INTRODUCTION

„ The North West Province is home to about 3.9 million people. The Province is also known as

the “Platinum Province’’ and it is centrally located on the subcontinent with direct road and

rail links to all Southern African countries. Agriculture is of extreme importance to the North

West.

„ About 64 000 people (1.7% of North West population) are working in the agricultural sector

and it contributes about 2.6% through value added for the economy in 2006 .

INTRODUCTION CONT......

„ It is shown that the African population group is the majority group in South Africa (79.42%) as

well as in the North West (90.66 %). The total population of South Africa is 47.7 million, while

the North West has 3.9 million residents.

„ Bojanala Platinum District Municipality have the largest share of people in the North West

Province (37.57%), while the part of the City of Tshwane municipality that falls within the

boundaries of North West hosts only 13.11% of the North West population.

There is a need to increase presence within Matlosana Local Municipality (Jouberton Location) Although Ventersdorp is low in population, it is constituted by many farms, Village and a big location making access a very serious challenge. DHA was offered an office for a period of 3 years by Ventersdorp Local Municipality. Three (3) dedicated staff was appointed at the beginning of August 2011 to operate from the office. Wolmarranstad Office moved to permanent structure on the 1st August 2011

The largest District municipality in the province with only 4 DHA offices There is a need to increase capacity within Rustenburg, Moretele and Madibeng Local Municipalities Moretele Local Municipality is affected by the new local government demarcation but the area is still serviced by Temba D/O which is in Gauteng Province. The last meeting between Moretele Local Municipality and DHA North West was held on the 25th July 2011. Kgetleng revier is constituted 100% by farms and access to DHA services is

45 Highly Confidential Challenges ‰ Most offices in the province have no holding cells for illegal foreigners. Klerksdorp is the only one with holding cells but they are not properly equipped.

‰ There is severe shortage of vehicles for offices. Immigration section does not have Sedan vehicles and the vans/bakkies are used to transport illegal's during inspections and operations, they break down easily and poses a risk for foreigners to escape and officials been harmed..

‰Collusion of RSA Citizens aiding and abetting illegal foreigners to access enabling documents.

‰ Most Port of Entries does not have BAS Capturing machines. Those installed are not functional due to network problem

‰Due to unavailability of space at Private Hospitals and in Local Clinics the Province might not be able to achieve the targeted 19 but will be able to connect only 8 during this financial year.

46 Highly Confidential Achievements ‰ Offices within the province are having suggestion boxes which are monitored on a continual basis and respond to issues raised.

‰ Pictures with contact details of Office Management, Acting Provincial Manager and the Provincial Champion for the North West Province are displayed at all public areas.

‰ All Stakeholder Forums have been established and are maintained. ‰Four (4) officers were appointed on the 31st July 2011, to service Health centres in Potchefstroom, Ventersdorp, Geluksspan and Klerksdorp Health centres. ‰The Province has to date connected 14 hospitals out of 33 which is

the Provincial target. 47 Highly Confidential Achievement cont...... ‰The Regional Office Klerksdorp received the Vocational Award offered by the Rotary Club International and Wesvaal Chamber of Business for Excellence Service in Public Sector Award. DHA in Klerksdorp was competing with SARS and Health Department and it was reckoned the best performing Government Department, (referring to ID’s and Passports turnaround-time as well as the cleanliness of the Office).

‰Assisted SASSA in their pilot project to identify ±700 beneficiaries who had registered Child Support Grant fraudulently, either fictitious children or children belonging to another mothers.
