CELLULAR FREQUENCIES – USAGE

4YFN 2018 - FREQUENCIES COORDINATION POLICY

As the last editions, the "Ministerio de Industria, Energía y Turismo" is responsible for frequencies management and radio licensing in Spain and Fira de Barcelona will coordinate the frequency usage during the 4YFN 2018.

A limited number of spectrum ranges are available for allocation during 4YFN 2018. Fira de Barcelona will issue a global technical specification to be transmitted to the Spanish Ministry explaining the use of spectrum.

Additionally we wish to inform exhibitors that there are restrictions on requesting frequencies for 4YFN 2018 to ensure availability and fairness of allocation. Fira de Barcelona highlights the importance of contacting us to deal with your requirements.

Considering

1. That the 4YFN 2018 will take place in Barcelona (Spain) at Montjuïc Venue 2. That frequencies are requested by exhibitors for their demos 3. That the Ministerio de Industria, Turismo y Comercio has issued a delegation for spectrum management inside the exhibition village to Cellnex 4. That local frequency management and code planning for demos and spectrum usage is carried out by Cellnex and approved by the Spanish Ministry 5. That due to the limited number of UMTS frequencies, usage of preferential code groups will be implemented 6. That commercially assigned GSM frequencies are not available for allocation by this group and special requests must be requested directly to the relevant Spanish operator(s) by those wishing to request the use of such 7. That for all specific requirement in any spectrum, exhibitors must contact Fira de Barcelona ([email protected]) for pre validation 8. That a strict power limitation policy applies and will be enforced on site 9. That each spectrum allocation is for only demo usage and the coverage has to be restricted to the booth 10. That spectrum allocations will result in a 1075 € (+TAX) charge per spectrum/per request/per location 11. That max bandwidth allowed per request is 20 MHz (Multiple requests can be made on separate request forms) 12. That spectrum allocation charge will cover expenses incurred in achieving such tasks as frequencies coordination, spectrum planning, frequency surveys before and during the show, to monitor spectrum occupancy on site and enforcement of Frequency Management Rules

Stipulates

1. That each vendor must fill in the Frequency Application form that can be found in Forms & Deadlines page 2. That a separate request must be filled in for each spectrum required and for each location 3. That all applications should come with corresponding settlement based on a 1075 € + Tax per spectrum/per request/per location 4. That separate requests must be filled in for requests needing more than 20MHz bandwidth 5. That each exhibitor must be in condition to control the emission power of their radio equipments during any time that the spectrum is in use (including build up and validation testing, etc.) 6. That the maximum e.i.r.p limits stipulated in Appendix 1 will be applied 7. That available frequency bands are listed in Appendix 8. That all the emissions must finish at the end of the event 9. That the demonstrations cannot interfere with other licensed telecommunication services 10. That the deadline to ask for frequencies will be Friday 19th of January 2018. 11. That the assigned frequencies will be confirmed on Wednesday 31st of January 2018 and the official confirmation from the Spanish Frequency regulator will be around Wednesday 14th of February 2018 12. That time scheduling policy would be applied if there are not enough frequency bands. 13. That assigned frequencies can be used from Monday 26th of February 2018 to Thursday 1st of March 2018.

GSMA is working on the allocation of other channels for temporary use at 4YFN 2018. Information will be updated as new bands are made available. Please check back again in the next months.

WHEN IS IT NECESSARY TO APPLY? The frequency service is for the exhibitors that need to use spectrum in controlled bands. It is not necessary to apply for a frequency when using commercial SIM card from an operator or for Wi-Fi devices.

If you need Wi-Fi or use Wi-Fi bands, please refer to the Wi-Fi Policy.

For any spectrum requirement, exhibitors must contact [email protected], the frequency coordination team of the event, complete the Frequency Application form in Forms & Deadlines page and pay before Friday 19th of January 2018. It is completely forbidden to do any demonstration using RF spectrum without authorization from the Frequency Coordination Team.

Exhibitors must report both wired and wireless demonstrations even if demonstrations uses licensed/unlicensed spectrum. Although it is not necessary to pay for reserving unlicensed bands it is still mandatory to fill the Frequency Application form in Forms & Deadlines page, specify the Antenna Type and whether the exhibition will be wired/wireless, licensed/unlicensed band.

Wireless microphones and Walkie-talkies can be used in unlicensed bands available in Spain without requesting a frequency band. For other bands, if the band can be used, frequency coordination will be performed to avoid interference between exhibitors with no warranty no interferences.

There are only a few frequencies available to be shared by the exhibitors. The frequency coordination team will coordinate the different slots to reduce interference between exhibitors and power restrictions may apply.

HOW TO APPLY: For any spectrum requirement, exhibitors must contact [email protected], the Frequency Coordination Team of the event, and complete the Frequency Application form in the Forms & Deadlines page.

The fields to fill in at the Frequency Application form are:

. Technology: for example LTE, UMTS, WCDMA, Cable, etc . Frequency demand Type: FDD, TDD, Broadcasting, etc . Frequency range covered by the equipment (MHz): Specify the Uplink and Downlink. For example: Band 1. 1920-1980 MHz/2110-2170 MHz. We use this information to try to allocate the exhibition to don’t interfere other demonstrations . Occupied Upload Bandwidth (MHz) . Occupied Download Bandwidth (MHz) . Equivalent Isotropically Radiated Power (eirp) in dBm (RF power delivered by the antenna): It should not exceed 50 mW (17 dBm). Further power restrictions may apply. This is the radiated power (RF power transmission – Attenuators + Antenna Gain) . Preferred upload frequency: The slot you would like to use within the frequency range covered by the equipment. We will confirm if finally is possible to use the preferred slot or it is necessary to use another one . Preferred download frequency: The slot you would like to use within the frequency range covered by the equipment. We will confirm if finally it is possible to use the preferred slot or if it is necessary to use another one . Antenna Type: For example, omnidirectional, dipole, directional. If your exhibition is wired and doesn’t need to radiate or is using an unlicensed spectrum, please specify “Wired/Unlicensed” here . Antenna Gain: The gain of the antenna in dBi . Horizontal Beam angle: For example 60º, 360º for an omnidirectional antenna . Vertical Beam angle . Preferred code group: Only apply for UMTS/WCDMA demonstrations

HOW TO PAY:

. Frequencies payment must be done through the ServiFira online ordering website. This site will be available shortly .
