PART -1: INTRODUCTION

1 INTRODUCTION

Tamil Nadu is the fourth largest state and the second largest economy in India. It has a diversified manufacturing sector and features among the leading states in several industries like automobiles & ancillary industries, engineering, pharmaceuticals, garments, textile products, leather products, chemicals, plastics, etc.

Over 50% of the state is urbanized, accounting for 9.6% of the urban population in the country, while only comprising 6% of India's total population. Services contributes to 45% of the economic activity in the state, followed by manufacturing at 34% and agriculture at 21%. Government is the major investor in the state, with 52% of total investments, followed by private Indian investors at 29.9% and foreign private investors at 14.9%. It has been ranked as the second most economically free state in India by the Economic Freedom Rankings for the States of India.

Arignar Anna Zoological Park (AAZP)

The State of Tamil Nadu has, for the last three years, received the highest number of tourist footfalls in India. Chennai (Madras) is its capital city with one of the busiest international airports in the country. Located just 15 KMs away from Chennai International airport, the Arignar Anna Zoological Park (AAZP), Vandalur, amid its reserved forest area of 602 Hectares covered in dry-evergreen vegetation, has been a leading attraction for domestic and foreign tourists, students and researches alike for many years. It has around 2,500 wild animals of nearly 180 species which include mammals, birds and reptiles. 34 years since its establishment this park has emerged as a successful ex-situ conservation centre and as a conservation education centre for creating awareness to the people on varied aspects of forests and wildlife conservation. The other attractions are butterfly park, children’s park, walk-thru aviary, lion & deer safaris, forest museum, interpretation centre, etc. It also has 24x7 animal live streaming on HD quality with seamless network connection thru zoo website (www.aazp.in)

Carefully nurtured by the Forest Department in the heart of busy residential area, AAZP is a sanctuary in the truest sense for Indian and International wildlife.

Over 2 million people visit the zoo every year which shows the potential for enhancing the experience by creating (i) A multi-thematic Safari World dedicated to species and geographies; and experience historical periods; and (ii) Night Safari facilities

Some of the existing attractions in the park are Deer Safari, Lion Safari, Tiger Safari (New), Bison Safari (New), African Safari (New).

1.1 About Expression of Interest

TNIFMC (the “Client” or the “Authority”) on behalf of Department of Forest, Government of Tamil Nadu invites responses from interested consultants (the “bidder” or the “consultant”) to express their interest (“Application” or “Expression of Interest”) to participate in the Request For Proposal for the “Concept Master Planning and Detailed Feasibility Study Services for Creation of Safari World and Night Safari Facilities” for two plots located at Arignar Anna Zoological Park, Vandalur, Tamil Nadu, India (the “Project”).

PART -2: BROAD SCOPE OF WORK

2 Broad Scope of Work

A. Project

Arignar Anna Zoological Park (AAZP) spread across 602 hectares is intending to create Safari World, Night Safari and associated visitor/staff support facilities to the existing zoo. A Master Plan for these additional facilities were earlier prepared by AAZP and approved by Central Zoo Authority.

The project sites (Safari World 60 hectares and Night Safari 124 hectares) are in the Arignar Anna Zoological Park (AAZP) (AAZP total size 602 hectares) at Vandalur, Chennai, Tamil Nadu, INDIA.

B. Scope

Stage – 1 Concept Master Plan

The Consultant is to • review existing facilities & proposals in liaison with project stakeholders and authorities • conduct site survey and topographic survey • validate existing master plan prepared by AAZP and modify / update in view of o Technical – current best practices, international leading trends in development and operations of Day Safaris and Night Safaris. The modified Concept Master Plan shall include the customer amenities and entertainment facilities to provide wholesome experience to visitors as well as earn revenues to make overall project financially viable. However, all these have to be planned within prevailing statutory regulations in India. o Financial – capital cost estimate, operational cost projections, revenue projections. • Prepare updated Concept Master Plan

Stage – 2 Detailed Feasibility Study Report

• Prepare Feasibility Study report based on updated Concept Master Plan • Identification of the execution partners on Design, Build, Finance, Operate and Transfer (DBFOT) basis

Stage – 3 Transaction Advisory Services

• Providing Transaction Advisory (T.A.) Services for Finalisation of the execution partner on Design, Build, Finance, Operate and Transfer (DBFOT) basis

C. Fees Stages

No Mobilization or Advance Fee Stage 1 Updated Concept Master Plan Stage 2 Detailed Feasibility Study Report Stage 3 Finalisation of execution partner on DBFOT basis

D. Project Programme

1. Updated Concept Master Plan by end of 5 weeks from commencement date 2. Detailed Feasibility Study Report by end of 5 weeks from commencement date 3. Finalisation of Execution Partner To be decided based on the outcome stage 2. For clarity total duration of the project for first two stages is 5 weeks only.

3 GENERAL TERMS AND CONDITIONS

3.1 Schedule of REoI process

3.1.1 REoI document can be downloaded free of cost from the official website of the Authority as specified under section 3.1.2

3.1.2 The Authority shall endeavor to the following schedule:

3.1.3 Applicants requiring any clarification on the REoI may send their queries to the Authority in writing by email to the email address specified in Clause 3.1.2 so as to reach on or before the date specified in Clause 3.1.2.

3.1.4 Applications received on or before the date, time and address indicated in Clause 3.1.2 will be opened at the office of TNIFMC at the date and time indicated in Clause 3.1.2. Applications submitted beyond the due date and time shall not be accepted by the Authority and shall be summarily rejected.

2. I/We certify that all information provided in the Application are true and correct, nothing has been omitted which renders such information misleading; and all documents accompanying such Application are true copies of their respective originals.

3. I/We shall make available to the Authority any additional information it may deem necessary or require for supplementing or authenticating the Application.

4. I/We acknowledge the right of the Authority to reject our application without assigning any reason or otherwise and hereby waive our right to challenge the same on any account whatsoever.

5. I/We certify that in the last ten years, we have neither failed to perform on any contract, as evidenced by imposition of a penalty by an arbitral or judicial authority or a judicial pronouncement or arbitration award against the Applicant, nor been expelled from any project or contract by any authority nor have had any contract terminated by any authority for breach on our part.

6. I/We understand that you may cancel the Selection Process at any time and that you are neither bound to accept any Application that you may receive nor to select the “Consultant”, without incurring any liability to the Applicants in accordance with the REoI document.

7. I/We certify that in regard to matters other than security and integrity of the country, we have not been convicted by a Court of Law or indicted or adverse orders passed by a regulatory authority which would cast a doubt on our ability to undertake the projector which relates to a grave offence that outrages the moral sense of the community.

8. I/We further certify that in regard to matters relating to security and integrity of the country, we have not been charge-sheeted by any agency of any Government or convicted by a Court of Law for any offence committed by us.

9. I/We hereby irrevocably waive any right or remedy which we may have at any stage at law or howsoever otherwise arising to challenge or question any decision taken by the Authority in connection with the selection of “Consultant” or in connection with the Selection Process.

10. I/We agree and understand that the Application is subject to the provisions of the REoI document. In no case, shall I/we have any claim or right of whatsoever nature if the project is not awarded to me/us or our Application is not opened or rejected.

11. I/We have studied the REoI and all other documents carefully. We understand that we shall have no claim, right or title arising out of any documents or information provided to us by the Authority or in respect of any matter arising out of or concerning or relating to the Selection Process.
