Rotary International District 3240 was the part of then Rotary International District 3290 and was bifurcated from District 3291 in the year 1990-91 & hence Rotary International District & Rotaract 3240 was formed in the Year 1990 encompassing nine states of India – Arunachal Pradesh, Assam, Manipur, Meghalaya, Mizoram, Nagaland, Sikkim, Tripura and eight revenue districts of West Bengal. (Barddhaman, Birbhum, Malda, Dakshin Dinajpur, Uttar Dinajpur, Darjeeling, Jalpaiguri & Cooch Bihar). It was the beginning, Rtn.PDG Ramesh Agarwal was the Charter District Governor of Rotary International District 3240 who hailed from Rotary Club of Jorhat and Charter District Rotaract Representative was Late.PDRR. Navin Kumar Jain who hailed from Rotaract Club of Asansol.Today there are 35+ Active Rotaract Clubs and more than 90 Rotary Clubs in this District. This district staggering topographical variations in its cultural diversity and hence coexistence of a number of ethnic groups, religions, languages, and cultures which make this district attractive for the visitors and Tourist attraction. Under CFPG, financial assistance is given to ‘Not-for-Profit’ organisations, NGOs including societies, Trust, Universities etc. for holding Conferences, Seminar, Research, Workshops, Festivals, Exhibitions and Production of Dance, Drama, Theatre, Music and undertaking small research project etc. on any art forms/important cultural matters relating to different aspects of Indian Culture. The scheme of CFPG is administered by NCZCC, Pryagraj. The quantum of assistance is restricted to 75% of the project cost subject to maximum Rs. 5.00 Lakhs per projects recommend by the Expert Committee. In exceptional circumstances, Financial Assistance may be given upto Rs. 20 Lakhs with the approval of Hon’ble Minister of Culture. The grant is paid in 02 instalments of 75% and 25% respectively. 2. A meeting of CFPG was held on 22nd to 25thJuly, 2019 under the Chairpersonship of Joint Secretary (Performing Arts Bureau) to consider the proposals for financial assistance by the Expert Committee. 3. The Expert Committee has considered the 1684 applicationswhich were complete and supported with all documents required under the scheme in the 41st Meeting of CFPG held 22nd to 25th July, 2019 under the Scheme. The Committee examined each and every proposal individually before taking a decision and has recommended 859 proposals for financial assistance under the scheme.The details of all 859 cases approved for grant is placed at Annexure-I.

It is noteworthy to observe that number of social institutions have come up over the decades based on different religious groups or castes which have been studied for having an idea about the behaviour and attitude of different communities of the city. The survey has been made on the basis of personal interviews with the Head of the institutions/organisations or with some other active members of different institutions/organisations. Journals or leaflets published by some of them have been of considerable help in making such a study. In this connection particular importance was attached to the history and development of the institution or the organisation and on the major activities of each of them. More or less 50 institutions/ organisations came under the study as discussed in the following pages. They may be grouped into a few broad categories in terms of their activities.Such as (a) Social Organisations, primarily engaged in social (107) services; (b) Religious Organisations, representing different religious faiths.
