MINUTES of a Meeting of the Planning Committee held in the Old Library, Parish Hall, Dinas Powys, on Monday, 6th March 2017 commencing at 6.00 p.m.

PRESENT: Cllrs. M. Hartrey (Chairman), J. R. Fanshaw, R. A. Foxwell, Mrs. M. R. Hayley, Mrs. Mrs. M. Randall and S.T. Thomas.

47. APOLOGIES FOR ABSENCE – Cllrs. Mrs. J. Jones and J. H. Williams.

48. DECLARATIONS OF INTEREST. There were no declarations of interest.

49. CONFIRMATION OF MINUTES – The Minutes of the Planning Committee Meeting held on Tuesday, 17th January 2017 having been previously circulated were taken as read, and on the Motion of Cllr. Mrs. M. R. Hayley and seconded by Cllr. M. Hartrey it was RESOLVED - THAT such Minutes be approved as a true record and signed by the Chairman.

50. MATTERS ARISING FROM MINUTES:

Item 36a. 74 Murch Road, Dinas Powys – Planning Applications No. 2016/00471/FUL and Variation of Condition 6 of Planning Permission 2014/01355/RES and 2016/00470/FUL – Delete Condition 14 of Planning Permission 2013/00634/OUT to allow bungalow to be retained.

A decision is still awaited from the Vale’s Planning Committee.

Item 36b. Vale of Local Development Plan 2011-2026 - Matters Arising Changes Consultation

An e-mail received from Mrs. C. Reeves of Reeves Retail Planning Consultancy Ltd had been circulated to all Councillors on 28th February 2017. Mrs. Reeves had checked the changes and advised there are three main types:

Most relate to how the LDP proposes to monitor progress against the LDP policies; There are also a few changes to the wording of specific policies; and There are a few typological corrections.

In the first two categories there is nothing of direct relevance to Dinas Powys. In the final category FMAC52 relates to site MG2 (26) St. Cyres. It corrects the error which Mrs. Reeves, on behalf of Dinas Powys , had pointed out that the previous wording referred to providing community facilities on the site for . This has now been corrected to refer to Dinas Powys.

FMAC54 is also relevant in that it purposes the addition of some standard text relating to flood zones for a number of sites including MG2(27) Caerleon Road and MG2(29) Cross Common Road. However, the changes do not affect the proposals for the site, just recognises that parts of the sites are in flood zones and should be developed accordingly.

Mrs. Christine Reeves did not consider it necessary to attend a Planning Committee Meeting or make any further representations.

Item 36d. New Cross Common Road Realignment

Bushes are blocking the view of drivers when turning right from Cross Common Road onto Road. It was recommended that two ‘slow down’ signs should be placed on Cardiff Road making drivers aware of the junction. The Clerk was to contact the Vale asking for the removal of the bushes and two signs.

Decision awaited.

51. PLANNING APPLICATIONS

Details of Planning Applications recently received were considered and Committee’s recommendations are contained in the attached Planning Schedule.

52. ANY OTHER BUSINESS.

The 2018 Review of Parliamentary Constituencies in – Secondary Consultation Period

The Commission published all of the responses received during its initial consultation on proposed changes to Parliamentary Constituencies in Wales - both written responses and those made orally at public hearings on 28th February 2017. The launch sees the start of a statutory four week period during which individuals and organisations will be able to read and comment on the responses that others have made. The secondary consultation will run from 28th February until 27th March 2017. Any responses received after 28th March will not be considered. Full details were circulated to all Councillors on 6th March 2017.

Requests for Enforcement Investigations

The Chairman informed Members of two enforcement investigations requested by local residents to ensure both are permitted developments:

The removal of a rear conservatory and replacement new building and a 6’ boundary wall.

Both had been assigned a Priority 3 complaint.
