Ngwathe Local Municipality as the sphere of government closest to the people, has a particular responsibility of ensuring that the following are achieved for the benefit of our communities, 1. Delivery of Free basic services 2. Building sustainable human settlements and viable communities 3. Improving public services 4. Building infrastructure 5. Creating job opportunities, and 6. Fighting poverty The municipality has in line with the relevant legislation embarked on public participation whereby, stakeholder meetings were held throughout the municipality. The municipality called ward meetings throughout all 18 wards that comprise Ngwathe Local Municipality. It was evident from the public participation meetings that the municipality will amongst others have to put more concentration on the following community needs since they were raised in majority of wards, 1. Provision of clean drinkable water 2. Allocation of sites and title deeds 3. Paving and gravelling of roads 4. Job creation Ngwathe municipality have embarked in a process of engaging other stakeholders e.g. Rand Water in ensuring that the quality of water in all areas is improved. The municipality have also earmarked sites that must be pegged so that Township registered can be registered to allow that residents are allocated sites in the near future. Projects for upgrading of paving internal roads and storm water channels have also been budgeted for in the 2020/21 financial year. The municipality also wants to encourage our community members to establish cooperatives as it is an easy to create business entity that can assist numbers of people to get out of ranks of unemployment. The municipality continues to investigate the possible ways of implementing the public private partnership (PPP) concept and accelerate projects in order to change the lives of our people. The municipality also strives to create a favourable conducive environment to attract and enable investors to invest in our municipality by creating an investor friendly climate in ensuring that we provide trafficable roads, consistent provision of water and electricity and provision of incentives. Replacement of conventional, bridged and tempered electricity meters is underway and this will drastically reduce over loading of our transformers because all the residents will be buying electricity and using it sparingly. 8 | P a g e NGWATHE LOCAL MUNICIPALITY IDP REVIEW 2020/21 The success of Ngwathe Municipality is dependent on the consented effort that should be displayed by all stakeholders that is, Councillors, Officials and Community members to ensure that they pull towards the same direction, assists and advice each other positively by contributing their money, labour and skills towards its advancement.

Estreicher Texas Tech University, Lubbock, TX 79409-1051, USA Vitis vinifera was first planted in South Africa by the Dutchman Jan van Riebeeck in 1655. The first wine farms, in which the French Huguenots participated – were land grants given by another Dutchman, Simon Van der Stel. He also established (for himself) the Constantia estate. The Constantia wine later became one of the most celebrated wines in the world. The decline of the South African wine industry in the late 1800’s was caused by the combination of natural disasters (mildew, phylloxera) and the consequences of wars and political events in Europe. Despite the reorganization imposed by the KWV cooperative, recovery was slow because of the embargo against the Apartheid regime. Since the 1990s, a large number of new wineries – often, small family operations – have been created. South African wines are now available in many markets. Some of these wines can compete with the best in the world. Stefan K. Estreicher received his PhD in Physics from the University of Zürich. He is currently Paul Whitfield Horn Professor in the Physics Department at Texas Tech University. His biography can be found at http://jupiter.phys.ttu.edu/stefanke. One of his hobbies is the history of wine. He published ‘A Brief History of Wine in Spain’ (European Review 21 (2), 209-239, 2013) and ‘Wine, from Neolithic Times to the 21st Century’ (Algora, New York, 2006).     Final Report of the Gauteng Provincial Inquiry Into the Sewage Problem of the Vaal River 17 February 2021 The Vaal Report Executive Summary The South African Human Rights Commission (‘the Commission’) had been alerted to online and print media reports, published during July and August 2018, reporting that raw sewage, from the Emfuleni Local Municipality (‘the Municipality’)’s Rietspruit Waste Water Care and Management Works situated in Vanderbijlpark, the Leewkuil Waste Water Care and Management Works situated in Vereeniging and other areas within the Municipality, had for weeks and months been leaking into and polluting the Vaal River and the Rietspruit. In addition to the raw sewage polluting major and essential bodies of water, the media reports stated, amongst other things, that: the main sewers in Vanderbijlpark were blocked and that raw sewerage was flowing into people’s yards and properties. In September 2018, in order to test the veracity of the media reports, the Commission’s Gauteng Provincial Office conducted an inspection-in-loco at certain sites within the Emfuleni Municipality, and observed: raw sewage flowing in a small stream that cut across the Emfuleni Golf Estate; two burst sewerage pipes on the banks of the Rietspruit that runs through the Emfuleni Municipal area; defective bio-filters at the Rietspruit Waste Water Treatment Works; a clogged sewerage manhole at the Sharpeville Cemetery and children swimming in, and consuming, polluted waters in the area of a school. Having established a prima facie violation of human rights in the Emfuleni Municipality, regarding the flowing of raw, untreated sewage flowing in the streets, homes, graveyards and also flowing into the Vaal River, the Dam, the Barrage and the Rietspruit (referred to collectively as ‘the Vaal’), and acting within its legislative mandate, the Commission established an Inquiry.

    Care | Dignity | Participation | Truth | Compassion COVID-19 Laboratory testing sites Risk assessment, screening and laboratory testing for COVID-19 The information below should give invididuals a clear understanding of the process for risk assessment, screening and laboratory testing of patients, visitors, staff, doctors and other healthcare providers at Netcare facilities: • Risk assessment, screening and laboratory testing of ill individuals Persons who are ill are allowed access to the Netcare facility via the emergency department for risk assessment and screening. Thereafter the person will be clinically assessed by a doctor and laboratory testing for COVID-19 will subsequently be done if indicated. • Laboratory testing of persons sent by external doctors for COVID-19 laboratory testing at a Netcare Group facility Individuals who have been sent to a Netcare Group facility for COVID-19 laboratory testing by a doctor who is not practising at the Netcare Group facility will not be allowed access to the laboratories inside the Netcare facility, unless the person requires medical assistance. This brochure which contains a list of Ampath, Lancet and Pathcare laboratories will be made available to individuals not needing medical assistance, to guide them as to where they can have the testing done. In the case of the person needing medical assistance, they will be directed to the emergency department. No person with COVID-19 risk will be allowed into a Netcare facility for laboratory testing without having consulted a doctor first. • Risk assessment and screening of all persons wanting to enter a Netcare Group facility Visitors, staff, external service providers, doctors and other healthcare providers are being risk assessed at established points outside of Netcare Group hospitals, primary care centres and mental health facilities, prior to them entering the facility.
