The Armenian Revolutionary Federation was a member of the government coalition until 2009 before leaving it because of its opposition to the government’s foreign policy. On 12th February last the Armenians elected their local representatives. The Republican Party led by President of the Republic Serzh Sarkisian won 33 of the 39 country’s towns. EXECUTIVE SUMMARY • The election campaign, which officially started on 8 April, is vibrant. Contestants are generally able to campaign and have been provided with free venues and poster space. However, there have been instances of obstruction of campaign activities, including two violent scuffles in Yerevan. • The OSCE/ODIHR Election Observation Mission (EOM) has noted cases where campaign provisions of the Electoral Code were violated. These included campaigning in schools, teachers and students being asked to attend campaign events of the Republican Party of Armenia, and campaign material of some parties being placed on municipal buildings and polling stations. A business owned by the leader of Prosperous Armenia is distributing tractors in several provinces, de facto as part of the party’s campaign. As of 17 April, the police has examined or was examining 14 cases of possible electoral offences. • Preparations for the elections are proceeding according to legal deadlines. The Central Election Commission (CEC) and Territorial Election Commissions (TECs) continue to work in an open and transparent manner. Precinct Election Commissions (PECs) have been formed and are being trained. The CEC has adopted and published the main procedural rules and official documents, well in advance of election day. • The media monitored by the OSCE/ODIHR EOM are providing extensive political and election-related coverage. Before the start of the official campaign, the President and government officials received extensive coverage in the monitored media. -

Mission in Armenia 29 March to 3 April 2008 June 2008 - N°499/2 Mission in Armenia, 29 March to 3 April 2008 FOREWORD Alerted by both the "Democracy in Armenia" group and the Civil Society Institute (an FIDH affiliate) to the violent repression that followed the presidential elections in this country in February 2008, the undersigned lawyers and jurist were mandated by the President of the Paris Bar Association (M. le Bâtonnier de l’Ordre des Avocats de Paris) and the International Union of Lawyers (l’Union Internationale des Avocats) on one hand and, on the other hand, the FIDH (International Federation of Human Rights). The mission visited Yerevan from 29 March to 3 April to report on the situation of the right to defend oneself and the right to freedoms in the Republic of ARMENIA following the events that took place in February and March 2008. INTRODUCTION Before considering the legal and juridical context of the mission's work, it is appropriate to recall some chronological milestones to put into perspective the current situation in Armenia and its evolution, seventeen years after the independence of the Republic of Armenia was proclaimed in the Southern Caucasus. - 21 September, 1991: the Republic of Armenia becomes independent following a referendum. - October 1991: Election by universal suffrage of Mr. Levon TER-PETROSIAN, who becomes the first President of the Republic of Armenia. - 1992-1994: Fighting in the autonomous region of Nagorno-Karabakh between the opposing Armenian self- defence forces and the Azerbaijan armed forces. 'Populism': Armenia's “Velvet Revolution”
The Armenian Studies Program and the Institute of Slavic, East European, and Eurasian Studies present the 42nd Educator Outreach Conference Authoritarianism, Democratization, and ‘Populism’: Armenia’s “Velvet Revolution” in Perspective Saturday, May 1, 2021 Livestream on YouTube University of California, Berkeley From end March to early May 2018, a series of peaceful protests and demonstration led to the resignation of Prime Minister (PM) Serzh Sargsyan, whom the then ruling Republican Party he chaired had newly nominated for that office. Having completed his two terms as President, from 2008 to 2018, Serzh Sargsyan’s attempt to remain in power became obvious. This attempt also made it evident that the amended 2015 Constitution, which he had promoted to invigorate democratization by shifting power from the office of the President to the Parliament and the office of the Prime Minister, was merely a ploy to extend his rule. It was also the proverbial “last straw that broke the camel’s back.” A kleptocratic, semi-authoritarian regime that appeared to control all the levers of power and of the economy suddenly, and unexpectedly, collapsed. This regime change—which the leader of the protests and incoming new prime minister, Nikol Pashinyan, referred to as a “Velvet Revolution”—was peaceful, something unusual for a post-Soviet republic. Subsequent parliamentary elections brought to power a new generation, younger deputies mostly between the ages of twenty-five to forty. A similar generation change also characterized the formation of the government. Youth, however, also means inexperience as almost none of the new deputies and ministers had held any political position in the past. -

Paper. $34.95. Middle East historian and Chair of Armenian Studies at the University of California, Irvine, Professor Berberian uses a transnational approach to examine the Russian Revolution (1905), the Iranian Revolution (1908) and the Ottoman (Young Turk) Revolution (1905-11), and focuses on the role of Armenian revolutionaries in connecting these revolutionary upheavals and histories. Berberian shows how Armenians simultaneously participated in all three revolutions due to its geographical location perched between Russia, Iran and Ottoman Anatolia. Specifically, she shows how Armenian intellectuals and revolutionaries utilized modern technology to facilitate the spread of information, revolutionary literature, ideologies, and weapons within the empires, while revolutionizing their own ethnic community. Moreover, these revolutionaries were linked to a global network of Armenian diaspora, using steam ships, telegraphs and an increased access to printing technology, which profoundly contributed to the movements and migration of revolutionaries in Iran, Russia and the Ottoman Empire. Berberian first isolates the revolutions as separate entities then connects them through Armenian revolutionaries and intellectuals. She shows how these uprisings were connected through the systemic circulation of ideologies, Armenian activities, objects, arms, and print. In the early twentieth century, Armenians were a small minority population within all three empires, yet their political impact was profound. Global philosophies and ideologies of the nineteenth century, such as liberalism and socialism, were reaching the Middle East and the Southern Caucasus. Berberian argues Armenians were at the forefront of these new ideologies, which allowed a modern revolutionary movement of their own.
