Glossary of abbreviations .................................................................................. 105 LSSIP Year 2020 Portugal Released Issue Executive Summary National ATM Context Member State of: Civil aviation falls under the responsibility of the Civil Aviation Authority (ANAC) that, according to national legislation, carries out the role of regulatory and national supervisory authority and is fully separated from the service provider. The National Aeronautical Authority (AAN) responsibilities include the regulation, certification, inspection and supervision of the overall National Defence aeronautical activities The Portuguese Air Force (PRTAF) primary mission is the air defence of the Portuguese sovereign territory, and thus is primarily an airspace user. Additionally, the PRTAF is the military service provider, designated by the AAN, for the provision of ATS, at the military aerodromes. Both the AAN and the PRTAF report directly to the Ministry of National Defence. GPIAAF is an Agency subordinated to the Ministry of Planning and Infrastructure and is responsible for the investigation of civil aircraft accidents and serious incidents and rail accidents, within Portugal. NAV Portugal, E.P.E. is the Air Navigation Service Provider designated by the Portuguese Government to provide services within Flight Information Region (FIR) of Lisboa and Santa Maria oceanic controlled airspace. ANA - Aeroportos de Portugal, SA, whose share capital is 100% held by VINCI, SA, is responsible for developing and managing the country’s main Portuguese airports. Main airport covered by LSSIP: LPPT – Lisboa Airport LSSIP Year 2020 Portugal 1 Released Issue Traffic and Capacity Traffic Growth Summer En-Route Delay Summer 2020 (May-Oct) Per ACC 0.0.1000 0.00 -58% 2020 2020 2019 2020 Portugal is part of: The SW FAB Number of national projects: 5 Number of FAB projects: 19 Summary of 2020 developments: All the implementation projects of Portuguese Air Traffic Service Provider (ATSP) are performance oriented to the optimisation of the airspace under its provision and covering improvements in the operational and technical fields while converging with the European planning framework to provide a greater value to customers. All the objectives/projects are built around the following main lines of action or areas of work: · Airspace Management Optimisation; · Infrastructure Harmonisation; · European Network Planning. Along 2020, the “Harmonisation Project” was concluded regarding the airspace classification, Upper/Lower airspace vertical limits and radar separation, between Portugal and Spain, accomplishing with the objectives at technical and operational level. On what concerns the implementation of the LSSIP objectives, some were concluded and others delayed mainly those ones directly linked to the TOPSKY Project of the Pt ANSP. In this context, as an example, it is expected that Portugal will only be, in full compliance, with the implementation of all data connection services, according to Commission Implementing Regulation (EU) 2015/310 of 26 February 2015 amending Regulation (EC) No 29/2009 laying down requirements on data link services for the single European sky and repealing Implementing Regulation (EU) No 441/2014, in the first quarter of 2022. On 10 August 2020, the National Civil Aviation Authority, Autoridade Nacional da Aviação Civil (ANAC), changed its organizational structure. This change was due to the approval of the Internal Rules of Organization (RIO), which among other situations took into account the evolution of European Union Regulations, namely the entry into force of the Regulation (EU) 2018/1139. This regulation has motivated the adjustment of some other European Union Regulations, and Implementing and Delegated Acts of the European Commission, as well as the approval of new legal regimes likewise the new legal regime applicable to unmanned aircraft systems. LSSIP Year 2020 Portugal 2 Released Issue Due to COVID-19, the National Civil Aviation Authority (ANAC) implemented a contingency plan where most of the 2020 activities were carried out in a telework regime. ANAC coordinated with ANA an aircraft long-term parking plan, to ensure a timely, orderly, safe and efficient process that would prevent safety from being affected by the pandemic. At the same time, ANAC had to coordinate the issuance of NOTAMs distributing information related to the government measures in the aeronautical field, involving multiple entities within the public administration, the aerodromes and the air navigation service providers, taking into account EUROCONTROL's harmonisation criteria and ICAO's recommendations regarding the nature of flights subject to exemptions. ANAC was responsible for assessing, upon request, the contingency plans of the regulated organizations. An exceptional extension of validity periods for licences, endorsements and language certificates of air traffic controllers was also necessary, which involved the issuance of Aeronautical Information Circulars (CIA) and the corresponding notifications to the Commission, EASA and other Member States, established under Article 71 of Regulation (EU) 2018/1139, of
