INTRODUCTION 1.1 PROJECT DESCRIPTION The Virginia Department of Transportation (VDOT), in cooperation with the Federal Highway Administration (FHWA) as the lead federal agency, is preparing a Supplemental Environmental Impact Statement (SEIS) for the Hampton Roads Crossing Study (HRCS). The Study is located in the cities of Chesapeake, Hampton, Newport News, Norfolk, Portsmouth, and Suffolk, Virginia. The SEIS re-evaluates the findings of the 2001 HRCS Final Environmental Impact Statement (FEIS) and Record of Decision (ROD). The three alternatives retained for analysis in the 2001 FEIS, as well as input received from the public during initial scoping for the SEIS, were used to establish the Study Area Corridors shown in Figure E-1. The purpose and need of the SEIS is summarized below. Pursuant to the National Environmental Policy Act (NEPA) of 1969, as amended, FHWA is preparing an SEIS because of the time that has lapsed since the 2001 FEIS and new information indicating significant environmental impacts not previously considered. The SEIS, prepared in accordance with the implementing regulations of NEPA (23 CFR §771.130), is intended to aid in ensuring sound decision- making moving forward by providing a comparative understanding of the potential effects of the various options. This Draft Section 4(f) Review describes Section 4(f) lands identified within the HRCS Study Area Corridors and potential use of the lands. Section 4(f) of the US Department of Transportation Act of 1966 as amended (49 USC Section 303) stipulates that the U.S. Department of Transportation (USDOT), including the FHWA, cannot approve the use of land from a publicly owned park, recreation area, wildlife or waterfowl refuge, or public or private historic site unless the following conditions apply: The FHWA determines that there is no feasible and prudent avoidance alternative to the use of land from the property, and the action includes all possible planning to minimize harm to the property resulting from such use (23 CFR §774.3(a)); or The FHWA determines that the use

Each year, one high school student from each of the eight public high schools in Portsmouth and Norfolk receives a $6,000 scholarship, dispersed in $1,500 increments across four years, for any college, trade school or post-secondary institution, so long as the student can provide proof of enrollment each year. This year’s recipients participated and/or held leadership positions in activities and programs such as Chorus, Environmental Clubs, Girl Scouts, JROTC, Key Club, Model UN, National Honor Society, Pink Club, STEM Programs, Student Council, Theater, Tri-M Music Honor Society, and Varsity Sports.
