The Armenian Revolution
The Armenian Revolution: An Unfinished Cable provides an analysis of the political situation and the causes of mass protests in Armenia in the spring of 2018, which led to the change of political power in that country. He reports in detail the course of revolutionary events as seen through the eyes of Western diplomats stationed in Yerevan. SPECIAL RAPORT 18/06/2018 ARMENIA: CHANGE OF POWER The Warsaw Institute Foundation ARMENIA: CHANGE OF POWER • Armenia’s new government was formed by Nikol Pashinyan, the leader of the April protests that had eventually led to the change of power in the country. For his cabinet, he has appointed ministers of foreign affairs and national defense, both of them being experienced specialists; such a decision should foster non- revolutionary politics in these domains. • The new authorities do not intend to re-evaluate relations with the Russian Federation as the country guarantees Armenia’s security. They also assume that the alliance with Russia will be developed simultaneously with strengthening cooperation with the United States and the European Union. • The main threat is the instability of the new government and its dependence on the support from representatives of the previous system of power. A possible inability to call snap elections may result in the country’s destabilisation and, as a result, may lead to an escalation of the Nagorno-Karabakh conflict. ACTA VIA SERICA Vol. 5, No. 1, June 2020: 121–152 doi: 10.22679/avs.2020.5.1.005 Pashinyan’s Gambit or Armenia’s Failed Revolution VAHRAM ABADJIAN The article is a critical examination of the political developments in Armenia since the ‘Velvet Revolution’ of April-May 2018, when, on the wave of massive protests against the ruling regime, new young forces came to power raising amongst broad segments of population enormous enthusiasm and hopes about radical reforms that would lead to profound transformations in the political and socio-economic spheres. It contains a thorough analysis of underlying political processes in the country in an attempt to answer a number of topical questions, so important to get a deeper understanding of the situation in Armenia and in the South Caucasus region. Based on the analysis of the new authorities’ performance against the acknowledged benchmarks and standards of democracy consolidation, such as: separation of powers, independence of the judiciary, good governance, transitional justice the author comes to the conclusion that they failed to achieve any breakthrough in the above-mentioned fields. On the contrary, as demonstrated by concrete examples, what occurred in Armenia was not a revolution but a mere regime change under the leadership of Prime Minister Pashinyan, who gradually has concentrated in his hands executive, legislative, and quasi-totality of the judicial branch of power. Public Opinion Survey: Residents of Armenia July 23–August 15, 2018 Detailed Methodology • The survey was coordinated by Dr. Rasa Alisauskiene from Baltic Surveys/The Gallup Organization on behalf of the Center for Insights in Survey Research. The field work was carried out by the Armenian Sociological Association. • Data was collected throughout Armenia between July 23 and August 15, 2018, through face-to-face interviews in respondents’ homes. • The sample consisted of 1,200 permanent residents of Armenia older than the age of 18 and eligible to vote. It is representative of the general population by age, gender, region and size/type settlement. • Sampling frame: Statistical Committee of the Republic of Armenia. Weighting: Data weighted for 11 regional groups, age and gender. • A multistage probability sampling method was used, with the random route and next birthday respondent selection procedures. • Stage one: All districts of Armenia are grouped into 11 regions. The survey was conducted throughout all regions of Armenia. The city of Yerevan was treated as a separate region. • Stage two: The territory of each region was split into settlements and grouped according to subtype (i.e. cities, towns and villages). • Settlements were selected at random. • The number of settlements selected in each region was proportional to the share of population living in the particular type of settlement in each region. • Stage three: Primary sampling units were described. • The margin of error does not exceed plus or minus 2.5 percent for the full sample. • The response rate was 64 percent. • Charts and graphs may not add up to 100 percent due to rounding. -

8 Armenia: Joining under the Gun Armen Grigoryan On September 3, 2013, Armenia’s President Serzh Sargsyan held negotiations with Russian President Vladimir Putin in Moscow. Immediately afterwards, while still in Moscow, Sargsyan announced that Armenia would join the Customs Union instead of signing an Association Agreement with the European Union. As the EU-Armenia negotiations on the Association Agree- ment had just been finalized six weeks earlier, Armenia was planning to initial the agreement in November. Sargsyan’s statement was rather unexpected, espe- cially considering previous statements by Prime Minister Tigran Sargsyan and other high-level officials about the impossibility of joining the Customs Union. After President Sargsyan’s u-turn, he and other officials started explaining that the decision was made because of Russia’s strategic role in Armenia’s security policy as well as for economic reasons. However, a variety of sources provide more plausible explanations: Russian pressure on Armenia, including threats to cancel security guarantees and an increase of the gas price among other leverages. Armenia’s Policy towards the CIS and the CSTO Throughout the post-Soviet period, most Armenian politicians and analysts have considered participation in Russia-led structures a crucial component of security. Already Levon Ter-Petrossian, Armenia’s president from 1991 to 1998, suggested that Russia’s benevolence and support were indispensable. He justified Armenia’s eagerness to become a member of the Commonwealth of Independent States (CIS) and the Collective Security Treaty (later the CSTO) as a precondition for Russian political and military support during the conflict of the early 1990s. -

ARMENIA 2020 HUMAN RIGHTS REPORT EXECUTIVE SUMMARY Armenia’s constitution provides for a parliamentary republic with a unicameral legislature, the National Assembly (parliament). The prime minister, elected by parliament, heads the government; the president, also elected by parliament, largely performs a ceremonial role. During 2018 parliamentary elections, the My Step coalition, led by Acting Prime Minister Nikol Pashinyan, won 70 percent of the vote and an overwhelming majority of seats in parliament. According to the assessment of the international election observation mission under the umbrella of the Organization for Security and Cooperation in Europe, the parliamentary elections were held with respect for fundamental freedoms. The national police force is responsible for internal security, while the National Security Service is responsible for national security, intelligence activities, and border control. The Special Investigative Service (SIS) is a separate agency specializing in preliminary investigation of cases involving suspected abuses by public officials. The Investigative Committee is responsible for conducting pretrial investigations into general civilian and military criminal cases and incorporates investigative services. The National Security Service and the police chiefs report directly to the prime minister and are appointed by the president upon the prime minister’s recommendation. The cabinet appoints the heads of the Special Investigative Service and Investigative Committee upon the prime minister’s recommendations. -
