Does the U.S. government have a coherent policy toward fundamentalist Islam? Fundamentalists themselves are convinced not only that Washington has a policy but that it is a consistent and aggressive one. Iran's former ambassador to the United Nations, Said Raja'i Khourasani, asserts that the American position "has not changed" over the years: "The language is always the same -- it is threatened or it is threatening."1 On the other side, scholars and diplomats tend to see incoherence in policy toward fundamentalists as they do about foreign policy in general. Richard Haass speaks for many when he holds that "public statements by administration officials about the purposes of U.S. foreign policy have been inconsistent or simply ambiguous.2 In fact, neither side is entirely correct. While there has been a coherent policy, it has changed over time. Since 1979, when Iranian fundamentalist Muslims overthrew Shah Mohammed Reza Pahlavi and stormed the U.S. embassy in Tehran, Washington has undergone a series of subtle shifts in its policy toward fundamentalist Islam. From Presidents Reagan to Bush to Clinton, the U.S. government has migrated from rhetorical confrontation to timid outreach to outright accommodation. RESEARCH REPORT Playing the Hard Power Card. Pakistan’s fencing of its Afghan border By Siegfried O. Wolf 18 April, 2020 - ISSN 2406-5633 Dr. Siegfried O. Wolf, Director of Research at SADF (Coordinator: Democracy Research Programme); he was educated at the Institute of Political Science (IPW) and South Asia Institute (SAI), both Heidelberg University. Additionally he is member (affiliated researcher) of the SAI as well as a former research fellow at IPW and Centre de Sciences Humaines (New Delhi, India). Abstract For decades a simmering conflict in the ties between Kabul and Islamabad, the issue of the Afghan- Pakistan border resurfaced after the fall of the Taliban regime in 2001 (Shah, 2013, p. 85) and the subsequent international engagement in Afghanistan. It is now gaining further momentum through the start of a unilateral border fencing project by Pakistan - which apparent last phase of implementation coincides with the U.S.-Taliban Deal (U.S. Department of State, 2020), the withdrawal of foreign troops, and the launch of negotiations between the Taliban and the Afghan government regarding the future of the country (intra-Afghan dialogue). Against this background, one must ask: what explains the construction of such a fence by Pakistan - particularly since the target country chose not to pursue such a project - and what is to be thought of its timing? In this SADF Research Report, it is argued that Pakistan’s border fencing is not just a part of a larger border management project intended to undermine the movement of cross-border terrorists, smugglers and drug traders. It has a clear geopolitical dimension reaching far beyond the officially proclaimed border control function - which by itself is a legitimate undertaking of any sovereign state. -

HENRIK OLESEN PRESENTS NEW WORKS AT MoMA FOR HIS FIRST U.S. SOLO MUSEUM EXHIBITION Projects 94: Henrik Olesen February 9–May 23, 2011 The Contemporary Galleries, second floor New York, February 7, 2011—For Projects 94: Henrik Olesen, on view February 9 through May 23, 2011, The Museum of Modern Art presents new works by Berlin-based artist Henrik Olesen (Danish, b. 1967) made specifically for this presentation. Olesen’s past projects have addressed a range of subjects, including legal codes, the natural sciences, distribution of capital, and art history. For his first solo museum exhibition in the United States, the artist has gathered disassembled electronic devices mounted on large Plexiglas panels, found-object sculptures, and text-based collages, which together exemplify the range of his practice. Linking this group of works is the relationship of the body and the machine, undergoing what he calls "production, reproduction, and self-production." Olesen has a longstanding interest in the obsession of early modern artists, such as the Dadaists and Surrealists, with the transformation and proliferation of bodies, machines, and systems. In this group of works, he hints at the possibility of liberation from the body, proposing an alternative conception of existence. The installation’s combination of words and objects, which waver between personal and anonymous, reflect Olesen’s view of the state of the body in technological, capitalist societies of the present day. Democratic Transition in Nicaragua and Chaos in Afghanistan 19 Chapter 2 The Endgame of the Reagan Doctrine: Democratic Transition in Nicaragua and Chaos in Afghanistan John-Michael Arnold Introduction1 This chapter examines what happened, during the waning years of the American-Soviet struggle, in two conflicts that were part of the “global Cold War.”2 In both Afghanistan and Nicaragua through- out the 1980s, Soviet-supported Marxist regimes had fought Ameri- can-aided insurgencies. The United States’ support to the Afghan and Nicaraguan guerillas was central to what became widely known as the “Reagan Doctrine,” a term coined by columnist Charles Krauthammer in 1985 and which he defined as “overt and unashamed American sup- port for anti-Communist revolution.”3 While President Reagan became associated in many people’s minds with the American counter-offensive against Marxist regimes, it fell to Reagan’s vice-president and successor in the Oval Office, President George H.W. Bush, to preside over the endgame of the “Reagan Doc- trine.” The following analysis demonstrates three major things about the Bush administration’s record in that regard. First, in the midst of continuing competition with the Soviet Union, the Bush administration wanted settlements to the wars in Nicaragua and Afghanistan, pref- erably with the departure of the Soviet-aligned governments in those countries. Second, during the Bush administration’s term—which ran from January 1989 until January 1993—there was a narrowing of ideo- logical differences between the superpowers when it came to “regional conflicts,” with Mikhail Gorbachev’s Soviet Union sharing similar ideas to the United States about the need for political settlements and even democratic elections as the way to end proxy wars. -

Stern Fellow and author of one of its most widely read monographs, Ivory Towers on Sand: The Failure of Middle Eastern Studies in America. Brief Analysis or nearly a year, Sheikh Rashid Ghanoushi has been seeking an American visa. Ghanoushi, the most F prominent Islamist in the West, is the leader of Al-Nahda (The Revival), Tunisia's major Islamist grouping. Al- Nahda is now banned in Tunisia, and Ghanoushi resides in Britain. He would like to visit the United States this summer, where he hopes to address religious and academic audiences. Until now, the U.S. government has denied him entry, because of his political views and the opposition of the Tunisian government. But Ghanoushi's visa application is currently under active review. Last week, Tunisia apparently indicated it would regard a U.S. decision to admit Ghanoushi as "a hostile act." Still, there are some who believe Ghanoushi's visit to the United States would send a positive signal to "moderate" Islamists everywhere, and provide an opening for a dialogue with them. But is Ghanoushi a "moderate?" In the past, Ghanoushi has urged violence against U.S. interests, and he continues to demand Israel's destruction. Might an American visit send precisely the wrong signal? Who Is Rashid Ghanoushi? Rashid Ghanoushi was born in 1941 in the south of Tunisia. As a student in Damascus and Paris, he embraced the doctrines of the Muslim Brotherhood, which he disseminated on his return to Tunisia. -

Although some cross-ethnic coalitions have emerged, especially during the presidential elections, these coalitions have failed to survive across elections and branches of government. As for what explains the failure of the consolidation of coalitions, some scholars pointed to the SNTV system and others to the presidential system. This study examines all related institutional designs, including the SNTV system for parliamentary elections, the runoff system for presidential elections, the presidential system, dual vice presidency, and party qualification thresholds. These systems and institutions are designed by three bodies of political laws: the Constitution, electoral laws, and party laws. Analyzing these laws and institutional designs, this study makes three observations. First, the failure of coalitions to institutionalize in Afghanistan is not due to a single political law or institutional design but due to the influence of a number of them. Second, for cross-ethnic coalitions to institutionalize, all related institutional designs must act cohesively or else they fail to incentivize coalition-building, as is the case in Afghanistan. -
