamlet is Mallampeta, which is at a distance of 1.5 km towards South. The nearest village is Mulagapudi, which is at a distance of 3 km towards East. The nearest densely populated area is Rowthulapudi, the Mandal Head Quarters, which is at a distance of 4.5 km towards South. The quarry lease area is connected by existing village roads passing via Mulagapudi, Rowthulapudi, Gidjam, Srungadhara Agraharam and Tetagunta Villages and is joining Executive Summary 1 Development of Quarry Kakinada SEZ Pvt. Ltd. for Road Metal and Boulders National Highway (NH) 16 at Tetagunta Junction. The aerial distance of NH 16 from quarry lease area is 15 km towards South. The existing village roads will be suitably widened and strengthened for transportation of quarry material. The proposed method of mining is open cast semi-mechanized quarrying involving drilling, blasting, excavation and transport. Water sprinkling is proposed for dust suppression along haul roads. Quarry wastes generated during quarrying will also be used as construction material. The water requirement for quarrying, dust suppression, drinking water, toilets, green belt, etc. is estimated as 25 Kilo Litres per Day (KLD), which will be sourced from groundwater and local villages through tankers. The power requirement is estimated as 1 MW and will be drawn from the nearest grid of Transmission Corporation of Andhra Pradesh Limited, Government of Andhra Pradesh. The project will enhance the employment prospects for 100 persons (direct and indirect potential), local people in the nearby villages, for unskilled and semi-skilled workers. Green belt development is proposed in an area of about 6 ha around the periphery of the quarry lease area, crusher, mine office, etc. The proposed amenities / facilities are mine office, rest shelter, first aid facilities, communication facilities, drinking water facilities, toilets, etc. The cost of the quarry project comprising of mining machinery, roads, buildings, mine magazine, workshop, communication equipment, power supply, water supply, toilets, environmental management, health and safety measures, greenbelt development, Corporate Social Responsibility, etc. is estimated as Rs. 15 Crores. The quarrying operations will be started after obtaining Environmental Clearance from Ministry of Environment, Forests and Climate Change, and Consent for Establishment (CFE) and Consent for Operation (CFO) from Andhra Pradesh Pollution Control Board (APPCB) during the year 2016. Based on the estimated mineable reserves and proposed rate of production, the life of the quarry is estimated at about 14 years. Green belt development is proposed post completion of quarrying.
