Une «Flamandisation» De Bruxelles?
Une «flamandisation» de Bruxelles? Alice Romainville Université Libre de Bruxelles RÉSUMÉ Les médias francophones, en couvrant l'actualité politique bruxelloise et à la faveur des (très médiatisés) «conflits» communautaires, évoquent régulièrement les volontés du pouvoir flamand de (re)conquérir Bruxelles, voire une véritable «flamandisation» de la ville. Cet article tente d'éclairer cette question de manière empirique à l'aide de diffé- rents «indicateurs» de la présence flamande à Bruxelles. L'analyse des migrations entre la Flandre, la Wallonie et Bruxelles ces vingt dernières années montre que la population néerlandophone de Bruxelles n'est pas en augmentation. D'autres éléments doivent donc être trouvés pour expliquer ce sentiment d'une présence flamande accrue. Une étude plus poussée des migrations montre une concentration vers le centre de Bruxelles des migrations depuis la Flandre, et les investissements de la Communauté flamande sont également, dans beaucoup de domaines, concentrés dans le centre-ville. On observe en réalité, à défaut d'une véritable «flamandisation», une augmentation de la visibilité de la communauté flamande, à la fois en tant que groupe de population et en tant qu'institution politique. Le «mythe de la flamandisation» prend essence dans cette visibilité accrue, mais aussi dans les réactions francophones à cette visibilité. L'article analyse, au passage, les différentes formes que prend la présence institutionnelle fla- mande dans l'espace urbain, et en particulier dans le domaine culturel, lequel présente à Bruxelles des enjeux particuliers. This was followed by a relatively short government formation process towards an unprecedented ‘Swedish’ federal cabinet. The electoral cycle took place in the context of a still quite difficult socioeconomic situation and ethnolinguistic tensions at the elite level. ELECTION REPORT Regional Elections: 25 May 2014 Most parties did not present a separate regional and federal manifesto (De Winter and Van Wynsberghe forthcoming), therefore blurring regional and federal issues. Remarkably, following the electoral results at the regional level (Blaise et al. 2014b), the regional government formations brought regionalist parties in power in three of the five regional/community governments. In Flanders, the N-VA became the predominant party in the Flemish region, replacing the CD&V, and thus legitimately claimed the leadership of the formation of the Flemish executive, which resulted in the formation of the Bourgeois I government with the N-VA, the CD&V and the Open VLD. At the Walloon elections, of the three incumbent coalition parties (PS, CdH and Ecolo) only the latter lost heavily, with the fourth traditional party (MR) regaining some ground, as well as the newcomers PTB and PP. The new Walloon government was formed as a left-centre coalition of the PS and CdH, under the leadership of P. Magnette (PS), while the executive of the Francophone community government was headed by the incumbent R. -

The #1bru1Vote Manifesto Also petition text Call for the right to vote in Brussels-Capital Region elections for all Brussels residents “One Brusseleir One Vote!” On 26 May 2019, as the Brussels-Capital Region celebrates its 30 years of existence, citizens of Brussels-Capital will vote to elect the assembly of this city-region – the Brussels-Capital Parliament. But not all residents of Brussels, or Brusseleirs, will be able to vote! 1 in 3 Brussels-Capital residents – or 415,000 people – are denied the right to vote, and are prevented from taking an active political role, because they are non-Belgian. These 280,000 European Union citizens and 135.000 citizens with other nationalities are second- class citizens in this city-region, since they are excluded from the democratic process. And yet they are Brusseleirs like everyone else—who live, love, work, study, pay taxes and contribute in so many ways to make Brussels-Capital a better home for everyone. These 415,000 Brusseleirs who are excluded, do not have a say on decisions that affect their day-to-day lives, such as mobility and public transport, urban planning and heritage, parks and green spaces, waste and recycling, infrastructure and public works, pollution and air quality, energy and sustainable development, family allocations and education as well as budget. It is true that all inhabitants of Brussels-Capital, regardless of nationality, can vote in local « communal elections ». But this is an insufficient right because it is fragmented across the 19 communes. While it is at the level of the Brussels-Capital Region, one of the three federal entities in Belgium, that Brusseleirs' life is really organized, and that significant decisions - and policy-making take place. -
