Mr Tan Kay Vin, Executive Director of T7 Kilgour Sdn. Bhd 7. Mr. Ray Kilgour, Managing Director, Kilgour Aerospace Group T7 Aero Sdn Bhd (“T7 Aero”) a wholly owned subsidiary of T7 Global Berhad (“T7 Global”) and KOV Limited (“KOV”) signed a Joint Venture Agreement (“JVA”) on 9th May 2017; and incorporated a company named T7 Kilgour Sdn.     Tawaran Kerja Sama Politik Ditolak Oposisi, Masa Depan PM Muhyiddin Makin Suram Realitarakyat.com – Para pemimpin partai oposisi di Malaysia menolak tawaran kerja sama politik dari PM Muhyiddin Yassin dan menuntutnya segera mundur. Sebelumnya pada Jumat (13/8) Muhyiddin secara terbuka mengakui ia tak memiliki suara mayoritas di Parlemen dan meminta dukungan dalam voting mosi tidak percaya pada September nanti. Sebagai imbal balik, Muhyiddin menjanjikan tujuh tawaran kepada para pemimpin partai oposisi. Di antara tujuh penawaran tersebut adalah pembatasan masa jabatan Perdana Menteri menjadi maksimal dua periode, dengan satu periode lima tahun, pengajuan RUU Anti Lompat Partai, serta mengurangi batasan usia pemilih dari semula 21 tahun menjadi 21 tahun. Hari ini partai oposisi ramai-ramai menolak tawaran tersebut, salah satunya Pakatan Harapan. “Ini adalah kali pertama dalam sejarah Malaysia seorang Perdana Menteri mengakui ia telah kehilangan suara mayoritas, tapi terus mencari dukungan,” menurut keterangan resmi Pakatan Harapan. “Pakatan Harapan telah mengambil sikap untuk menolak keras semua tawaran tidak tulus dari Tan Sri Muhyiddin yang seharusnya dilakukan lebih awal dan bukan pada akhir kehidupan politiknya.” Penolakan juga disampaikan oleh Presiden UMNO Datuk Seri Ahmad Zahid Hamidi dan Presiden Pejuang Tanah Air, Mukhriz Mahathir. “UMNO tidak bisa mempertimbangkan tawaran dari seseorang yang tidak lagi memiliki legitimasi,” kata Ahmad Zahid dalam keterangan resmi. Ahmad juga menyarankan masyarakat untuk tetap tenang sampai Yang di-Pertuan Agong melakukan tanggung jawab konstitusionalnya berdasarkan Pasal 40 (2) untuk mengangkat perdana menteri baru dari antara anggota DPR. An important phenomenon which shaped the institution is Islamic revivalism. Consequently, zakat has been one of the institutions which government keened to enhance. Another factor merits to be considered is the introduction of economic policies in which the government affirmatively inclined towards Malay Muslims enabling them to compete economically with other wealthier races. Within the spirit of the policies together with the direct influence by the emerging factors resulted from the revivalism phenomenon, the government has introduced corporatization of zakat institution, a modern way of zakat management. This article aims to survey the development of zakat in Malaysia which reflects the continuous process of Islamic revivalism in the nation. As we shall see throughout the discussion, the role of zakat institution has been through time expanded to be one of the national economic tools.     SARJANA Volume 30, No. 2, December 2015, pp. 71-79 THE PATH TO MALAYSIA’S NEUTRAL FOREIGN POLICY IN THE TUNKU ERA Ito Mitsuomi Abstract During the era of Malaya/Malaysia’s first Prime Minister, Tunku Abdul Rahman, or Tunku as he is commonly referred to, the country was inclined to adopt a neutral foreign policy in the early years of post-independence. Along with other senior ministers, the Tunku’s stance on communism was soft even before Malaya won independence from the British in 1957. However, domestic and international situations at the time did not allow the government to fully implement a neutral foreign policy until the mid-sixties. With the establishment of diplomatic relations with communist countries that included Yugoslavia, the Soviet Union, Romania and Bulgaria, the government shifted from a pro-Western policy to a neutral foreign policy nearing the end of the Tunku’s premiership. It was the Tunku, and not his successor Tun Abdul Razak, who was the pioneer in steering the country towards a neutral course. Keywords: Malaya, Tunku Abdul Rahman, Neutralization, Foreign policy, Communism Introduction Neutralism emerged in Europe, especially among the smaller nations, at the beginning of the nineteenth century as an option to protect national sovereignty against incursion by the major powers. By the mid-twentieth century, the concept had pervaded well into Asia. As Peter Lyon puts it, neutralism was almost ubiquitous in Southeast Asia in one form or another (Lyon 1969: 161), with its official adoption by Cambodia, Laos and Myanmar in the 1960s. The new government of Malaya was in a position to choose a neutral policy when the country achieved independence from the British in 1957, but found it inexpedient to do so.

Using a rich and unique dataset derived from reports of the Office of US Foreign Disaster Assistance (OFDA), we show that substantially larger amounts of aid are disbursed when natural disasters hit the birth region of the recipient countries’ political leader. While we find no evidence that US commercial or political interests affect the size of this home bias, the bias is stronger in countries with a weaker bureaucracy and governance, suggesting the absence of effective safeguards in the allocation of aid. It suggests that blogs perform three main functions, which help make a democracy more meaningful: blogs as fifth estate, blogs as networks, and blogs as platform for expression. First, blogs function as the fifth estate performing checks-and-balances over the government. This function is expressed by blogs’ role in the dissemination of information, providing alternative perspectives that challenge the dominant frame, and setting of news agenda. The second function of blogs is that they perform as networks. This is linked to the social-networking aspect of the blogosphere both online and offline. Blogs also have the potential to act as mobilizing agents. The mobilizing capability of blogs facilitated the mass street protests, which took place in late- 2007 and early-2008 in Malaysia.

By looking at the production process of local drama television programming, this study examines the interactions among the three major players – the Barisan Nasional regime, the major television networks and independent producers – who are responsible for shaping its content. Three research methods are used for this study: in-depth interviewing, the informal conversational interview and documentary research. Between June 2001 and November 2002, 32 interviewees participated in this research. The research finds that the Malaysian drama television producer’s ability to generate program content is constrained by the Barisan Nasional regime. Three observations are made to outline the power relationship between the government and the television industry. First, the government often encourages television producers to make drama programs with the theme of friendship and goodwill (muhibah) among different ethnic communities in order to nurture racial harmony.
