Russia’s Posture in Space: Prospects for Europe Executive Summary Prepared by the European Space Policy Institute Marco ALIBERTI Ksenia LISITSYNA May 2018 Table of Contents Background and Research Objectives ........................................................................................ 1 Domestic Developments in Russia’s Space Programme ............................................................ 2 Russia’s International Space Posture ......................................................................................... 4 Prospects for Europe .................................................................................................................. 5 Background and Research Objectives For the 50th anniversary of the launch of Sputnik-1, in 2007, the rebirth of Russian space activities appeared well on its way. After the decade-long crisis of the 1990s, the country’s political leadership guided by President Putin gave new impetus to the development of national space activities and put the sector back among the top priorities of Moscow’s domestic and foreign policy agenda. Supported by the progressive recovery of Russia’s economy, renewed political stability, and an improving external environment, Russia re-asserted strong ambitions and the resolve to regain its original position on the international scene. Towards this, several major space programmes were adopted, including the Federal Space Programme 2006-2015, the Federal Target Programme on the development of Russian cosmodromes, and the Federal Target Programme on the redeployment of GLONASS. This renewed commitment to the development of space activities was duly reflected in a sharp increase in the country’s launch rate and space budget throughout the decade. Thanks to the funds made available by flourishing energy exports, Russia’s space expenditure continued to grow even in the midst of the global financial crisis. Besides new programmes and increased funding, the spectrum of activities was also widened to encompass a new focus on space applications and commercial products.

That responsibility includes ensuring ocean wildlife can safely swim Pacific Ocean waters without being killed in commercial fishing gear. We, the undersigned 24,494 residents of the United States (including 6,106 residents of California, Idaho, Oregon, and Washington), urge you to prevent the authorization of pelagic longline fishing gear off the U.S. Pacific Coast. Use of this gear would lead to the entanglement and death of sea turtles, dolphins, whales, sea birds, sharks and many other important ocean species. Pelagic longlines used to catch swordfish, which can reach 60 miles in length and trail thousands of baited hooks, will inevitably ensnare and drown many other unsuspecting marine animals. Such a U.S. West Coast-based pelagic longline fishery, whether deep-set or shallow-set, has no place among the diversity of ocean life of the Northeast Pacific, particularly species already endangered with extinction. Pacific leatherback sea turtles, for example, migrate 6,000 miles from their nesting beaches to feed in the productive waters off the U.S.

Advanced Copy PROMOTING INCLUSION THROUGH SOCIAL PROTECTION Report on the World Social Situation 2018 Advanced Copy Advanced Copy ST/ESA/366 Department of Economic and Social Affairs Promoting Inclusion through Social Protection Report on the World Social Situation 2018 United Nations New York, 2018 Advanced Copy Department of Economic and Social Affairs The Department of Economic and Social Affairs of the United Nations Secretariat is a vital interface between global policies in the economic, social and environmental spheres and national action. The Department works in three main interlinked areas: (i) it compiles, generates and analyses a wide range of economic, social and environ- mental data and information on which States Members of the United Nations draw to review common problems and to take stock of policy options; (ii) it facilitates the negotiations of Member States in many intergovernmental bodies on joint courses of action to address ongoing or emerging global challenges; and (iii) it advises interested Governments on the ways and means of translating policy frameworks developed in United Nations conferences and summits into programmes at the country level and, through technical assistance, helps build national capacities. Note The designations employed and the presentation of the material in the present publica- tion do not imply the expression of any opinion whatsoever on the part of the Secre- tariat of the United Nations concerning the legal status of any country or territory or of its authorities, or concerning the delimitations of its frontiers. The term “country” as used in the text of this report also refers, as appropriate, to territories or areas.

  • FEMA Developing and Maintaining Emergency Operations Plans
Developing and Maintaining Emergency Operations Plans Comprehensive Preparedness Guide (CPG) 101 Version 2.0 November 2010 I am pleased to announce the release of Version 2.0 of Comprehensive Preparedness Guide 101: Developing and Maintaining Emergency Operations Plans. Comprehensive Preparedness Guide (CPG) 101 provides guidance for developing emergency operations plans. It promotes a common understanding of the fundamentals of risk-informed planning and decision making to help planners examine a hazard or threat and produce integrated, coordinated, and synchronized plans. The goal of CPG 101 is to assist in making the planning process routine across all phases of emergency management and for all homeland security mission areas. This Guide helps planners at all levels of government in their efforts to develop and maintain viable, all-hazards, all-threats emergency plans. Based on input from state, territorial, tribal, and local officials from across the United States, this update of CPG 101 expands on the fundamentals contained in the first version. With this edition, greater emphasis is placed on representing and engaging the whole community—to include those with access and functional needs, children, and those with household pets and service animals. Residents and all sectors of the community have a critical role and shared responsibility to take appropriate actions to protect themselves, their families and organizations, and their properties. Planning that engages and includes the whole community serves as the focal point for building a collaborative and resilient community. CPG 101 is the foundation for state, territorial, tribal, and local emergency planning in the United States. Planners in other disciplines, organizations, and the private sector, as well as other levels of government, may find this Guide useful in the development of their emergency operations plans.
