Photo: AFP * Arnold Puyok is Senior Lecturer in Politics and Government Studies at the Faculty of Social Sciences and Humanities, Universiti Malaysia Sarawak (UNIMAS). 1 ISSUE: 2021 No. 8 ISSN 2335-6677 EXECUTIVE SUMMARY • Public opinion polls conducted prior to the 16th Sabah state election provided telltale signs of Warisan’s loss of support and impending electoral defeat. • Warisan’s fall from power was mostly due to the party’s inability to address the priority needs of the largely rural Muslim Bumiputera and Kadazandusun voters. • Research fieldwork during the election campaign and post-election analysis reveal that rural Sabah voters are more concerned with bread-and-butter issues, while their partisan loyalties are not steadfast. They are willing to trade their political support for programmes and policies that yield tangible benefits. • The new state government led by Gabungan Rakyat Sabah (GRS) will face the twin challenges of appeasing increasingly demanding voters and delivering public goods effectively. • As GRS navigates these politically uncertain times, its future in Sabah looks unpromising. 2 ISSUE: 2021 No. 8 ISSN 2335-6677 INTRODUCTION In the recent Sabah state election, GRS (Gabungan Rakyat Sabah), comprising BN (Barisan Nasional), PN (Perikatan Nasional) and PBS (Parti Bersatu Sabah), won 38 seats in the state legislative assembly, prevailing over a Warisan-led coalition by a six-seat margin.

BEAUFORT: Warisan has accused the BN government of exacting revenge by severely limiting funds for development and reneging on promises it made in the last election in opposition-held areas. “If anyone is inflicting revenge, it is BN because those who supported the opposition in the last general election have been experiencing it since then,” said Johair Matlani, deputy chief coordinator of Warisan in Beaufort, in a statement today. She was responding to a statement by Foreign Minister Anifah Aman who on Saturday warned that if the opposition came to power, BN supporters would suffer their wrath. “Look at Penampang for example, what happened to the hospital and secondary school that was promised? It has been over four years since the last election and nothing has been done. “Those promises have remained empty. So who is inflicting revenge now?” she pointed out. At a Hari Raya event on Saturday, Anifah told villagers in Kabang, Papar, to chase away the opposition whenever they came to campaign. In a democracy, it is constitutionally wrong to prevent anyone from campaigning in any area, Johair reminded. “So, if that is what Anifah says, then in opposition-held areas, we can also chase away the BN campaigners,” she said. Further, a Warisan government will not go on a witch hunt when in power but Johair warned that those who had corruptly benefited from government projects at the expense of the people will be brought to justice.

    Tawaran Kerja Sama Politik Ditolak Oposisi, Masa Depan PM Muhyiddin Makin Suram Realitarakyat.com – Para pemimpin partai oposisi di Malaysia menolak tawaran kerja sama politik dari PM Muhyiddin Yassin dan menuntutnya segera mundur. Sebelumnya pada Jumat (13/8) Muhyiddin secara terbuka mengakui ia tak memiliki suara mayoritas di Parlemen dan meminta dukungan dalam voting mosi tidak percaya pada September nanti. Sebagai imbal balik, Muhyiddin menjanjikan tujuh tawaran kepada para pemimpin partai oposisi. Di antara tujuh penawaran tersebut adalah pembatasan masa jabatan Perdana Menteri menjadi maksimal dua periode, dengan satu periode lima tahun, pengajuan RUU Anti Lompat Partai, serta mengurangi batasan usia pemilih dari semula 21 tahun menjadi 21 tahun. Hari ini partai oposisi ramai-ramai menolak tawaran tersebut, salah satunya Pakatan Harapan. “Ini adalah kali pertama dalam sejarah Malaysia seorang Perdana Menteri mengakui ia telah kehilangan suara mayoritas, tapi terus mencari dukungan,” menurut keterangan resmi Pakatan Harapan. “Pakatan Harapan telah mengambil sikap untuk menolak keras semua tawaran tidak tulus dari Tan Sri Muhyiddin yang seharusnya dilakukan lebih awal dan bukan pada akhir kehidupan politiknya.” Penolakan juga disampaikan oleh Presiden UMNO Datuk Seri Ahmad Zahid Hamidi dan Presiden Pejuang Tanah Air, Mukhriz Mahathir. “UMNO tidak bisa mempertimbangkan tawaran dari seseorang yang tidak lagi memiliki legitimasi,” kata Ahmad Zahid dalam keterangan resmi. "The BN government had just started a project so that we can get running water... "If the opposition party wins in my area, then I believe the project will be stopped. How much longer will we then have to wait for running water?" he asked. The Federal Court has upheld the Election Court's ruling that Anifah Aman's victory in the 14th General Elections (GE14) was nullified by election discrepancies. • This by-election is seen as a referendum on the Warisan state government’s performance over the past 18 months since replacing the Barisan Nasional (BN) after GE14, and the outcome would have some impact on Sabah Chief Minister Shafie Apdal’s standing. Warisan-PH and BN had won an equal number of state seats, but Warisan formed the state government only after the defection of some BN state assemblymen. At the Federal level, the Pakatan Harapan government sorely needs a victory in Kimanis to reverse the trend of by-election defeats it has suffered over the past year. • Warisan began the election contest on a stronger footing but it is shaping up to be a close fight. Both candidates, Warisan’s Karim Bujang and UMNO’s Mohamad Alamin, have strong political experience in Kimanis. • Bread and butter issues matter greatly to Kimanis residents who mostly suffer from low incomes and poor infrastructure. Warisan is on the defensive against the BN’s claims that the state government has failed to bring economic uplift to the area.

    23 MAR 1996 Robbery - Mahathir PRIME MINISTER REGRETS INJURY TO CIVILIANS TAIPING, March 23 (Bernama) -- Prime Minister Datuk Seri Dr Mahathir Mohamad today expressed regret over injury to civilians in the shootout involving a band of robbers and police in Semporna. "It is most unfortunate that civilians were injured in the incident," he said when commenting on the armed robbery in the Sabah east coast town. Five civilians were injured, three seriously from stray bullets fired by the robbers and police. They have been admitted to Tawau Hospital. One of eight robbers was shot dead by police and two were captured when they raided the town and robbed a goldsmith's shop this morning. The Prime Minister said he had not received a full report on this morning's incident in Semporna but regretted the injury to civilians and the fear that gripped the town. He said the Federal Government would step up security in Sabah waters in view of the frequent pirate attacks in the area. The Prime Minister was speaking to reporters after inspecting the RM1 billion Bandar Tasik Bukit Merah project about 15km from here. In KOTA KINABALU, Sabah Chief Minister and State Security Committee Chairman Datuk Mohd Salleh Said Keruak urged Semporna residents to remain calm. He said police were taking the necessary measures to tighten security in Semporna to prevent a recurrence of the incident. "This incident is unfortunate particularly when civilains become victims and are injured," he said. Salleh said police had launched a large scale operation to get all the robbers involved in the incident.
