Voglio invece cogliere quest'occasione per ritornare per un attimo a dieci anni fa quando, in una notte carica di emozione e di pio- ggia, è stata definitivamente abbattuta la frontiera fra l'Italia e la Slovenia. Non era una sola frontiera che cadeva perché il mattino dopo (a Dublino) si celebrava la solenne cerimonia dell'entrata di dieci nuovi paesi nell'Unione Europea. In quel momento crollava in modo definitivo la cortina di ferro ed iniziava un nuovo capitolo della nostra storia. Una storia finalmente comune, che in questi dieci anni, anche se non ha raggiunto tutti gli obiettivi che si spe- rava, ha però garantito un futuro

    HAUTE ÉCOLE Quarterly Publication of the Lipizzan Association of North America Volume 17, Issue 2 LIPIZZAN TEAM WINS A GREAT RACE By Dr. Delphi Toth, Huszár Farm Lipizzans, Valley City, Ohio This is a true story, told to me often by my first and beloved riding master, Michael VonDerNonne, an old-world classical horseman who was born in 1897 in the Austro-Hungarian Empire and who came to live in northern Ohio after World War II. The first time I saw Michael, he was atop a mag- nificent gray doing an elegant passage down the barn aisle. “Wow!” was all that my child’s brain could manage in response to this stunning presence. As I watched this wonderful tall man come down from his wonderful tall horse, I saw him become shorter and shorter as his came to the ground and his legs began to bow out, reducing his height by yet another few inches. He was so bow-legged a pony could have been slipped underneath him as he was standing there. Herr VonDerNonne, I learned, was a former VonDerNonne, my first riding master, and Dina, cavalry officer, an Eastern European aristocrat and my professor horse, in 1969 a dressage master. I became his student then his apprentice.     V Osrčju Evropskega Parlamenta: Članstvo Slovenskih Evroposlancev V Odborih Evropskega Parlamenta**

    Andreja PEGAN* V OSRČJU EVROPSKEGA PARLAMENTA: ČLANSTVO SLOVENSKIH EVROPOSLANCEV V ODBORIH EVROPSKEGA PARLAMENTA** Povzetek. Članek obravnava aktivnosti slovenskih evro- poslancev, ki jih avtorica povzema iz analize članstva v odborih Evropskega parlamenta (EP) med letoma 2004 in 2017. Članek izhaja iz domneve, da – glede na manj- še število evroparlamentarnih mandatov Slovenije v primerjavi z večino držav članic EU – slovenski evropo- slanci delujejo v različnih odborih, da bi tako povečali zastopanost slovenskih volivcev v odločevalnem procesu EP. Ugotovitve potrjujejo to domnevo. Politična (stran- karska) in nacionalna sestava plenuma ter ekspertna znanja slovenskih evroposlancev prispevajo k raznoli- kosti članstva slovenskih evroposlancev v odborih EP in zastopanosti volivcev v odborih EP. Članek prispeva k razširitvi znanja o EP in vlogi slovenskih evroposlancev 1077 ter postavlja temelje za nadaljnje proučevanje aktivno- stih slovenskih evroposlancev v odborih EP. Ključni pojmi: Evropski parlament, člani Evropskega parlamenta, evroposlanci, Evropska unija Uvod Od začetka evropskih integracij v petdesetih letih se je proučevanje Evropskega parlamenta (EP) močno razmahnilo (glej pregled literature v Hix in Høyland, 2014). V okviru študij parlamentov, EP in vpliva le-tega v Sloveniji se je slovenska politološka znanstvena skupnost osredotočila predvsem na proučevanje evropskih volitev (Fink-Hafner in Deželan, 2005, 2014; Krašovec, 2010; Kustec Lipicer, 2007, 2010) in vlogo Državnega zbora Republike Slovenije (DZ) v evropskih zadevah (Kocjančič, 2003; Zajc, 2006; Vehar, 2007; Lončar, 2009; Kajnč Lang, 2015). Raziskovalci so doslej izrazili manj zanimanja za aktivnosti članov Evropskega parlamenta (ČEP, tj. evro- poslanci) (glej izjeme Šnabl, 1998; Deželan, 2004a, 2004b). Resumption of the session President. – I declare resumed the session of the European Parliament adjourned on 10 July 2008. 2. Announcement by the President President. − Ladies and gentlemen, welcome to you all. I would like to begin with some comments about the situation regarding the plenary chamber in Strasbourg. As you know, due to the partial collapse of the false ceiling in the plenary chamber in Strasbourg on 7 August, this first part-session of the European Parliament in September has had, exceptionally, to be held here in Brussels. I took this decision with a view to ensuring the greatest possible safety of Members and staff, based on my perusal of the initial expert reports and after consultation with the chairpersons of the groups and the French Council Presidency. The decision also takes account of the need to maintain continuity in the European Parliament’s legislative work. The preliminary findings of the investigations indicate that the partial collapse of the false ceiling was caused by fractures in the building components which connect the suspended ceiling with the actual ceiling structure. The investigations are ongoing and are being carried out by several independent international structural engineering firms commissioned by Parliament with a view to establishing further details and responsibilities for the collapse. These investigations are being carried out in very close cooperation with the relevant local authorities as well as with a senior buildings safety expert appointed by the French Government.

    Citizen©s Forum: The First Successful eDemocracy Initiative in the Republic of Slovenia? Simon DELAKORDA, Centre of eDemocracy / Institute of Ecology, Štihova 5, 1000 Ljubljana, Slovenia Tel: +386 41 365 529, Email: [email protected] Abstract: On-line forums in Slovenian web sphere have just recently justified theoretical assumptions that democratic potentials of the Internet based communication can strengthen citizen's deliberation on public issues. Earlier unsuccessful attempts resulted in overall scepticism towards participatory possibilities of on-line forums. Opposite to them, the e-democratic experience of the Citizen©s forum affricates the democratic value of moderated on-line debates when engaging Slovene citizens in the European Parliament©s decision-making process. The cases of web debates concerning the European social model and the European energy policy point out political circumstances, technical conditions and communication patterns essential for effective implementation of an e-democracy on-line forum. Introduction The aim of this paper is to reflect on key political, technological and communication factors required for effective on-line engagement of Slovene citizens in deliberation processes with members of the European parliament. Based on empirical evidence from practical example of the Citizen©s web forumi, recommendations for successful implementation of an e-democracy on-line forum regarding European policy issues will be proposed. Both factors and recommendations will be firstly endorsed by presenting the general context of the e-democracy developments in Slovenia from the viewpoint of its hegemonic conceptual orientation and comparison with other nations.
