Yerevan, Armenia October 14, 2020 To stop disinformation surrounding the current conflict with Turkey and Azerbaijan and spread awareness in the international community, Armenia's tech community leaders came together to form the Global Awareness initiative. As the conflict in the Nagorno-Karabakh continues to escalate, more awareness is now being spread by both international media outlets and world leaders. Azerbaijan continues to violate human rights by actively bombing Stepanakert, Nagorno-Karabakh’s capital. This has resulted in many civilian casualties and extensive damage to infrastructure, garnering the attention of the international community. Further updates on the Nagorno-Karabakh conflict: ● In the afternoon of October 14, the Minister of Defense of Armenia reports that the Armed Forces of Azerbaijan have targeted hospitals in Artsakh where civilians also receive medical treatment. During the day, there has been more shelling in the town of Martuni, their artillery hit a local kindergarten. These are violations of the humanitarian ceasefire and gross violation of international humanitarian law. ● On October 14, Azerbaijan targeted the territory of the Republic of Armenia adjacent to the disputed Nagorno-Karabakh region. The attack was made on sheer assumptions that the military equipment, which was on Armenian soil, “intended” to start fire towards Azerbaijan. As a result of Azerbaijan’s unprovoked aggression on the territory of Armenia, a 14-year-old teenager was wounded. ● The Democratic nominee for president, Joe Biden, and Kamala Harris both issued separate statements on the escalating military conflict in Karabakh. In his statement, Joe Biden particularly said, “I am deeply concerned by the collapse of the October 10 ceasefire and the resumption of fighting in and around Nagorno-Karabakh.” Biden also added that the Trump Administration must tell Azerbaijan that it will not tolerate its efforts to impose a military solution to this conflict. -

The topic of this paper is a modest attempt to direct more attention and interest towards the much overlooked sub-field of historical research within Jihadi studies. Introduction The current volume of publications dealing with Islamist militancy and terrorism defies belief in terms of its contents. This can be perceived as part of a frantic effort to catch up for the lack of attention devoted to this phenomenon during the 1980s and 1990s, when this field of research field was considerably underdeveloped. The present level of research activity is struggling to keep pace with developments. Thus, it is primarily preoccupied with attempting to describe what is actually happening in the world right now and possibly to explain future developments. This is certainly a worthwhile effort, but the topic of this paper is a modest attempt to direct more attention and interest towards the much overlooked sub-field of historical research within Jihadi studies. The global Jihad has a long history, and everyone interested in this topic will be quite familiar with the significance of Afghanistan in fomenting ideological support for it and for bringing disparate militant groups together through its infamous training camps during the 1990s. However, many more events have been neglected by the research community to the point where most scholars and analysts are left with an incomplete picture, that is most often based on the successes of the Jihadi groups. -

RESEARCH REPORT Playing the Hard Power Card. Pakistan’s fencing of its Afghan border By Siegfried O. Wolf 18 April, 2020 - ISSN 2406-5633 Dr. Siegfried O. Wolf, Director of Research at SADF (Coordinator: Democracy Research Programme); he was educated at the Institute of Political Science (IPW) and South Asia Institute (SAI), both Heidelberg University. Additionally he is member (affiliated researcher) of the SAI as well as a former research fellow at IPW and Centre de Sciences Humaines (New Delhi, India). Abstract For decades a simmering conflict in the ties between Kabul and Islamabad, the issue of the Afghan- Pakistan border resurfaced after the fall of the Taliban regime in 2001 (Shah, 2013, p. 85) and the subsequent international engagement in Afghanistan. It is now gaining further momentum through the start of a unilateral border fencing project by Pakistan - which apparent last phase of implementation coincides with the U.S.-Taliban Deal (U.S. Department of State, 2020), the withdrawal of foreign troops, and the launch of negotiations between the Taliban and the Afghan government regarding the future of the country (intra-Afghan dialogue). Against this background, one must ask: what explains the construction of such a fence by Pakistan - particularly since the target country chose not to pursue such a project - and what is to be thought of its timing? In this SADF Research Report, it is argued that Pakistan’s border fencing is not just a part of a larger border management project intended to undermine the movement of cross-border terrorists, smugglers and drug traders. It has a clear geopolitical dimension reaching far beyond the officially proclaimed border control function - which by itself is a legitimate undertaking of any sovereign state. -

Further updates on the Nagorno-Karabakh conflict: ● The Ministry of Defense of the Republic of Armenia reports that before the announcement of the humanitarian ceasefire, Azerbaijan attempted a subversive-intelligence infiltration in the direction of Hadrut. Russian military journalists from WarGonzo report that the adversary is assumed to be part of a foreign army, possibly Turkish Special Forces. The attempt came after Ilham Aliyev's announcement on Oct 9, 2020, about having captured the Hadrut region. However, president Aliyev's statement was immediately officially denied by the Ministry of Defense of Armenia as well as by reporters from WarGonzo, who were physically in the Hadrut area. ● After 11 hours of negotiations between Armenia and Azerbaijan, a humanitarian ceasefire was confirmed to start at 12:00 local time. Leading up to the ceasefire, Azerbaijan ramped up its shelling on Armenian civilian targets. At 12:00 it stopped. According to the Ministry of Defense of Armenia, the ceasefire lasted only about an hour before Azerbaijan launched attacks on the Southern province of Armenia proper, capital Stepanakert of Artsakh, and Hadrut. -

But the terrorist elites are alive and well, and ignoring the threat they pose will have disastrous consequences. BRUCE HOFFMAN is a Professor at Georgetown University's School of Foreign Service and a Senior Fellow at the U.S. Military Academy's Combating Terrorism Center at West Point. He is the author of Inside Terrorism. Since Rudy Giuliani's early exit from the Republican presidential primary, the issue of terrorism has barely been mentioned by any of the candidates in either party. Given its absence from this year's U.S. presidential campaign, it is easy to forget how prominent a role terrorism played in 2004. Many observers believe that Osama bin Laden's dramatically choreographed videotaped appearance on October 29, 2004, may have tipped the vote in President George W. Bush's favor by reminding Americans of the horrors of 9/11 and instilling a fear of future attacks. And although terrorism has largely been ignored as a campaign issue thus far, bin Laden and al Qaeda may deliberately raise its visibility once again. The publication of Leaderless Jihad is therefore timely. Its author, Marc Sageman, brings unique credentials to the study of terrorism. European-born but American-educated, Sageman holds a doctorate in political sociology and is a practicing psychiatrist. -

Introduction Forty years of war in Afghanistan has encouraged the most extensive periods of diplomatic and military cooperation between the United States and Pakistan. The communist overthrow of a relatively peaceful Afghan government and the subsequent Soviet invasion in 1979 prompted the United States and Pakistan to cooperate in funding and training Afghan mujahedeen in their struggle against the USSR. After the collapse of the Soviet Union, Afghanistan entered a period of civil war throughout the 1990s that nurtured Islamic extremism, foreign intervention, and the rise of the Taliban and Al-Qaeda, ultimately culminating in the devastating attacks against Americans on September 11th. Seventeen years later, the United States continues its war in Afghanistan while its relationship with Pakistan has deteriorated to an all-time low. The mutual fear of Soviet expansionism was the unifying cause for Americans and Pakistanis to work together in the 1980s, yet as the wars in Afghanistan evolved, so did the countries’ respective aims and objectives.1 After the Soviets were successfully pushed out of the region by the mujahedeen, the United States felt it no longer had any reason to stay. The initial policy aim of destabilizing the USSR through prolonged covert conflict in Afghanistan was achieved. -

Final1-4.4pp 7/17/04 9:12 AM Page 108 4 RESPONSES TO AL QAEDA’S INITIAL ASSAULTS 4.1 BEFORE THE BOMBINGS IN KENYA AND TANZANIA Although the 1995 National Intelligence Estimate had warned of a new type of terrorism, many officials continued to think of terrorists as agents of states (Saudi Hezbollah acting for Iran against Khobar Towers) or as domestic crim- inals (Timothy McVeigh in Oklahoma City).As we pointed out in chapter 3, the White House is not a natural locus for program management. Hence, gov- ernment efforts to cope with terrorism were essentially the work of individ- ual agencies. President Bill Clinton’s counterterrorism Presidential Decision Directives in 1995 (no. 39) and May 1998 (no. 62) reiterated that terrorism was a national security problem,not just a law enforcement issue.They reinforced the author- ity of the National Security Council (NSC) to coordinate domestic as well as foreign counterterrorism efforts, through Richard Clarke and his interagency Counterterrorism Security Group (CSG). Spotlighting new concerns about unconventional attacks, these directives assigned tasks to lead agencies but did not differentiate types of terrorist threats.Thus,while Clarke might prod or push agencies to act, what actually happened was usually decided at the State Depart- ment, the Pentagon, the CIA, or the Justice Department.The efforts of these agencies were sometimes energetic and sometimes effective.Terrorist plots were disrupted and individual terrorists were captured.But the United States did not, before 9/11, adopt as a clear strategic objective the elimination of al Qaeda.
