Its intended attack, originally a main stroke in the Allies’ thrust on the Sonime, had been reduced, under Nivelle’s plan, to an important pre- cursor of the British feint at Arras. When the Germans on February 22nd made their preliminary withdrawal, the prospect of General Gough being able to strike at all began to vanish by reason of the voluntary abandonment by the enemy of the points to be attacked. By timely retirements the enemy thrice placed himself out of range of a blow about to be de1ivered.l The final withdrawal had been so timed as to render it difficult for the Fifth Army-and even the right of the Third-to follow it up and come into effective action again before the commencement of the spring offensive. Time, however, was the enemy’s sole gain, so far as this particular stroke was concerned.2 His flank, running back at a sharp angle from the Arras front, would still offer a most tempting objective for a powerful stroke. The Fifth Army, when it came up against the Hindenburg Line, would be well to the left rear of the German front at Arras, and only eight miles distant.     COMMUNIQUÉ DE PRESSE 351 COMMUNES DU PAS-DE-CALAIS Arras, le 1er décembre 2020 CLASSEES EN ZONE DE REVITALISATION DES COMMERCES EN MILIEU RURAL Par arrêté ministériel du 16 octobre 2020, publié au Journal Officiel le 27 novembre 2020, 351 communes du Pas-de-Calais ont été classées en zone de revitalisation des commerces en milieu rural (voir liste en annexe). Ce nouveau dispositif, proposé par la mission gouvernementale « Agenda rural » fin 2019, a été institué par la loi de finances pour 2020 afin de soutenir le commerce de proximité. Sont ainsi classées les communes dont la population municipale est inférieure à 3500 habitants, qui ne sont pas intégrées à une aire urbaine de plus de 10 000 emplois, et qui ne comptent pas plus de dix commerces sur leur sol. Cette mesure permet aux communes volontaires de mobiliser un outil d’incitation fiscale pour maintenir les commerces de proximité et encourager la réinstallation de commerces dans leurs territoires. Sous réserve d'une délibération de la commune ou de l'intercommunalité en ce sens, les commerces de moins de 11 salariés et de moins de 2 millions d'euros de chiffre d'affaires peuvent demander à bénéficier d'exonérations de cotisation foncière des entreprises (CFE), de taxe foncière sur les propriétés bâties (TFPB) et de cotisation sur la valeur ajoutée des entreprises (CVAE) pour les exercices 2020 à 2023. Ce sont ici deux artistes qui sont recherchés. 1° Cadre de la résidence-mission Animée par la volonté de réduire les inégalités en matière d’accès à l’art et à la culture en se donnant un objectif ambitieux de généralisation d’une éducation artistique et culturelle en faveur des enfants, des adolescents et des jeunes adultes de son territoire et en contribuant ainsi à la constitution de leur parcours d’éducation artistique et culturel, la Communauté de Communes du Sud-Artois (CCSA) en partenariat étroit avec la Direction Régionale des Affaires Culturelles du Nord – Pas-de-Calais (DRAC), le rectorat de l’académie de Lille – délégation académique aux arts et à la culture (DAAC) et la direction départementale des services de l’éducation nationale (DASEN – Pas- de-Calais), propose deux résidences-mission destinées à deux artistes des domaines 1) du livre et 2) de la musique. Les partenaires souhaitent que ces deux résidences-mission puissent être l’occasion pour les enfants et les jeunes de la Communauté de Communes du Sud-Artois de redécouvrir leur territoire, de relever et de réinventer leur quotidien, et ainsi de porter un regard nouveau sur ce qui les entoure.
