Enhancing environmental flows of Putah Creek for Chinook salmon reproductive requirements Written by: Chan, Brian; Jasper, Chris Reynolds; Stott, Haley Kathryn UC Davis, California ESM 122, Water Science and Management, Section: A02 Abstract: Putah creek, like many of California’s rivers and streams, is highly altered by anthropogenic actions and historically supported large populations of resident and anadromous native fish species. Now its ecosystem dynamics have changed drastically with the Monticello dam, the Solano diversion canal and the leveeing of its banks. Over time the creek has found a balance of habitats for native and non-native fish species that is mainly dictated by species-preferred temperature tolerances (Keirman et. al. 2012). Cooler temperatures and faster flows upstream from Davis prove to be ideal habitats for native species, in particular, the federally endangered Chinook salmon, which is the most widely distributed and most numerous run occurring in the Sacramento and San Joaquin rivers and their tributaries. As water moves downstream, it becomes shallower and warmer, resulting in ideal conditions for non-native species (Winters, 2005). This report analyzes the environmental flows released into putah creek and how much salmon preferred breeding habitat is available from this flow regime based on temperature. Introduction: Figure 1: Teale GIS Solutions Group (1999), US Census Bureau (2002), USGS (1993) [within Winters, 2005] The Putah Creek watershed is an important aspect in the natural, social, and economic livelihoods of the people of Yolo and Solano counties. The Putah Creek watershed begins at the highest point in Lake County, Cobb Mountain, and flows down to the Central Valley where it empties into the Yolo Bypass at near sea level. -

FEDERAL ENERGY REGULATORY COMMISSION Washington, DC 20426 June 1, 2017 OFFICE OF ENERGY PROJECTS Project No. 77-285 – California Potter Valley Project Pacific Gas & Electric Company Subject: Scoping Document 1 for the Potter Valley Project To the Party Addressed: The Federal Energy Regulatory Commission (Commission) is currently reviewing the Pre-Application Document submitted by Pacific Gas & Electric Company (PG&E) for relicensing the 9.4-megawatt (MW) Potter Valley Project (FERC No. 77). The proposed project is located on the Eel and East Fork Russian Rivers, in Lake and Mendocino Counties, California. The project occupies lands owned by PG&E and National Forest System Lands administered by the United States Forest Service, Mendocino National Forest. Pursuant to the National Environmental Policy Act (NEPA) of 1969, as amended, Commission staff intends to prepare an Environmental Impact Statement (EIS), which will be used by the Commission to determine whether, and under what conditions, to issue a new license for the project. To support and assist our environmental review, we are beginning the public scoping process to ensure that all pertinent issues are identified and analyzed and that the EIS is thorough and balanced. We invite your participation in the scoping process and are circulating the enclosed Scoping Document 1 (SD1) to provide you with information on the Potter Valley Project. We are also soliciting your comments and suggestions on our preliminary list of issues and alternatives to be addressed in the EIS. We are also requesting that you identify any studies that would help provide a framework for collecting pertinent information on the resource areas under consideration necessary for the Commission to prepare the EIS for the project. -

12. Aquatic Biological Resources 12.1 Introduction This chapter describes the aquatic habitat and fish resources found within the Extended, Secondary, and Primary study areas. Descriptions and maps of these three study areas are provided in Chapter 1 Introduction. Fish species of management concern include special-status species and species that have substantial tribal, commercial or recreation value. The biology and life history of these species are described in Appendix 12A Aquatic Species Life Histories. Permits and authorizations for aquatic biological resources are presented in Chapter 4 Environmental Compliance and Permit Summary. The regulatory setting for aquatic biological resources is presented in Appendix 4A Environmental Compliance. The descriptions and evaluation of potential impacts in this chapter are presented using a broad, generalized approach for the Secondary and Extended study areas, whereas the Primary Study Area is presented in greater detail. Potential local and regional impacts from constructing, operating, and maintaining the alternatives are described and compared to applicable significance thresholds. Mitigation measures are provided for identified significant or potentially significant impacts, where appropriate. The descriptions of species and biological and hydrodynamic processes in this chapter frequently use the terms “Delta” and “San Francisco Estuary.” The Delta refers to the Sacramento-San Joaquin Delta, as legally defined in the Delta Protection Act. The San Francisco Estuary refers to the portion of the Sacramento-San Joaquin rivers watershed downstream of Chipps Island that is influenced by tidal action, and where fresh water and salt water mix. The estuary includes Suisun, San Pablo, and San Francisco bays. 12.2 Environmental Setting/Affected Environment This section, which is organized by study area, describes fish and aquatic resources that would be affected by the implementation of the alternatives considered in this EIR/EIS. -

Box 250 Potter Valley, CA 95469 August 1996 (707) 743-1815 (707) 743-1816 f«x [email protected] EXECUTIVE SUMMARY BACKGROUND Introduction This report gathers together the best available information to provide the historical and current status of chinook salmon, coho salmon, pink salmon, and steelhead in the Russian River basin. Although the historical records are limited, all sources depict a river system where the once dominant salmonids have declined dramatically. The last 150 years of human activities have transformed the Russian River basin into a watershed heavily altered by agriculture and urban development. Flows in the main river channel river are heavily regulated. The result is a river system with significantly compromised biological functions. The anthropogenic factors contributing to the decline of salmonids are discussed. Study Area The 1,485 square mile Russian River watershed, roughly 80 miles long and 10 to 30 miles wide, lies in Mendocino, Sonoma, and Lake counties. The basin topography is characterized by a sequence of northwest/southeast trending fault-block ridges and alluvial valleys. Lying within a region of Mediterranean climate, the watershed is divided into a fog-influenced coastal region and an interior region of hot, dry summers. -

Butte County 4. Climate and Water Inventory and Analysis Hydrology 4. Climate and Hydrology Many aspects of the physical setting of Butte County play a role in the hydrologic cycle within the County. Topography within the County significantly impacts precipitation patterns. Temperature variations influence whether precipitation falls as rain or snow, which in turn impacts the timing of surface water runoff. Temperature and other factors also influence the evaporative demand of the atmosphere and corresponding irrigation requirements for crops. Both surface water and extracted groundwater are used to meet the water demands. System components impacting water resources in the County described in this section include climate, surface water hydrology, and groundwater hydrology. 4.1 Climate Butte County has a Mediterranean climate with cool, wet winters and hot, dry summers. Unlike many locations in California, rainfall and winter snowpack in the Sierra Nevada provide significant surface water flows and groundwater recharge as water drains through the County. Climate variation within the County occurs primarily due to changes in elevation. Precipitation is least on the valley floor and greatest in the Foothill Inventory Unit (IU) and Mountain IU areas as elevation increases. Conversely, temperatures are warmest on the valley floor and coolest in the mountains. Similarly, reference evapotranspiration (ETo), a measure of evaporative demand, is greatest on the valley floor and least in the mountains. This variability in climate is discussed in greater detail in the following sections. 4.1.1 Precipitation Average annual precipitation generally increases from west to east across Butte County, associated with increasing elevation. Moisture-laden weather patterns from the Pacific Ocean travel west to east across California and Butte County during the winter months.
