THE MAGIC OF SAND AND WIDE OPEN SPACES ….

The Rally OiLibya of Tunisia 2009 is planned in “cinemascope” through Tunisian and Libyan ergs. This sand-surrounded rally is all set to be magical, both in terms of the quality of an entirely new route and the grand spectacle itself. Covering 4,500 km, the race will include all the diversity of Africa, with 11 demanding stages where driving technique, navigational art and good race management will be determining factors for both professionals and amateurs alike.

A major competition in the 2009 sporting calendar On the calendars of the FIA Cross-Country World Cup and FIM World Championships for motorbikes and quads the Rally OiLibya of Tunisia 2009 will allow all competitors to express their driving talents and demonstrate their off-road sense of direction. Alongside the “traditional” rally categories, NPO has maintained the “Enduro Cup” (first mount motorbikes- quads, with refuelling every 90km) and “Classe Open” (Autos-SSV-Trucks with basic preparation) categories, and, for the first time ever, will count towards the “Wildcat Trophy”.

A new title sponsor An international oil Group established in 22 African countries, LIBYA OIL HOLDINGS LTD has associated with NPO to develop the reputation of its OIL LIBYA network through the international image of the Tunisia Rally. With the buyout of the Exxon and Mobil networks, OIL LIBYA now represents over 25% of the retail market in Tunisia. From next April over 200 service stations will bear the name OIL LIBYA. The group is also increasing development in the fields of exploration, production and gas and oil refining.

A “magical” route with 11 first-time African stages! For the Rally OiLibya of Tunisia 2009, competitors meet in Marseille to load their vehicles on board ship. Administrative checks will start in the ship and technical checks will take place in Tunis, “on the seaside”. The OiLibya Rally will set off after a huge celebration in Tunis with a super-special stage on the beach. Competitors will then head for the desert, facing 6 further stages in Tunisia and 4 in Libya! There will be very few link routes: 6 stages will set off and arrive from camp to camp, without ever seeing tarmac.

This 2009 rally is a demanding event but will remain accessible to all. In case of missed waypoints or mechanical problems, time penalties will be levied but no competitors will be dismissed from the race. Every competitor can set off again the next morning: the OiLibya rally is still a 100% pleasure Rally-Raid! In case of abandonment, motorbikes will be transported by NPO back to Tunis and riders who wish will be carried free of charge from camp to camp to follow the end of the rally. In Libya a marathon stage of 850km over 2 days is planned, with a drivers’ camp without assistance staff or motorbike trunks. 100% off-road track through the dunes of the Ouari erg, with the discovery of 5 lakes surrounded by dunes. Sand, from morning to night … as far as the eye can see!

Meanwhile, assistance vehicles will have a “reserved” camp where everyone will be kept informed of race events. Note that the daily routes taken by assistance vehicles have been considerably limited and take only tarred roads.

The Rally OiLibya of Tunisia 2009: an “All in” rally From loading to unloading of vehicles in Marseille everything is taken care of: boat transport, accommodation, lunches, dinners, prize giving - everything is included in the entrance fee. This is a surprise-free budget that saves time too (no bookings, money transferred abroad, searching for hotels ….), allowing you more time to concentrate on preparing the race itself.

Small budget? Choose the “ENDURO CUP” option! This is a category reserved for motorbikes and quads, defined as a simple, low-cost springboard towards a . For experienced Enduro bikers or quad riders or just those wanting to discover new horizons, the “Enduro Cup” will convince even the most hesitant. This category is open to “Enduro” type motorbikes and quads still in original configuration. Motorbikes must be mass-produced in at least 200 bikes, in full compliance with the sales catalogue of the manufacturer’s series and be sold normally through commercial outlets. In order to enable driving in original configuration, the organisers have set up fuel supplies every 90km. So there’s no need for large tanks or specific suspension. The only technical formality required by the organisers concerns the installation of a road-book roller and, of course, assembly of regulation safety equipment (Klaxon Sentinel, Iritrack system, unik GPS and distress signal).

MECA’SYSTEM challenge: Meca’System is setting a challenge open to all competitors in the Enduro Cup whose motorbikes are fitted with a “light navigation pack”, designed specially for the competition and sold at a preferential rate for this event. The first three in the Challenge will all receive vouchers to purchase Meca’System equipment.

Spotlight on … “CLASSE OPEN”! The “Classe Open” category is open to all vehicle types: SSV, Buggys, Protos and 4x4.... It is for older racing vehicles, which cannot be accepted in the T1 or T2 category but which do meet a number of extremely precise safety criteria, including an additional tank (minimum autonomy of 800km), a roll bar, bucket seats, harnesses, an extinguisher, etc. Vehicle preparation is therefore “simplified”. “Classe Open” is perfect for raiders who are still hesitating about entering a race and auto sport enthusiasts who dream of Africa but who do not have a large budget. Competitors in the “Classe Open” will live the same adventure as “Rally” entrants: same route, same road- book, same safety facilities along the 11 stages and over 4,500km of pure pleasure in the heart of the Tunisian and Libyan deserts.

“WILDCAT TROPHY” 2009 – under starter’s orders The first round of the “Wildcat Trophy” will be held at the Rally OiLibya of Tunisia 2009. This trophy is for competitors entering at the wheel of a Bowler Wildcat and is above all a race within a race. It’s a time for all competitors to gauge themselves and jostle for places in overall ranking with the same arms at their disposal. It’s a virile, friendly fight but the spirit of assisting others remains a priority. At all the competitions counting for the Wildcat Trophy the best drivers in the general ranking are awarded prizes (cups + prize money). At the end of the season, when all the rounds are completed, the final ranking designates the driver who will be awarded the trophy for the best driver of the year. Tunisia 2009, Wildcat Trophy entrants benefit from certain advantages, specifically a 1,000 euros reduction on the entrance fees for the Rally category. The top three in the trophy ranking will be awarded cups and cash prizes to be used for NPO events.

NPO Rallies become 200% “NATURE APPROVED” In addition to its traditional “clean camps” actions, NPO will ensure for the very first time that polluting emissions are 200% compensated. All polluting emissions from all the organisers’ vehicles (cars, trucks, planes, helicopters, etc.) will be compensated by participation in a re-forestation project. Competitors will be made aware of this problem and given the opportunity of compensating for their own polluting emissions (using calculations based on fuel consumption and tyre changes). All participating vehicles will be “Nature Approved” certified and will bear a specific logo.

Safety, ever at the heart of NPO concerns In addition to Irritrack systems (geographic positioning in real time and satellite telephone link with the race CP) and Sentinel (overtaking alarm), all motorbikes and quads will be fitted by NPO, free of charge, with an individual distress signal. 20 doctors, 4 4x4 tangos, 2 Amis motorbikes, 4 helicopters, 2 planes, 2 24hour race control posts, 2 advanced medical units, 2 sweeper trucks, 3 CP vehicles, 7 supply vehicles and assistance from the Tunisian and Libyan military will all be used to ensure that the race goes to plan.

VIP or Accompanier Trips to live the rally adventure without actually taking part! NPO is offering several types of trips so that this exhilarating adventure can be shared. Libya Oil Tunisie: Ambitious strategy with major prospects

After acquiring ExxonMobil Tunisie in May 2008, Libya Oil Holdings Ltd’s ambitions were clear and Libya Oil Tunisie was created. The brand’s sign is now displayed above all the major ex-Esso/Mobil service stations in the capital and in some large Tunisian cities. In all, over 200 service stations throughout Tunisia are set to change name between now and April 2009. On the strength of an ambition strategy based on service quality and proximity, the group intends to boost its market share in Tunisia, which is currently estimated at 25%.

Libya Oil Holdings Ltd is preparing its strategy in Tunisia. After acquiring ExxonMobil Tunisie, a subsidiary of Exxon Mobil Mediterranea, in May 2008 the Libyan group’s ambitions in the Maghreb couldn’t have been clearer, particularly in terms of Tunisia. “The year 2007 was a turning point for us with the acquisition of ExxonMobil Tunisie and Mobil Oil Maroc in a joint operation. Libya Oil Tunisie officially came into being on 1st July 2008”, explains Mr Ibrahim Ali El Sauol, Managing Director of Libya Oil Tunisie. Investment in Tunisia can be explained by a combination of several factors, top of which are the historic friendly, fraternal relations between the two countries, along with the competitive environment, stability, membership of UMA… “With their various bilateral partnership agreements Libya and Tunisia already have joint projects in the field of exploration and gas. Sales were the only thing missing. And now this gap has been stopped with the birth of Libya Oil Tunisie”, adds Mr Ibrahim Ali El Sauol.

200 service stations concerned by April 2009 Today Libya Oil Tunisie is moving up a gear. A massive advertising campaign has been launched with TV adverts, posters and a press campaign. The brand’s chosen logo, a double crescent, now shines over the main service stations in the capital that were previously owned by Esso/Mobil, plus others in a few large Tunisian cities. “The change of visual identity in major service stations is part of a pre-established programme that will be completed by April 2009”, says Mr Ibrahim Ali El Sauol. “By then over 200 service stations spread throughout Tunisia will have changed brand name”. Over and above the adoption of a new identity, lots of background work will be carried out. A policy of transformation and reorganisation of the service stations is gradually being set up. Service stations will be renovated and given rest areas, washing and oil- change zones and other services such as advice, maintenance, repairs… Note that Libya Oil Tunisie will be distributing its oil products from the Radès depot (in the southern suburbs of the capital Tunis) and from depots in Skhira (near Sfax) and Zarzis (southern Tunisia). Alongside this Libya Oil Tunisie has its own lubricant plant in Radès. It also owns equal shares with another oil company in a unit specialised in asphalt in Radès and wholly owns another plant in Sfax. The group’s ambition is to boost the oil retailing business. In its action plan for the next five years, Libya Oil Tunisie is focussing on the development and creation of new service stations as well as reorganisation of the Radès depot. Another focus, and not the least of which, is on the development of quality and product prices to improve market share which is currently estimated at 25% in Tunisia.

Human resources, the cornerstone of strategy A strategic force in added value, human resources are at the heart of the priorities of top management at Libya Oil Tunisie. “Staff are an integral part of the company. It is our duty to develop their skills and encourage their development”, says Mr Ibrahim Ali El Sauol. This aspect will be addressed by the company newly created by the group, Africana Corporate Services, based in Casablanca. This company has the task of coordinating all subsidiary departments on behalf of Libya Oil Holdings Ltd: Marketing, Human Resources, Finance, Budget...

Who’s who Libya Oil Holdings Ltd is present in over 22 African countries, controlling a network of 1300 service stations. It is established in North Africa (Morocco, Tunisia, Egypt), in West Africa (Senegal, Niger, Mali, Chad, Burkina Faso,…), and in East Africa (Kenya, Uganda, Eritrea..). Accessible, simple and reasonable… the "Enduro Cup" solution!

With its “Enduro Cup”, the 2009 Rally of Tunisia is opening up to the greatest numbers. This category is accessible to motorbikes and ATVs and represents a simple and reasonably priced springboard to the world of rally raid. For experienced endurance riders, raiders or quadbikers and for riders who are simply looking for new horizons, the “Enduro Cup” will win over anyone who loves the desert. Let’s take a closer look at this very attractive category…

The “Enduro Cup” category is open to Enduro bikes and ATVs with their original configuration. The motorbikes must be produced in a series of less than 200 and totally compliant with the commercial category of the manufacturer’s series, and available in regular retail establishments. The fuel tank must be the original tank and the machines must be autonomous to at least 90km in a selective sector. The organisers are setting up refuelling points every 90km to make this original configuration set-up possible.

The “Enduro Cup” is the ideal springboard to discover Africa on wheels. Simple mechanical preparation, no need for a large fuel tank or special suspension… The only technical formality that the organisation will impose involves the installation of a road-book reader and the regulatory safety equipment (Sentinel Klaxon, Iritrack system and unique GPS).

“Enduro Cup” competitors race on the same course as the other competitors. They will enjoy professional support and top-of-the-range safety resources (25 doctors, 3 helicopters, medical vehicles). 2 doctors on bikes will also be on standby for this category. There is no disqualification. Every “Enduro Cup” competitor will carry on the race the next day…100% pleasure!

With the support of the FTM, NPO offers all amateur competitors an exceptional chance to take part in the 2009 Rally of Tunisia at a very reasonable price. FOCUS on… «Classe Open» category!

The Rally of Tunisia 2009 is an event accessible to all. In order to share as many the thrill of the race, NPO has created the "Classe Open" category cheaper and easier to live a rally 100% fun!

The « Classe Open » category is open to all types of vehicles : SSV, Buggys, Protos, 4x4, trucks... This category could be a great step for the raiders who want to enter a real race, to motorsports fans who want to try rally raid in Africa, owners of a prototype or a race car can no longer be approved in T1, T2 and T4, or to owners of a beautiful car raid in search of adventure.

The overall preparation of the vehicle is largely "simplified". For Security: an additional tank (capacity for 500 km), a safety cage, homologated seats, safety harnesses, fire extinguisher are needed, and go !... The licensing formalities are easier (*Sporting license included) and the equipment is "classic" : approved helmets and overalls fireproofed are enough.

Competitors of "Classe Open" category live the same adventure as other participants. All the benefits of a real rally: Organizing a team well-honed a friendly bivouac, a journey of quality, a road-book very detailed, a safety device effective, the large media coverage, the monitoring of the race live on Internet... and the chance to share the track with famous drivers and meet every evening the official teams at the bivouac. The BOWLERS leave their claws ... “WILDCAT TROPHY” first stage for 2009

The first leg of the "Wildcat Trophy" will be held this year during the Rally of Tunisia 2009. Created by Eugénie Decré, a big fan, this trophy is dedicated to the competitors engaged with a Bowler. The Wildcat trophy is born in 2007. At each event counting for the Wildcat Trophy, the best pilot out of the general rank will be rewarded (cup + purchase ticket). At the end of the season, after all the events, a final rank will be made, electing the best pilot of the year. In 2008, Patrick Syrejol finished first, Jerome Pelichet second.

The Wildcat Trophy is a race in the race. It is the occasion for all competitors on Bowler Wildcat to do their best and to play at the general rank with the same weapons. It will be a virile and friendly confrontation but the help-help spirit stays a priority.

With a dozen of competitors engaged for the two first editions, the Wildcat trophy has as many as infatuation as last year onto the rally of Tunisia 2009. The wild cats will be at the departure.

« Wild Cat »… a name which is not usurped when you see the vehicle in action. Nimble to jump and to overtake any obstructions, this vehicle created by Drew Bowler, has grown up since its start. A Wildcat designed by Mr. Bowler a few years ago, was taking over in December 2007 by QT Services. This 4x4 is much appreciated because of its easy driving and its reliability. It has a tubular chassis and a hull fiber cover. It has the gift of moving over obstacles like a wild cat. Having a 4-litre V8 engine and diff Land rover, the Wildcat allows you to race and to have fun with a well-performing vehicle at a reasonable price.

To summary, the Wildcat is a performing vehicle, reliable and offering a real pleasure to pilot for a reasonable price. The Wildcat trophy is the meeting of cross-country rally-raid fans around an attractive and accessible vehicle. Moreover, after years, a Wildcat trophy spirit comes up between these men who like flight on the racetrack but also exchange their feelings during bivouac nights.

On the rally of Tunisia 2009, the competitors at the Wildcat trophy will receive several advantages: a discount of 1000 Euros on the amount of the enrolment fees in the Rally/FIA category. A specific rank will be published every night. Sustainable development: NPO is committed! Aware of the fragility of natural spaces and the need to protect nature, NPO wishes to underline its environmental approach. In addition to camp cleaning action with SERVAIR and the systematic installation of tanks to collect used oil, NPO is committed to act responsibly. At all its rallies NPO will compensate for the polluting emissions from all means of transport used: cars, trucks, ULM, planes, helicopters, generators, etc. A “Nature Approved” logo placed on all vehicles will be a sign of this commitment. Compensation will be calculated on the basis of actual consumption of fuel and the impact of recycling of tyres and lubricants. In 2009 NPO is committed to compensate 200% for all its emissions!

A voluntary programme will be offered to all competitors. NPO wants all participants to be aware of these challenges and of the need to have an ecologically responsible attitude by becoming personally committed to the same compensation programme. Competitors are invited to compensate for their polluting emissions, using the same calculations as those used for the organisers’ vehicles. Vehicles will be identifiable by means of the “Nature Approved” logo.
