ITEM NO.2

REIMBURSEMENT OF MEDICAL CHARGES TO CANTT BOARD STAFF.

To consider and approve reimbursement of medical charges to under-mentioned Cantonment Board employees incurred by them on their treatment. The patients were referred by the Chief Medical Officer C.B. Dispensaries Wah to the different Government Hospitals as the required facility was not available at C.B. Dispensaries. Detail for reimbursement of medical charges, relation with the CB

employees and name of Hospital is given below:

Considered and approved reimbursement of medical charges from Serial No.01 to Serial No.03 as mentioned on agenda side. It is further resolved that forward the cases to Competent Financial Authority for necessary sanction.

FINANCIAL ASSISTANCE TO BEREAVED FAMILY OF CB DECEASED EMPLOYEE.

To consider an application submitted by the family of the deceased employee of the Cantt Board Wah for the grant of Financial Assistant Package amount mentioned announced by the Establishment Division vide office memorandum No.7/40/2005-E-2 dated 13-06-2006 received under ML&C Department letter No.73/125/G/ADG(Est)/ML&C/2006 dated 20-12-2015 for families of Government Employee who die in service: -

It is brought into the notice of the Board that in Directors Conference held on 13th October, 2008 it was decided by the Director General ML&C vide item No.13 that “each Cantonment Board is competent to decide whether the package may be applied or not. Such cases may be decided through a CBR and These cases may not be referred to DML&C or HQ ML&C for permission. In case of transferable

ITEM NO. 5

RE-RECREATION TRIP CB WAH RECOVERY STAFF

To consider and endorsed the exhaustive efforts made by CB Staff to achieve targets of recoveries in various heads of receipts in the FY 2018-19 and reached to a historic landmark in the history of CB Wah by recovering a total receipt of Rs. 999.143 (M) by the 30/06/2019 which is 37% increased from previous F/Y 2017-18. The CB recovery staff worked day and night and even on official holidays to achieve the target and all of them did commendable job.

Therefore, in order to endorse the extensive extra-ordinary performance of CB Recovery Staff, it is suggested and recommended that the said CB Recovery Staff be appreciated and a re-creation trip be organized and arranged by the Board for which and estimated amount of Rs. 0.500 (M) will be spent on travelling/transportation, stay and food. In addition Rs. 10000/- honorarium be granted to each employee, thus the total expenditure comes at Rs. 0.900 (M) which is putup for the approval, please.

Considered and approved. Board appreciated the efforts made by the concerned CB Staff for achieving targets in recoveries and desired to keep this pace of recovery in future.

ITEM NO. 6

RE-DESIGNATION / CHANGE OF NOMENCLATURE OF THE POST OF “WATER SUPPLY SUPERVISOR (BPS-09)” TO “ENFORCEMENT INSPECTOR (BPS-09)”.

To consider an application dated 03-06-2019 submitted by Qazi Aftab Ellahi, Water Supply Supervisor (BPS-09) of this office wherein the applicant requested for re-designation / change of nomenclature of his post from “Water Supply Supervisor” to “Enforcement Inspector” in his own pay scale.

In this connection the Board is apprised that at present the applicant is performing duties as Workshop Supritendent and as Revenue Assistant to the newly established Assessment Cell which is tasked to bring so far un-assessed units under the tax-net. This is pure field job where the official has to measure the un-assessed units / properties. The official was posted out from CB Clifton as Water Supply Supervisor and now, while the official is performing duties in field in Cantt Board Wah, it is therefore proposed to re-designate him as Enforcement Inspector in the same scale in BPS-09 and this will not affect any financial loss to Cantt Fund, rather will the applicant to perform his field duties without any hesitation and under the administrative cover. Moreover, after seeking the approval of the Board, the case will be forwarded to the Competent Authority for necessary concurrence. Page 5 of 90

Cantonment Board Wah conducted open public auction of shops on 17.05.2019 after giving wide publicity in Daily Express, Daily Jang dated 01.05.2019 and on PPRA website.

2. The said auction proceeding was conducted in the presence of Mr. Amjad Mehmood Kashmiri, Vice President, AQ Station Headquarters and Mr. Imdad Hussain (Rev Supdt. C.B. Wah) 26 parties participated in the auction and offered the highest bids against the shops as per details given below: -

APPROVAL OF BIDS OF THE AUCTION OF SLAUGHTER HOUSE FEE SITUATED AT 14 AREA, WAH CANTT.

To consider and approve the highest bids of Auction of collection rights of slaughter House Fee from Slaughter House situated at 14 areas, Wah Cantt.

It is pointed out that open public auction was conducted on 28.05.2019 after wide publicity in print media i.e. “Daily Express, Daily Jang and Daily Nawa-e-Waqat dated 08.05.2019 and PPRA Website. The auction proceedings were held in presence of Mr. Amjad Mehmood Kashmiri (Vice President CB Wah), SSO Station Headquarters POFs Wah and Revenue Superintendent C.B. Wah. 06 x bidders participated in the said auction and offered their bids.

ITEM NO. 13

AUCTION OF COLLECTION RIGHTS OF SHOP BOARD FEE /ADVERTISEMENT CHARGES, WAH CANTT

To consider the open public auction of Shop Board was conducted on 24-5- 2019 after wide publicity in print media i.e. “Daily Express, Daily Jang and Daily Nawa-e-Waqat dated 08.05.2019 and PPRA Website. The auction proceedings were held in presence of Mr. Amjad Mehmood Kashmiri (Vice President CB Wah), SSO Station Headquarters POFs Wah and Revenue Superintendent C.B. Cantonment Board Wah. Mr. Malik Kamran Anwar offered the highest bid amounting to Rs. 2,00,15,000/- but he failed to deposit 1/4th of his offered bid. Therefore, his call deposit amounting to Rs.5,00,000/- forfeited toward Cantt Fund. Thereafter as per clause “2” of terms and conditions of auction notice, the 2nd highest bidder was invited to deposit 1/4th of his offered bid amount i.e Rs.2,00,10,000/- vide letter No. VII/170- IV/24 dated 30-5-2019 but he also failed to deposit 1/4th of his offered bid amount and his call deposit

Page 11 of 90 was also forfeited towards Cantt Fund. Thus a total amount of Rs.10,00,000/- (1st and 2nd highest bidder) has been forfeited towards Cantt Fund and the said auction proceeding stands cancelled.

Now the case has been placed before the Board for approval of re-auction the subject contract.

REGULARIZATION OF ILLEGAL HOUSING SCHEMES / SOCIETY.

Reference RHQ Rawalpindi letter No.19/934/DRR/31 dated 26-04-2019.

To consider and approve the instructions contained in Regional Headquarters letter under reference regarding regularization of the cases of Gulberg Colony and Satellite Town, Wah Cantt. In this regard, it is apprised that earlier the case for regularization of illegal housing schemes / society was placed before the Board and the Board after detailed discussion, resolved vide it resolution No. 6th, 10th, 11th, 12th & 20th December 2018 to declare 17 Nos of colonies as Mohallas / Abadies. Similarly, the cases of Gulberg Colony and Satellite town were also discussed and the Board decided as under: -

“Since the existence of Satellite Town and Gulberg Housing Scheme cannot be denied, therefore, in order to facilitate the residents of said housing schemes and also be generated the revenue of the Board, they be declared and considered as extended abaadies / mohallahs.”

In the light of the aforesaid decision of the Board, the case was forwarded to the competent authority for further concurrence and the competent authority vide RHQ Rawalpindi letter dated 26-04- 2019 issued directives to place the case before Board to render clear cut decision.

The Board further resolved that keeping in view of the early decision of the Board, the colonies i.e. Gulberg Colony and Satellite Town be merged into mohallas/ abaadies and expunged from the list of illegal housing schemes. With reference to the above, it is brought into the notice of the Board that a uniformed policy / guidelines regarding establishment of proposed Housing Schemes at Cantt Board Rawalpindi, Cantt Board Malir & Cantt Board Wah are under consideration at HQ ML&C Rawalpindi in which some amendments in respect of quota / allocation and the plots to be auctioned, are expected in order to ensure the uniformity in all cantonments. Further outcome will be shared with the Board in due course of time.

To consider an application Schedule-V dated 29-04-2019 submitted by M/s. Muhammad Awais, Muhammad Waqas, Mst. Aqsa, Muhammad Shahid Mehmood Qureshi and Muhammad Zafar Iqbal Qureshi in respect of property No.B-120/2 Lala Rukh, Wah Cantt. The lessees have requested for conversion of an area measuring 1729.87 Sft (Partially) of the subject property from residential status to commercial purpose. The SD/Man has reported that aforesaid plot is located in commercial zone and no encroachment upon Govt. land involved at site. However property is being used as commercial by opening 13 x shops, and also remained involved in non-confirming use after 2007. It is further stated that the remaining area measuring 2095.13 Sft or 232.79 Sq.Yds will intact residential as per original lease status.

The status of the land is B-3 lease executed in Schedule IX-A of CLA Rules, 1937 for residential purpose. The request of the applicant is placed before the Board in the line of Para 1(5)(b) read with Para 7(a) (1) of the revised conversion policy circulated vide HQ ML&C Deptt: letter No. 3/6/D-

To considered an application submitted by Dr. Sohail Bhutta s/o Abdul Latif Bhutta owner of property No.1-A bearing Khasra No.110, 111 & 115 Moza Ghazi Kohli, Wah Model Town Ph-II has submitted an application mentioned that he intend to commercialized the property from residential to commercial. In this regard, SD/Man visited the site in question and reported that property fall on private land and located at main major double road of Wah Model Town & recommended to be placed before the Board. In view of above, the case is put up before the B&SC for consideration, please.
