INTRODUCTION
The service directory has been developed as part of the development of the Vale of Glamorgan Homelessness Strategy project.
The document was first produced in February 2004, and was based upon information provided to the consultants by each organisation, that set out the services they provided at the time, how they can be accessed and who they are targeted at.
The directory will be updated every six months by officers of the Council, to ensure that the information contained in the document is up to date and retains its accuracy.
The directory has been divided into the following sections:

· National telephone advice lines and web-based sources of information and advice
Each section will commence with a brief introduction that explains the organisation of entries in each section. Entries within each section are in alphabetical order of organisation name.

ACCOMMODATION
Introduction
This section is unsurprisingly one of the largest.
The section lists the housing provided by the council, housing associations and voluntary organisations that own and manage housing in the Vale of Glamorgan.
The directory does not provide details of any private landlords who own and manage stock in the Vale of Glamorgan. The best sources of information are Llamau and Home Access
The range of housing provided by organisations in the Vale of Glamorgan is quite extensive and therefore entries have been sub divided into the following three groups:

Summary of service Newydd Housing has over 2000 affordable homes that cater for a variety of needs including families, couples, single people, people with special needs and the elderly.
Eligibility Newydd operates a Points system based on housing need. The Vale of Glamorgan Council has 50% nomination rights to relet accommodation.

Summary of service UWHA owns one hundred and thirty two 2, 3, 4 and 5 bed houses in Dinas Powys. Approximately 25% of these properties have been adapted to meet the needs of people with physical disabilities. Eligibility The properties are suitable for families. Applications assessed upon housing taking account of current housing circumstances, social factors, health issues, support needs etc. Exclusions UWHA will not house people who have been evicted from Registered Social Landlord accommodation for anti-social be- haviour and rent arrears. For information on properties currently available, members of the public must register for Homes4U. They will then receive a fortnightly newspaper adver- tising all vacant homes, which they can bid for.

The young people are assessed in terms of their ability to live independently and then referred on to appropriate housing options. The aver- age anticipated length of stay is between 3/4 months. A Family Mediation Worker is attached to the project in order to work with the young people to ei- ther look at the option of returning home or to re- establish contact with the family.

Fax 01446 725205 e-mail Website Summary of service Advice to young people who are leaving or who have left Local Authority care who qualify for a service un- der Leaving Care Act 2000 or Section 24 Children Act 1989 and vulnerable, homeless 16 and 17 year olds we work with under Section 17 Children Act 1989. Will also provide emergency accommodation and sup- port for care leavers via Llanmau. Eligibility Young people in Local Authority care who are planning to leave care or who have left care. A care leaver is a young person who has been looked after by the Local Authority for a period of 13 weeks since their 14th birthday. Social Services have a duty to work with Leaving Care Act clients until 21, we can work with S24 Children Act clients until 21 on a voluntary basis. We can work with S17 Chil- dren Act clients until 18.

Summary of service Youth Gateway (part of Careers Wales) works with young people (generally aged 16 – 18) who find it dif- ficult to access education, training or employment for a variety of reasons. Careers guidance and advice is provided alongside referrals to appropriate agencies – this may involve working with young people who are experiencing housing issues. Participants in the Youth Gateway programme receive ongoing mentor- ing support whereby relevant agencies can be ac- cessed alongside ongoing career advice and support to obtain and sustain education, employment or train- ing. The mentoring support lasts as long as is re- quired by the individual. Eligibility 16 – 18 year olds (occasionally 18+) who are experiencing problems engaging in education, employment or training. Website Summary of service The Youth Offending Team provides a statutory ser- vice under Crime and Disorder Act 1998. This role in- cludes the supervision of young offenders in custody and the community. Also the provision of support in engaging children and young people in intervention programmes to prevent/reduce offending. YOT offer programmes to prevent/reduce offending. These in- clude substance misuse service in combination with mental health problems, education training and em- ployment, preventative activities, primary health care, personal development programmes e.g. Duke of Edinburgh Award. The Youth Offending Team will cover the housing needs of young offenders in their work providing limited advice and referrals to the Homelessness Team and other specialist providers.

Summary of service The Supporting People Team are responsible for com- missioning support services for the Tenancy Support Scheme (TESS) from one of seven support providers operating in the Vale of Glamorgan. Eligibility The service is available to everyone in the Vale who may re- quire support in maintaining a tenancy. Each of the organisa- tions who accept referrals will undertake its own risk assess- ment with individuals who are referred to them by the Coun- cil, and this may from time to time result in some-one being excluded from receiving a service. Website Summary of service The Association provides floating support services to in the region of 60 tenants in the Vale of Glamorgan. The support for some of these tenants, generally those in council housing is provided via the Support- ing People Team in the Vale Council, whereas the sup- port for the remaining tenants is funded by the Welsh Assembly Government through SPRG. The support provided includes resettlement work, educational training, community integration, housing advice, benefit works, budgeting, advocacy, criminal justice system, child protection issues, liaison with statu- tory/voluntary agencies, health advice, decorating, low maintenance of property, life skills development. Eligibility All people referred to the Association must be aged 18 or over and require support and either tenants of the Vale of Glamorgan or tenants of Hafod Housing Association. Website Summary of service Re-settlement support work offers floating support to council and private sector tenants. At the time of writing the scheme provided support packages to 33 council tenants and x private sector tenants. Support is also provided to 12 care leavers via the Spectrum Project.

Website Summary of service South Glamorgan Council on Alcohol run a series of services for people with alcohol problems. The ser- vices are based in Cardiff but are available to people with alcohol problems living in the Vale. The services available include Residential Services, Therapeutic Day Service & Advice Centre South Glamorgan Council on Alcohol also manages two hostels for people with alcohol problems, who must be dry to gain admission to the hostels. The hostels are Dyfrig House – a 21 bed direct access Hostel – short to long stay where emphasis is placed on rehabilitation / resettlement. The hostel is staffed 24 hrs. Glan yr Afon - a 6 beds supported “move on” house. Staffed 8 hrs Monday – Friday, with an on-call service provided from Dyfrig House. South Glamorgan Council on Alcohol also provides a range of support services. These are CHUMS – be- friending Service, Glan yr Afon support on moving out, F.A.A.C & Pathways to Change (therapeutic day service) Eligibility The services are targeted at people who have alcohol prob- lems. The services are Cardiff based but people from the Vale are able to access services.
