Further instructions for each Class or Division are detailed in each Series Appendix, which forms part of the Sailing Instructions. 1 RULES 1.1 The Sydney Harbour Regatta will be governed by the following; - the current Rules as defined in the Racing Rules of Sailing (RRS) 2017-2020, of World Sailing (WS); - the current Prescriptions and Special Regulations of Australia Sailing (AS); - the current IRC Rules 2016, Parts A, B and C (if applicable); - the current ORCi Rules; - the Class Rules of any One Design Class or Class Association, if applicable, and by; - the Regulations of NSW Roads and Maritime Services in regards to Ships and Ferries exclusion zones; except as any of these are modified by the Sailing Instructions. 1.2 Pennants and hull decals may be provided by the event sponsors. If provided, pennants shall be flown from the backstay at all times whilst racing. Hull decals shall be attached to the topsides approximately one metre from each side of the bow. Boats failing to comply with this may be protested by the Race Committee only. This alters RRS 60.1 and 60.3. Boats entered in the Classic Yachts Class & Historic 18’ Skiff class series shall not be required to display hull decals. 1.3 A Class or Division may not be conducted if there are less than six (6) eligible entries. 1.4 A Jury has been appointed: The jury may go afloat to observe racing. Whilst afloat the jury may sound a whistle to indicate they have observed a racing incident. 1.5 Boats in the Performance Non-Spinnaker Class shall not fly spinnakers. Only a mainsail and headsails as defined in RRS 50.4 shall be used. Headsails shall not be set flying. Headsails may be poled out but must be tacked to the foot of the forestay and fully attached to the forestay. No sail shall be set forward of a point of attachment of the permanent forestay. 1.6 Alterations to the RRS: The following alterations have been made to the RRS: - RRS 50.2 and 50.3: are amended to permit boats to tack spinnakers to bowsprits or bow poles. - RRS 51: a boat with movable ballast or variable ballast (within the meaning of those terms in the Special Regulations) may move that ballast for the purpose of changing trim or stability. - RRS 52: is altered so that it ‘does not apply to the adjustment and operation of sails or to the adjustment of movable appendages on any boat.’ This Rule is changed to permit powered winches for boats over 14.0m LOA. - RRS 55: is altered by adding the following sentence to the rule: 'However, discarding elastic, cotton, wool when setting a sail is permitted.' - RRS 44.2 is amended for windward/leeward races in that only one turn, including one tack and one gybe, is required except for infringements that occur within the zone of a rounding mark. - RRS 78.2: Valid Rating / Class certificates shall be produced by the due date specified in the Notice of Race. - RRS 51 is amended for Sydney 38 OD Class by addition of the following sentence. “The maximum amount of drinkable liquid aboard each boat shall not exceed 2 lts/per person.” 1.7 Unless in use, no part of any anchor may project forward of the bow at any time whilst racing. 1.8 Special Regulations: The following Australian Sailing Special Regulations Categories will apply: CLASS (SERIES) YA SPECIAL REGULATIONS Open Class, Sydney 36 Class (Windward / Leeward) Category 4 Sydney 38 OD & Farr 40 OD Category 4 All Other Keelboat Classes Category 7 Historic 18’ Skiffs Part 2 1.9 The Race Committee may inspect any boat at any time for Special Regulation and Class rule compliance. Any alleged breaches may be protested by the race committee only. Sailing Instructions – Sydney Harbour Regatta 2017 Middle Harbour Yacht Club 1.10 Competing boats shall report to their Course Area Race Committee Vessel, with mainsail hoisted on starboard tack, prior to the warning signal of the first race of each day of racing to confirm their intention to compete. Boats which cannot be identified prior to their warning signal may be scored as DNS. Competing boats which retire from racing shall advise their Course Area Race Committee Vessel at the earliest opportunity or contact the MHYC Sailing Office in person or by phone (02) 9969 1244. 2 ELIGIBILITY Eligibility is in accordance with the Notice of Race. 3 NOTICES TO COMPETITORS Notices will be posted on the Official Notice Board located in the Breezeway at Middle Harbour Yacht Club. Copies of notices may also be published on the event website: www.shr.mhyc.com.au . 4 CHANGES IN SAILING INSTRUCTIONS Any changes to Sailing Instructions will be posted on the Official Notice Board at least 2 hours before the scheduled start time of the first race for which they will take effect. Any changes to Sailing Instructions made afloat will be indicated by the display of Code Flag 3rd Substitute accompanied by two sound signals. The change will be communicated orally on the designated course VHF Channel and/or in writing. Changes to the schedule of races will be posted on the Official Notice Board before 2000hrs on the day preceding the race concerned and may also be posted on www.shr.mhyc.com.au . 5 RADIO COMMUNICATION The Race Committee may broadcast the course to be sailed, names/sail numbers of OCS boats, and/or other information of interest to competitors on the appropriate course VHF channel. Any failure of, or defect in, such a broadcast will not be grounds for redress. This alters RRS 60.1 and 62. A boat shall neither make radio transmissions whilst racing nor receive radio communications not available to all boats. This restriction also applies to mobile telephones. 6 SIGNALS Signals made ashore will be displayed from the MHYC flagstaff located on the North Eastern perimeter of the Club House (Starters Box). Code Flag AP with two sounds (one sound when lowered) means “Racing is postponed. The warning signal will be made not less than 60 minutes after AP is lowered". 7 SCHEDULE OF RACES Please refer to each Class’ Sailing Instruction Appendix for further detail.
