Southern Marin Fire Protection District Board of Directors Cathryn Hilliard, President, Peter Fleming, Vice President Kurt Chun, Thomas Perazzo, Dan St. John, Stephen Willis, Cristine DeBerry OPERATIONS, TRAINING STAFF REPORT Board Meeting Date: June 24, 2020 Incidents & Operational Highlights: The Southern Marin Fire Protection District and the Mill Valley Fire Departments continued to focus on fire season preparations from late May through June. Since the last board meeting, our community maintains its path towards the new normal during this pandemic. This has necessitated a safe shift in posture back towards the new normal for our fire stations as we pivot in opening portions of our stations to the public. Melding the provisions of social distancing into the team effort that is the fire service is proving to be challenging (but not impossible) as California enters another wildland fire season. The new methods, processes, and activities were exercised early June during the Quail Fire (Solano County). It was clear that additional work is necessary to manage with social distancing large teams of firefighters during deployment. In the midst of spiking COVID- 19 cases throughout the nation and in Marin County, civil unrest (Black Lives Matter) has emerged, causing concern for the spread of disease, as numerous peaceful protests occurred throughout our region Mid-June. Our teams provided significant effort to support law enforcement and community leaders to ensure safe demonstrations and community gatherings in locations such as Marin City, Mill Valley, and the Golden Gate Bridge. During these challenging times, the staff of the Southern Marin Fire and Mill Valley Fire are continuing to be useful to the community. -

Introduction and Evaluation Process Summary Inventoried Roadless Areas Proposed Wilderness by and Wilderness Evaluations Alternative Introduction and Evaluation Process Summary Roadless areas refer to substantially natural landscapes without constructed and maintained roads. Some improvements and past activities are acceptable within roadless areas. Inventoried roadless areas are identified in a set of maps contained in the Forest Service Roadless Area Conservation Final Environmental Impact Statement (FEIS), Volume 2, November 2000. These areas may contain important environmental values that warrant protection and are, as a general rule, managed to preserve their roadless characteristics. In the past, roadless areas were evaluated as potential additions to the National Wilderness Preservation System. Roadless areas have maintained their ecological and social values, and are important both locally and nationally. Recognition of the values of roadless areas is increasing as our population continues to grow and demand for outdoor recreation and other uses of the Forests rises. These unroaded and undeveloped areas provide the Forests with opportunities for potential wilderness, as well as non-motorized recreation, commodities and amenities. The original Forest Plans evaluated Roadless Area Review and Evaluation (RARE II) data from the mid- 1980s and recommended wilderness designation for some areas. Most areas were left in a roadless, non- motorized use status. This revision of Forest Plans analyzes a new and more complete land inventory of inventoried roadless areas as well as other areas identified by the public during scoping. -

UNITED STATES ENVIRONMENTAL PROTECTION AGENCY REGION IX 75 Hawthorne Street San Francisco, CA 94105 July 14, 2009 Ms. Mary Grim Section 10 Program Coordinator U.S. Fish and Wildlife Service 2800 Cottage Way, W-2605 Sacramento, CA 95825 Subject: Draft Environmental Impact Statement (DEIS) for the Tehachapi Upland Multi-Species Habitat Conservation Plan, Kern and Los Angeles Counties, CA (CEQ # 20090011) Dear Ms. Grim: The U.S. Environmental Protection Agency (EPA) has reviewed the DEIS for the Tehachapi Upland Multi-Species Habitat Conservation Plan (HCP) pursuant to the National Environmental Policy Act (NEPA), Council on Environmental Quality (CEQ) regulations (40 CFR Parts 1500-1508), and our NEPA review authority under Section 309 of the Clean Air Act. Our comments were also prepared under the authority of, and in accordance with, the provisions of the Federal Guidelines (Guidelines) promulgated at 40 CFR 230 under Section 404(b)(1) of the Clean Water Act (CWA). Our detailed comments are enclosed. The EPA acknowledges the intent of the Tejon Ranch Conservancy (TRC) and the U.S. Fish and Wildlife Service (Service) to develop an HCP in response to TRC’s application for an incidental take permit (ITP) for the twenty-seven proposed covered species. We recognize that an HCP can result in more holistic, regional approaches to conservation of the covered species and their habitats and generally find them preferable to piece-meal, project-by-project permitting. The above notwithstanding, we have rated the DEIS EC-2, Environmental Concerns – Insufficient Information (see attached “Summary of the EPA Rating System”) due to several concerns with potential impacts to covered species and habitats resulting from covered activities, and with a lack of sufficient information in the DEIS. -

Jan., 1905 I THE CONDOR 9 had, therefore, to the second supposition which is that the birds learned this course gradually by an extension of a shorter course. It is known that at one time the Gulf of Mexico extended north approximately to what is now the mouth of the Ohio River. It is a fair presumption that at this time migrants passed by land from Mexico through what is now Texas to their summer homes in the Mississippi Valley. This course would be but little longer than the direct course across the Gulf. As time passed and the land began to ap- pear to the south of the mouth of the Ohio, the birds’ route would turn more and more to the east in northern Texas, while at the same time it is probable that the climatic conditions in southern Texas and northwestern Mexico became less favor- able to the support of a large population of forest loving birds. These two causes together probably induced the birds at first to follow close along the Texas coast to shorten the distance and obtain food; later to make short flights over the water, near to the shore, and still later to lengthen these flights, carrying the path of the flight continually to the eastward, until finally they adopted their present route across the full width of the Gulf of Mexico. It is believed by some that many of the birds of the eastern United States reached their present breeding grounds by way of a former extension of Honduras toward Cuba, and thence across that island to the Bahamas and Florida. -
