Politics in Rio De Janeiro Province Under the Empire POLITICS IN RIO DE JANEIRO PROVINCE UNDER THE EMPIRE Maria de F&tima Silva GouvSa Thesis submitted for the degree of Doctor of Philosophy University of London Department of History University College London December 1989 ABSTRACT This dissertation adds a new dimension to the understanding of Brazilian politics under the Empire (1822- 1889), a highly centralized political and administrative system, by offering one of the first detailed analyses of provincial politics. In contrast, a large number of regional studies are already available for the period of the Old Republic (1889-1930). The province of Rio de Janeiro is taken as the research's case study. Its geographic proximity to the country's national capital placed the province at the heart of national politics. The period in question witnessed the rise, apogee and decline of Rio de Janeiro province's national political and economic preeminence. Internally, the province is unusually interesting because of its economy based on coffee, sugar and foodstuffs, supplying export and domestic markets. The main contribution of this research to the debate on the nature of Brazilian politics under the Empire is its analysis of the vital role played by Rio de Janeiro provincial (fluminense) politicians in linking the various provincial economic and social interests behind a program for the defence of export agriculture based upon slave labour. After 1870, it was a matter of maintaining and defending the province's dominant economic and social structures during a period of decline. At the same time, they attempted to sustain the province's leading position on ■the national political scene. The study is organized in three main parts. Part One considers the general background to fluminense politics. First, a general survey is presented of the economy and society of Rio de Janeiro province under the Empire. Secondly, the operation of the fluminense provincial administrative system (Camaras Municipals, Provincial Legislative Assembly, Provincial Presidency and various provincial administrative offices) is described. Part Two analyses the debates that took place in the fluminense Legislative Assembly, the principal provincial political forum. This focuses on the way in which local sectors were represented and how they related to each other. The data on which this section is primarily based was obtained from the Anais (published proceedings) of the Provincial Assembly. Part Three examines local participation at various levels in the provincial political and administrative machinery. A database was created using data supplied by the Almanack Laemmert - a annual publication of the period, which \ recorded the names of all politicians and administrative personnel nationally, including the province of Rio de Janeiro. 3 ACKNOWLEDGEMENTS This dissertation has been made possible by the financial support granted by the Conselho Nacional de Desenvolvimento Cientifico e Tecnolbgico - CNPq (Brasil). Abstract For most of the nineteenth-century, the Brazilian liberal elites found in the ‘modernity’ of the European Enlightenment all that they considered best at the time. Britain and France, in particular, provided them with the paradigms of a modern civilisation. This thesis, however, challenges and complements this view by demonstrating that as early as the 1860s the United States began to emerge as a new model of civilisation in the Brazilian debate about modernisation. The general picture portrayed by the historiography of nineteenth-century Brazil is still today inclined to overlook the meaningful place that U.S. society had from as early as the 1860s in the Brazilian imagination regarding the concept of a modern society. This thesis shows how the images of the United States were a pivotal source of political and cultural inspiration for the political and intellectual elites of the second half of the nineteenth century concerned with the modernisation of Brazil. Drawing primarily on parliamentary debates, newspaper articles, diplomatic correspondence, books, student journals and textual and pictorial advertisements in newspapers, this dissertation analyses four different dimensions of the Brazilian representations of the United States. They are: the abolition of slavery, political and civil freedoms, democratic access to scientific and applied education, and democratic access to goods of consumption.

    THE LEGACY OF BRAZIL'S PEDRO I: MEMORY AND POLITICS DURING THE EMPIRE AND REPUBLIC by Debra Law A dissertation submitted to Johns Hopkins University in conformity with the requirements for the degree of Doctor of Philosophy Baltimore, Maryland October, 2015 © 2015 Debra Law All Rights Reserved Abstract The long-term historical legacy and place in national memory of Brazil’s Pedro I has not been sufficiently analyzed in the historiography centered on the nation’s first emperor and the ways in which successive political regimes approached remembering the past. Yet, Pedro I provides a fascinating case study in memory because of his complicated relationship to Brazil. The Portuguese prince who declared Brazilian independence but was forced into exile, Pedro I became the subject of Brazil’s first public monument. Located in Rio de Janeiro, the equestrian statue of Pedro I serves as a touchstone for how the ruling political elites of different eras viewed the nation’s founding historical figure, its past, and the legitimacy of their own societies and regimes. The methodology of this study serves to explain how the Brazilian people, represented in the writings of their intellectual elite, remembered their first emperor on the occasion of his statue’s inauguration in 1862 and after an incident involving the covering of his statue in 1893. Because the former took place during the imperial era of Brazilian history and the latter during that of the Republic, the examination of those moments will shed light onto the ways in which the concepts of history, memory, politics, and sovereignty intersected in the public square in Rio de Janeiro.

Developed by African slaves in Brazil and once an exclusively male domain, capoeira was viewed as a social threat and severely persecuted through the 19th century. By the mid 20th century capoeira had come to be celebrated as an element of national identity, and today the practice crosses class, ethnic, gender and national boundaries. Among its myriad definitions, capoeira is conceived of as “play”: two participants “play” in a ring, or roda, surrounded by other participants and accompanied by percussive music and singing. Interaction oscillates between playful cooperation and aggressive confrontation as partner-adversaries attempt to outmaneuver each other, claim space, and demonstrate greater corporal expression, intelligence and creativity. A bounded ritual space, the roda is also contiguous with the external world, as is evident in claims that skills learned in the roda carry into everyday life. This ethnographic study, based on two years of fieldwork in Rio de Janeiro and my ongoing involvement as a practitioner, approaches capoeira as embodied play and a social practice that constitutes a particular type of engagement with the world: cultivating intelligent, expressive bodies through training and play, and forging collective identities and fictive kinship ties through group affiliation, practitioners become “capoeiristas,” and in so doing reshape themselves and their relationships to their environment and people within it.
