Partial Revisions of Certification Criteria for Eco Mark Product Category No. 128 “Household Commodity Version 1.3”

Partial revisions have been made to the Eco Mark Product Category No. 128 “Commodity Version 1.3” criteria, as provided in the following “1. Draft Revisions” (-sticks, renewed products made from used tires and tubes, and filter bags for vacuum cleaners).

Considerations by a household commodity working group of “water drop removers for umbrellas” were approved during the 35th meeting of the Committee for Establishing Category and Criteria . After due consideration, it was decided not to adopt it as an applicable product, as indicated in the following “2. Result of Considerations.”

Result of Considerations Water drop removers for umbrellas: Since social expertise, including the testing method to evaluate water drop removal performance and the concept of evaluation were inadequate, criteria for the proposed product were not established. In addition, it also became clear that the product had been challenged in terms of product functionality: e.g. they provide significantly low performance of water drop removal during continuous use. It was ultimately decided to not include the product category in applicable products.

D. “Other living and cultural supplies” shall meet the following requirements: (N1) The total weight of thinned wood, waste wood, and waste plant fibers shall be equal to the entire product weight (excluding dye compounds, materials, and adhesive pastes). [Certification procedure] The raw materials of incense-stick (excluding dye compounds, perfume materials, and adhesive pastes), and the compounding ratio of thinned wood, waste wood, and waste plant fibers shall be indicated in the Application Form for Eco Mark Certification and Usage. Also, raw material certificates issued by the raw material supplier(s) shall be attached.

(N2) Perfume materials to be added to “incense-sticks” shall be used in accordance with the criteria of the International Fragrance Association (IFRA). [Certification procedure] All of the perfume materials to be added shall be indicated.

(N3) The additive dye compound to “incense-sticks” shall be certified as “food additives” provided by the Food Sanitation Law, and as according to “the standards of cosmetics” provided by the Pharmaceutical Law or “the ministry ordinance concerning tar pigment that can be used for drugs and medicines (legal cosmetics’ pigment). [Certification procedure] All of the dye compounds to be added shall be indicated.

(N4) Material Safety Data Sheets (MSDS) shall be provided for adhesive pastes to be

2 added to “incense-sticks.” [Certification procedure] MSDS shall be submitted.

The following sentence shall be added to the end of 4-1-2 .B criteria (11)-(14): However, this requirement is not applicable to “incense-sticks.”

E. Fibers (23) Fibers shall make up less than 50% of the exterior of products. However, this criterion is not applicable to kitchen sink water draining filter bag, filter bags for vacuum cleaners, and cooking oil absorbent. (24) Fibers of products shall meet one of the following conditions: a, b, or c. However this criterion is not applicable to cooking oil absorbent, rubber footwear, plastic footwear, sports shoes, filter bags for vacuum cleaners, and pet sheets and cat litter among products for breeding birds and animals. a. The weight of waste fibers or recycled fibers in the total weight of the product shall meet the Standard Mixture Amount shown in Table 2. b. The fiber portion of products shall be made of 100% cotton At the same time, products shall be unbleached or made of bleached cotton without using florescent whitener. c. The fiber portion of products shall be made of 100% natural fibers such as cotton. At the same time, products shall be organically grown material. (25) Use of chemical substances in products shall meet standards shown in Attachment 2. However this criterion is not applicable to filter bags for vacuum cleaners. (26) Products shall not use made of halogens. (This item applies to fibers and post-processes and does not apply to coloring materials and fluorine-based additives). However this criterion is not applicable to filter bags for vacuum cleaners.
