Tt is now 50 years since Swîtzerland and the People' s Republic of China agreed to establish diplomatic relations. For both, Switzerland and the People' s Republic of China, these 50 years have been a time of change. What remains constant is the interest in good and mutually beneficial political, economic and cultural relations. Switzerland attaches great importance to this objective.

Economic, technological, social and political developments have brought us aH closer together. Geographic distance is no longer as important as it used to be. Global interdependence is a reality, and aH states are compeHed to act as partners for the common good.

The People' s Republic of China is an important country in world affairs. Switzerland is interested to cooperate with the People' s , Republic of China in favour of a peaceful, stable and prosperous world in which both the particular characteristics of each country and globally accepted standards are respected and observed.

China and Switzerland are happy to celebrate this year half a century of diplomatic relations. These fi fty years were eventful years for the whole of mankind. Spectacular developments have taken place, especially in the field of science and technology, and communications have progressed in a way that few would have foreseen fi fty years ago. The world is becoming ever smaIler, increasing the need for better mutual knowledge and better mutual exchanges.

China and Switzerland have always had excellent relations, and Switzerland has always had an excellent image among the Chinese people. Particularly in the last twenty years, political, economic, as weIl as personal relations between our two countries have seen remarkable developments.

On the threshold of the new century, China and Switzerland have reason to be proud of these achievements, having built a good foundation on which our relations are bound to develop even further. 50 Years of bilateral relations between Switzerland and China Press Release

September 13, 2000 (Beijing) -- ln celebration of 50 years of diplomatie relations with the People' s Republic of China, the President of the Swiss Confederation, Mr. Adolf Ogi, will be on visit in Beijing and Shanghai from September 12th to September th 14 •

He will have meetings with the top leaders of the Chinese government including President Jiang Zemin and Premier Zhu Rongji.

Mr. Ogi is accompanied by a delegation including Secretary of State, Mr. David Syz, several high-ranking officiais from the Swiss government and a group of important Swiss business leaders

ln 1950 Switzerland was one of the first western cotmtries to set up diplomatie relations with the new China. Through mutual efforts, the bilateral relations have seen great achievements in the fields of politics, economy, culture, education, science and technology - and increasingly also in the environmental 'field.

Frequent exchanges of high-Ievel delegations have been of fundamental importance for these developments, especially during the last decade. The high-lights of the past years have been the visit of President Jiang Zemin to Switzerland in 1999 and the visits of the Presidents of the Swiss Confederation, Mr. Jean-Pascal Delamuraz, in 1996 and presently of Mr. Adolf Ogi in September 2000.

The economic co-operation between Switzerland and China is highlighted by the conclusion of 5 soft-Ioan agreements in the past 16 years in order to finance important infrastructural projects and by the creation in 1998 of a pioneer-fund to provide venture capital for small Embassy of Switzerland in the P.R. of China and medium-sized joint-venture companies. The opening of a representative Office both of the Swiss national tourism organisation in Beijing and of the Chinese Tourism authority in Zürich two years ago has strengthened co-operation in tourism.

The signature of a Memorandum of Understanding on Cultural Co­ operation in 1999 was helpful to intensify cultural exchanges, notably during this year of celebration. Highlights are the performances of the Opera from Zürich in Shanghai as weil as concerts of the Jazz­ orchestra Georg Gruntz in Beijing and Shanghai mid of November 2000.

The important and growing ties in the educational and scientific field is shown by the fact that each year hundreds of mainly young Chinese and Swiss people take up studies in Switzerland, respectively in China be it in the framework of the official exchange programme or be it under private arrangements.

Environment protection is a relatively recent area of our bilateral co­ operation and it is expected to expand rapidly in the near future.

During these 5 decades a great number of ties of friendship and partnership has been created between our two countries. One of the highlights is certainly the partnership between the cities of Kunming and Zürich. Since its inception in 1982 a considerable number of mutually beneficial projects have been carried out.

The present visit of President agi will further enhance the co­ operation between Switzerland and China and deepen the mutual understanding between both countries.

1 The Swiss Economy

Economie performance on a very high level Switzerland's 1999 gross domesticproduct (GOP) is 395 billion Swiss francs (US$ 272 billion) generating an income per inhabitant of 51,164 Swiss francs (US$ 35,303), placing Switzerland at the top of the developed economies. The employment level of the population is a high 75.2%, almost on a par with the USA and Japan and the best showing in Europe.

A dynamic and diversified economy

ln addition to a well-developed tertiary sector (banks, insurance companies, international holding companies, tourism), Switzerland has adynamie industrial sector (chemicals/pharmaceuticals, biotechnology, machines, micro-engineering, watches and c1ocks, food) which provides close to 30% of ail jobs. The high technological standard of the Swiss economy is reflected in the 2.7% of gross domestic product (GOP) applied to research and development, a figure that is comparable with that of the United States.

Substantial productivity increases and excellent growth forecast Between 1991 and 1997, Swiss industry realized huge productivity increases. Rationalization efforts, triggered by difficult economic circumstances, and high motivation of employees led to strong increases in the value added per employee in the industrial sector. Therefore, compared to other DECD countries, Switzerland's growth forecast is excellent.

2 Economie Relations between Switzerland and China

Long tradition and phenomenal growth Economic relations between Switzerland and China have a very long tradition with various Swiss companies having established their China business more than 100 years ago. Based on their excellent know-how in foreign markets, Swiss companies were always among the very first to participate in China's opening of the economy and thus to contribute to China's foreign trade and economic growth. From a relatively low level, trade and investments took off remarkably in the 80s and increased dramatically in the 90s. Today, none of the internationally operating Swiss companies denies the importance of the Chinese market and expectations for the future are high.

Swiss machinery for China'" Machines are Switzerland's main export article to the Chinese market. Dther important export goods are instruments and equipment, chemical and pharmaceutical products as weil as watches.

... and Chinese textiles for Switzerland Textiles and clothing represent half of ail imported goods from China to Switzerland. However, machinery, chemical products, leather goods and toys have gained much ground in recent years.

Swiss capital and technology brought into China The first foreign joint-venture was established in 1980 between a Chinese and a Swiss company. Since then, foreign direct investment by Swiss companies has developed dramatically. Today, there are close to 300 Chinese-Swiss joint-ventures operational, while more and more Swiss companies also establish wholly foreign owned companies. Overall, more than 500 Swiss companies are represented in China. Swiss direct investment in China is believed to be as high as 3 billion US Dollars.

Switzerland is a favorite travel destination ln 1998, 28'000 visitors entered China coming from Switzerland in order to do business or spend their vacation, while 25'000 Chinese traveled to Switzerland. Famous for its scenic beauty, weil preserved environment and world-Ieading hospitality industry, Switzerland is a favorite travel destination for many Chinese people. Only last year, Switzerland was the first European country to open an official representative tourist office in Beijing.

Improved perspectives for services industry after WTO accession The leading Swiss Banks and Insurance companies are represented in China, but their current business volume here is low compared to their activities and importance in other markets. It is expected that China's accession to the WTO will lead to a more open access for the service industry. 1 ~-±-fi~

While Chinese-Swiss economic co-operation goes back as far as the mid to late Qing Dynasty, it has of course been the most intense since the founding of the new China. With a strong tradition of competing in the world's markets, Swiss firms have actively participated in the economic development of the People's Republic. Trade and investments increased steadily during the early years, took off remarkably in the eighties and increased dramatically in the nineties. Today, none of the intemationally operating Swiss companies denies the importance of the Chinese market and expectations for the future are high.

The history of economic and trade relations between Switzerland and China has many success stories to tell, such as the very early license agreements concluded by Sulzer and BBC in 1965, the Swîss Industrial and Watch Exhibition in Beijing 1968, the Swiss Industrial and Technological Exhibition SITEX in 1974, the first industrial foreign-sino Joint Venture launched by Schindler in 1980 and the establishment in 1998 of the prototype Sino-Swiss Partnership Fund for the promotion ofsmail and medium-sized sino-swiss Joint Ventures.

Chinese importers and customers appreciate the high sophistication, value and reliability of Swiss products as weB as the effective after sales service. Beyond that, Swiss companies have always distinguished themselves through their loyalty and respect to the Chinese people and culture as a whole. Their interest has always been long-term, and they will continue to hold on to the principles of mutual benefit and trust.

At the very beginning of a new century and while we celebrate the 50 th anniversary of diplomatic relations between our two countries, China has decided to enter an exciting new era of economic development. There is no doubt that after accession to the WTO China will encounter great challenges as well as fantastic opportunities. In an environment of rapid deregulation and change, economic co-operation with foreign partners will become even more important and China will eventually attain the position in the world economy warranted by its size and population. In February 2000, a TV serie, named "Green Trip to Switzerland" ,was presented to Beijing spectators. Its purpose was to show how Swiss towns, enterprises and citizens manage to prosper in a highly industrialised country while maintaining a world-famous pristine environment.

There are, between Chinese and Swiss academic institutions, many examples of collaboration covering such environmental fields as biofuel, flood control, public transportation, water supply and sanitation. Numerous Swiss enterprises are active in China in projects with a positive impact on the environment. Switzerland also supports the environmental programmes in China of multilateral institutions such as the World Bank and the United Nation Industrial Development Organisation. It finances for instance an important project of municipal waste management under the Chinese Ministry of Construction. A partnership between Kunming, Yunnan Province and the Swiss city of Zurich has led to a long-term collaboration on urban planning and public transportation. And Chinese delegations periodically visit Switzerland to exchange information with their Swiss counterparts in charge of environmental sectors.

Nevertheless, the volume of Swiss co-operation with respect to environmental protection leaves room for improvement. Recognising the importance and the magnitude of the environmental challenge in China, Switzerland intends to increase its effort in this sector. Swiss Mixed Financing (a kind of soft loan) has in the past provided China with more than 215 millions USD in soft loan to modernise basic industries and infrastructure. It will in the future be available exclusively for projects that are commercially non viable and have a clear environmental benefit, such as waste water treatment or toxic waste incineration. Moreover, projects in the field of cleaner industrial production and jointly implemented activities (projects to decrease the impact of economic development on world climate) are presently being assessed for a possible , financing. Many of Switzerland' s strengths in the environmental sector could also be of use in addressing the formidable challenges China is facing. Sorne examples are: waste management, erosion control and sustainable forestry, public transportation, eco-tourism, toxic dump assessment and clean-up, car exhaust and air quality monitoring, environmentally sound pest control, etc..
