Inventoried Roadless Areas and Wilderness Evaluations Introduction and Evaluation Process Summary Inventoried Roadless Areas and Wilderness Evaluations For reader convenience, all wilderness evaluation documents are compiled here, including duplicate sections that are also found in the Draft Environmental Impact Statement, Appendix D Inventoried Roadless Areas. Introduction and Evaluation Process Summary Inventoried Roadless Areas Proposed Wilderness by and Wilderness Evaluations Alternative Introduction and Evaluation Process Summary Roadless areas refer to substantially natural landscapes without constructed and maintained roads. Some improvements and past activities are acceptable within roadless areas. Inventoried roadless areas are identified in a set of maps contained in the Forest Service Roadless Area Conservation Final Environmental Impact Statement (FEIS), Volume 2, November 2000. These areas may contain important environmental values that warrant protection and are, as a general rule, managed to preserve their roadless characteristics. In the past, roadless areas were evaluated as potential additions to the National Wilderness Preservation System. Roadless areas have maintained their ecological and social values, and are important both locally and nationally. Recognition of the values of roadless areas is increasing as our population continues to grow and demand for outdoor recreation and other uses of the Forests rises. These unroaded and undeveloped areas provide the Forests with opportunities for potential wilderness, as well as non-motorized recreation, commodities and amenities. The original Forest Plans evaluated Roadless Area Review and Evaluation (RARE II) data from the mid- 1980s and recommended wilderness designation for some areas. Most areas were left in a roadless, non- motorized use status. This revision of Forest Plans analyzes a new and more complete land inventory of inventoried roadless areas as well as other areas identified by the public during scoping. These inventoried roadless areas are evaluated by alternative to determine which areas would be recommended to Congress for wilderness designation and which areas would be allocated to an alternative land use. There were 118 roadless areas inventoried within the southern California National Forests for the Forest Plan revisions, totaling approximately 1,065,925 acres, approximately 32% of the total National Forest System lands or 47% of the total non-wilderness National Forest System lands here. Wilderness evaluation of the roadless inventory of the Forests, as well as of other undeveloped areas proposed by the public, is based on criteria of capability, availability, and need: ● Capability: The capability of potential wilderness is the degree to which it contains the basic characteristics that qualify it for wilderness designation. Factors examined include environment and special features, challenge, outdoor recreation opportunities, and manageability. ● Availability: An area's availabilityis determined by comparing wilderness values in that location to the value of and need for other resource uses and production from the same land area. ● Need: The need for designation of new wilderness is based on comparing the value of a potential area to existing wilderness in nearby locations as well as to the National Wilderness Preservation System as a whole. This analysis considers demand for additional wilderness recreation opportunities on the forest. It also looks at the need to give certain vegetation types the protection that wilderness designation would afford. Using the above criteria, each area was rated high, moderate, or low. The analysis resulted in identification of 23 roadless and other undeveloped areas within the Angeles National Forest, 21 roadless and other undeveloped areas within the Cleveland National Forest, 51 roadless areas within the Los Padres National Forest, and 23 roadless areas within the San Bernardino National Forest.     Response to Correspondence from Arroyos & Foothills Conservancy Regarding the ArtCenter Master Plan Note that the emails (Attachment A) dated after April 25, 2018, were provided to the City after the end of the CEQA comment period, and, therefore, the emails and the responses below are not included in the EIR, and no response is required under CEQA. However, for sake of complete analysis and consideration of all comments submitted, the City responds herein and this document is made part of the project staff report. Response to Correspondence This correspondence with the Arroyos & Foothills Conservancy occurred in the context of the preparation of the EIR for the ArtCenter Master Plan. The formal comment letter from Arroyos & Foothills Conservancy included in this correspondence was responded to as Letter No. 6 in Section III, Response to Comments, of the April 2018 Final EIR for the ArtCenter Master Plan. The primary correspondence herein is comprised of emails between John Howell and Mickey Long discussing whether there is a wildlife corridor within the Hillside Campus, as well as emails between John Howell and CDFW regarding whether there is a wildlife corridor and whether CDFW will provide a comment letter regarding the ArtCenter Project for the Planning Commission hearing on May 9, 2018. Note that CDFW submitted a comment letter on May 9, 2018, after completion of the Draft EIR and Final EIR. The City has also provided a separate response to this late comment letter. This correspondence centers around the potential for the Hillside Campus to contribute to a wildlife corridor. The CDFW was contacted during preparation of the Final EIR to obtain specific mapping information to provide a more comprehensive description of the potential for wildlife movement within the Hillside Campus within the Final EIR.

Army Corps of Engineers, I have reviewed and evaluated, in what I believe to be the public interest, the project Tor Cucamonga Creek, West Cucamonga Creek, and Deer Creek channel improvements, from the Sari Gabriel Mountains to Prado Reservoir, San Bernardino and Riverside Counties, California, which is outlined in the project description section of this environmental statement. In evaluating this project, I have considered all project documents, comments by concerned agencies and individuals, and possible alternatives. 2. My staff has (a) compiled an environmental statement that covers the fundamental and basic environmental impacts; (b) computed the cost and economic impacts of the proposed project; (c) considered the project effects on the surrounding community; (d) considered alternatives; and (e) prepared engineering plans for the project. I have reviewed their findings and the comments of Federal, State, local agencies, and interested parties. \ 3. In my evaluation the following points were considered: a. ' Economic considerations. The proposed project will provide flood damage reduction for floods up to standard-project-fiood magnitude to developed areas consisting of valuable residential, commercial, agricultural, and industrial property, important -r-utilities, arterial and interstate highways, an international airport, and transcontinental railroad lines serving the area. b. ‘ Engineering considerations. The project is designed to provide flood protection by providing debris basins and increased channel capacity. The channel is also designed to divert runoff into spreading basins for ground water recharge. c. ' Social well-being considerations. The well-being of the people in the project area will be improved because of flood protection that will reduce the possibility of loss of life, injury', disease, and inconvenience.

The creek flows in a generally southern direction into Hudeman Slough, which enters the Napa River via the Napa Slough. Huichica Creek consists of approximately eight miles of channel. Huichica Creek In March 1966 and in the winters of 1970 and 1971, DFG identified O. mykiss in Huichica Creek (Hallett and Lockbaum 1972; Jones 1966, as cited in Hallett, 1972). In December 1976, DFG visually surveyed Huichica Creek from the mouth to Route 121 and concluded that the area surveyed offered little or no value as spawning or nursery grounds for anadromous fish. However, the area was said to provide passage to more suitable areas upstream (Reed 1976). In January 1980, DFG visually surveyed Huichica Creek from Route 121 upstream to the headwaters. Oncorhynchus mykiss ranging from 75–150 mm in length were numerous and were estimated at a density of 10 per 30 meters (Ellison 1980).
