FEDERAL ENERGY REGULATORY COMMISSION Washington, DC 20426 June 1, 2017 OFFICE OF ENERGY PROJECTS Project No. 77-285 – California Potter Valley Project Pacific Gas & Electric Company Subject: Scoping Document 1 for the Potter Valley Project To the Party Addressed: The Federal Energy Regulatory Commission (Commission) is currently reviewing the Pre-Application Document submitted by Pacific Gas & Electric Company (PG&E) for relicensing the 9.4-megawatt (MW) Potter Valley Project (FERC No. 77). The proposed project is located on the Eel and East Fork Russian Rivers, in Lake and Mendocino Counties, California. The project occupies lands owned by PG&E and National Forest System Lands administered by the United States Forest Service, Mendocino National Forest. Pursuant to the National Environmental Policy Act (NEPA) of 1969, as amended, Commission staff intends to prepare an Environmental Impact Statement (EIS), which will be used by the Commission to determine whether, and under what conditions, to issue a new license for the project. To support and assist our environmental review, we are beginning the public scoping process to ensure that all pertinent issues are identified and analyzed and that the EIS is thorough and balanced. We invite your participation in the scoping process and are circulating the enclosed Scoping Document 1 (SD1) to provide you with information on the Potter Valley Project. We are also soliciting your comments and suggestions on our preliminary list of issues and alternatives to be addressed in the EIS. We are also requesting that you identify any studies that would help provide a framework for collecting pertinent information on the resource areas under consideration necessary for the Commission to prepare the EIS for the project. -

A recently excavated site, CA-SAC-47, provides direct evidence of subsistence strategies in the form of faunal and plant remains. This faunal assemblage is compared to direct evidence of subsistence from Delta sites SAC-42, SAC-43, SAC-65, SAC-145, and SAC-329. Paren theses around part of a station name indicate that the enclosed word or words were used in an earlier published name of the station or in a name under which records were published by some agency other than the Geological Survey. The drainage areas, in square miles, are the latest figures published or otherwise available at this time. Drainage areas that were obviously inconsistent with other drainage areas on the same stream have been omitted. Some drainage areas not published by the Geological Survey are listed with an appropriate footnote stating the published source of the figure of drainage area. CHAPTER 4.1 Hydrology
CHAPTER 4.1 Hydrology 4.1.1 Introduction This chapter describes the existing hydrologic conditions within the Fish Habitat Flows and Water Rights Project Area. Section 4.1.2, “Environmental Setting” describes the regional and project area environmental setting, including important water bodies and related infrastructure, surface and groundwater hydrology, geomorphology, and flooding. Section 4.1.3, “Regulatory Setting” details the federal, state, and local laws related to hydrology. Potential impacts to these resources resulting from the proposed project are analyzed in Section 4.1.4, “Impact Analysis” in accordance with the California Environmental Quality Act (CEQA) significance criteria (CEQA Guidelines, Appendix G) and mitigation measures are proposed that could reduce, eliminate, or avoid such impacts. Other impacts to related resources are addressed in other chapters as follows: impacts to water quality are addressed in Chapter 4.2, Water Quality; impacts to fish are addressed in Chapter 4.3, Fisheries Resources; and impacts to recreation are addressed in Chapter 4.5, Recreation. 4.1.2 Environmental Setting The environmental setting for hydrology includes all areas that could be affected by activities associated with the Proposed Project. As stated in Chapter 3, Background and Project Description, the objective of the Fish Flow Project is to manage Lake Mendocino and Lake Sonoma water supply releases to provide instream flows that will improve habitat for threatened and endangered fish, while updating the Water Agency’s existing water rights to reflect current conditions. The Water Agency would manage water supply releases from Lake Mendocino and Lake Sonoma to provide minimum instream flows in the Russian River and Dry Creek that would improve habitat for listed salmonids and meet the requirements of the Russian River Biological Opinion. -
A New Chub (Actinopterygii, Cypriniformes, Cyprinidae) from the Middle Miocene (Early Clarendonian) Aldrich Station Formation, Lyon County, Nevada

Kelly Research Associate, Vertebrate Paleontology Section, Natural History Museum of Los Angeles County 900 Exposition Boulevard, Los Angeles, California 90007 ABSTRACT A new chub, Lavinia lugaskii, is described from the middle Miocene (early Clarendonian) Aldrich Station Formation of Lyon County, Nevada. Lavinia lugaskii represents a basal member of the Lavinia-Hesperoleucus lineage, indicating that this lineage diverged from a common ancestor with Mylopharodon before 12.5 – 12.0 million years before present. This is the oldest recognized species of Lavinia and the first new chub species to be documented from the Miocene of Nevada in over 30 years. INTRODUCTION METHODS A sample of fish fossils is now known from Measurements of the skeletons and individual localities that occur in an outlier of the Aldrich Station bones were made to the nearest 0.1 mm with a vernier Formation, exposed just west of Mickey Canyon on the caliper. Measurements of the pharyngeal teeth were northwest flank of the Pine Groove Hills, Lyon made with an optical micrometer to the nearest 0.01 County, Nevada. All of the fish remains were mm. Estimated standard lengths for partial skeletons recovered from a single stratigraphic level represented were extrapolated using the mean ratios of the standard by a thin (~0.06 m) shale bed. This level can be traced length to landmark measurements (e.g., ratios of the SL laterally for about 0.5 km and yielded fossil fish to head length, pectoral fin origin to pelvic fin origin remains at several points along its exposure. -

SGMA seeks to achieve sustainability, which is defined as the absence of several undesirable results, including “depletions of interconnected surface water that have significant and unreasonable adverse impacts on beneficial users of surface water” (Water Code §10721). The Nature Conservancy (TNC) is a science-based, nonprofit organization with a mission to conserve the lands and waters on which all life depends. Like humans, plants and animals often rely on groundwater for survival, which is why TNC helped develop, and is now helping to implement, SGMA. Earlier this year, we launched the Groundwater Resource Hub, which is an online resource intended to help make it easier and cheaper to address environmental requirements under SGMA. As a first step in addressing when depletions might have an adverse impact, The Nature Conservancy recommends identifying the beneficial users of surface water, which include environmental users. This is a critical step, as it is impossible to define “significant and unreasonable adverse impacts” without knowing what is being impacted. To make this easy, we are providing this letter and the accompanying documents as the best available science on the freshwater species within the boundary of your groundwater sustainability agency (GSA). -

Water Quality Progress Report: Sacramento-San Joaquin Delta
Total Maximum Daily Load (TMDL) Summary Waterbody – The Sacramento-San Joaquin Delta Estuary (Delta) is made up of numerous river channels and islands hydrologically-connected through surface waters totaling approximately 738,000 acres in six central California counties. Sources of mercury come from both the legal Delta as well as the larger Delta watershed. For this TMDL, the Delta Water Quality was divided into eight subareas based on hydrology (see map below): Yolo Bypass-North, Yolo Bypass-South, Cosumnes/Mokelumne, Sacramento River, West Delta, Central Delta, Marsh Creek, San Joaquin Progress River. These objectives protect both wildlife and human health. The average methylmercury concentrations shall not exceed 0.08 and 0.24 mg methylmercury/kg (mg/kg) wet weight of tissue in trophic level 3 and 4 fish, respectively (150-500 mm total length). The average methylmercury concentrations shall not exceed 0.03 mg methylmercury/kg wet weight in whole fish less than 50 mm in length.
