Snabbprotokoll 2002/03:4, Tisdagen Den 8 Oktober-Kl. 10.00 Protokoll 2002/03:4 Riksdagens protokoll 2002/03:4 Tisdagen den 8 oktober Kl. 10.00 – 10.12 11.00 – 13.59 1 § Förslag om antalet ledamöter i utskotten och EU-nämnden Talmannen anmälde att valberedningen föreslagit att antalet ledamö- ter i samtliga utskott samt EU-nämnden skulle utgöra sjutton. Kammaren biföll valberedningens förslag. 2 § Val av ledamöter i utskotten Anf. 1 BRITT BOHLIN (s): Herr talman! Valberedningen har enhälligt godkänt gemensamma lis- tor för valen av ledamöter och suppleanter i utskotten, EU-nämnden, riksdagsstyrelsen och Utrikesnämnden. I egenskap av ordförande i valbe- redningen ber jag att till talmannen få överlämna de gemensamma lis- torna. Företogs val av sjutton ledamöter i utskotten. De av Britt Bohlin för dessa val avlämnade gemensamma listorna godkändes av kammaren, varvid förjande personer, vilkas namn i här angiven ordning upptagits på respektive listor, befanns valda för     European Commission Karin Erika MARKIDES Deputy Director General, Vinnova, Sweden Karin Markides was awarded a Master of Science Degree from the University of Stockholm in 1974 and a Ph.D. from the same University in 1984. In 1986, Karin was appointed Docent in Analytical Chemistry at the University of Stockholm. Between June 1984 and August 1990, Karin held different academic positions at the Chemistry Department of Brigham Young University, USA. Since 1989, she holds a Chair and Professorship in Analytical Chemistry at the Chemistry Department of the University of Uppsala, Sweden. She is also a Visiting Professor at Stanford University, Chemistry Department, USA. Since April 2004, he holds the position of Vice Director General at VINNOVA (Swedish Agency for Innovation Systems). She is also holds the Chair, is a board member and member of several scientific and academic societies. Karin Markides the author of more than 200 scientific publications and owns 6 scientific patents. Ulrica MESSING Minister of Communications and Regional Policy of Sweden Ulrica Messing was born in Hällefors, Sweden, on January 31, 1968. In high school she attended the social studies programme. She started her political career in 1987 when she became ombudsman at Sandviken and Gävleborgs branches of the Swedish Social Democratic Youth League. In 1990 she continued her social work for “Hassela Solidaritet and Hassela Kollektivet”, a substance abuse treatment centre. In the same year she became alternate member of the Swedish Social Democratic Youth League. In 1991 she became a member of the Swedish Riksdag and one year later, member of the National Board of Institutional Care and the National Board for Youth Affairs.

A COMPARATIVE STUDY OF SCHOOL CHOICE POLITICS IN SWEDEN AND FRANCE1 Anne Lachance, Queen’s University This article examines the politics of school choice in Sweden and France. It seeks to explain why Swedish reformers succeeded in abolishing the residentially-based school system, while equally motivated French politicians could only implement a modest relaxation of residence-based admission criteria. To understand this variation in policy outcomes, I take a two-fold institutional and coalitional approach. First, I argue that Swedish institutions were more open to change than French institutions, especially at the implementation stage. Second, Swedish reformers attracted a broader support for their policies. Even after the right-wing government lost power, the Social Democrats could not find enough support in Parliament to reform the new system as much as they wanted. In France, the government was unable to build a coalition that was broad enough to fully implement its policy agenda. The collaboration with local governments was difficult, and unions protested strongly against the reform. During the last 25 years, the spread of school choice policies has been the most important trend in the evolution of education systems in advanced democracies (Musset, 2012). School choice reforms share the objective of breaking the traditional link between public schooling and neighbourhood (Berry Cullen, 2005). In choice-based education systems, there no longer is a ‘local public school’ frequented by all the children who live nearby.
