Final Report Airline Competition Plan Philadelphia International Airport Prepared for Federal Aviation Administration in compliance with requirements of AIR21 Prepared by City of Philadelphia Division of Aviation Philadelphia, Pennsylvania August 31, 2000 Final Report Airline Competition Plan Philadelphia International Airport Prepared for Federal Aviation Administration in compliance with requirements of AIR21 Prepared by City of Philadelphia Division of Aviation Philadelphia, Pennsylvania August 31, 2000 SUMMARY S-1 Summary AIRLINE COMPETITION PLAN Philadelphia International Airport The City of Philadelphia, owner and operator of Philadelphia International Airport, is required to submit annually to the Federal Aviation Administration an airline competition plan. The City’s plan for 2000, as documented in the accompanying report, provides information regarding the availability of passenger terminal facilities, the use of passenger facility charge (PFC) revenues to fund terminal facilities, airline leasing arrangements, patterns of airline service, and average airfares for passengers originating their journeys at the Airport. The plan also sets forth the City’s current and planned initiatives to encourage competitive airline service at the Airport, construct terminal facilities needed to accommodate additional airline service, and ensure that access is provided to airlines wishing to serve the Airport on fair, reasonable, and nondiscriminatory terms. These initiatives are summarized in the following paragraphs. Encourage New Airline Service Airlines that have recently started scheduled domestic service at Philadelphia International Airport include AirTran Airways, America West Airlines, American Trans Air, Midway Airlines, Midwest Express Airlines, and National Airlines. Airlines that have recently started scheduled international service at the Airport include Air France and Lufthansa. The City intends to continue its programs to encourage airlines to begin or increase service at the Airport. -
Aviation in the Pacific International Aviation Services Are Crucial to Trade, Growth, and Development in the Pacific Region
Pacific Studies Series About Oceanic Voyages: Aviation in the Pacific International aviation services are crucial to trade, growth, and development in the Pacific region. Improved access provided by international aviation from every other region in the world to an increasing number of islands is opening new opportunities. Tourism contributes substantially to income and employment in many Pacific countries, usually in areas outside of the main urban centers, and enables air freight services for valuable but perishable commodities that would otherwise not be marketable. Although some features of the Pacific region make provision of international aviation services a challenge, there have also been some notable successes that offer key lessons for future development. Case studies of national aviation sector experience show the value of operating on commercial principles, attracting international and OCEANIC V private-sector capital investment, assigning risk where it can best be managed, and liberalizing market access. Integration of the regional market for transport services, combined with harmonized but less restrictive regulations, would facilitate a greater range of services at more competitive prices. Pacific island country governments have the ability to create effective operating environments. When they do so, experience O shows that operators will respond with efficient service provision. In a follow-up study in November 2004 seventeen percent of 169 aircraft from 20 different airports were tested positive for total coliform bacteria. So it is shown this is a persistent problem. In November 2004 twelve national airlines have announced a commitment with the EPA to implement new air- craft water testing and disinfection protocols. The reason most airlines give for the contamination of the water supply is the bad quality of water at oversea intake points. The subsequent disinfection is not adequate enough at the moment to prevent the contamination. -

From our review, the reporting carrier groupings for the carriers below are updated as indicated: AIR CARRIER: NEW REPORTING GROUP: Aloha Air Cargo Group I - $20 million to $100 million to Group II Express Jet Group III to Group II National Airlines Group I - $20 million to $100 million to Group II Republic Group II to Group III SkyLease Group I - $20 million to $100 million to Group II Swift Group I - $20 million to $100 million to Group II Western Global Group I - $20 million to $100 million to Group II Carriers are grouped according to the operating revenue boundaries contained in Section 04 of Part 241. The current reporting levels are: Group III Over $1 billion; Group II Over $100 million to $1 billion; Group I $100 million and under, Subgroups: Group I - $20 million to $100 million, Group I - Under $20 million.
