The Politics of Group Representation Quotas for Women and Minorities Worldwide Mona Lena Krook and Diana Z. O’Brien In recent years a growing number of countries have established quotas to increase the representation of women and minorities in electoral politics. Policies for women exist in more than one hundred countries. Individual political parties have adopted many of these provisions, but more than half involve legal or constitutional reforms requiring that all parties select a certain proportion of female candidates.1 Policies for minorities are present in more than thirty countries.2 These measures typically set aside seats that other groups are ineligible to contest. Despite parallels in their forms and goals, empirical studies on quotas for each group have developed largely in iso- lation from one another. The absence of comparative analysis is striking, given that many normative arguments address women and minorities together. Further, scholars often generalize from the experiences of one group to make claims about the other. The intuition behind these analogies is that women and minorities have been similarly excluded based on ascriptive characteristics like sex and ethnicity. Concerned that these dynamics undermine basic democratic values of inclusion, many argue that the participation of these groups should be actively promoted as a means to reverse these historical trends. This article examines these assumptions to explore their leverage in explaining the quota policies implemented in national parliaments around the world. It begins by out- lining three normative arguments to justify such measures, which are transformed into three hypotheses for empirical investigation: (1) both women and minorities will re- ceive representational guarantees, (2) women or minorities will receive guarantees, and (3) women will receive guarantees in some countries, while minorities will receive them in others. -

Materials: There are two books for this course, available in the bookstore. The books are The Unsteady March, by Philip Klinkner and Rogers Smith; and When Affirmative Action Was White, by Ira Katznelson. PS 5549 will have one additional text: Lowndes, Novkov and Warren, eds. Race and American Political Development. All other readings will be available on Canvas. Requirements for 449: This is a heavy reading course 1. Seven in-class quizzes. These quizzes will assess your comprehension of the assigned reading, lectures and class discussions. Your lowest two scores will be dropped. No make-up quizzes are possible. (50% of final grade) 2. Midterm in-class exam (25% of final grade) 3. Final exam (25% of final grade) 4. Participation: Students will be expected to attend class and participate in class discussions. Constructive, informed, respectful participation that contributes directly to conversations about the course material will raise borderline grades; lack of participation may result in lower grades. Study of the political culture may shed light on the nature of the political struggles and on the policy process in general. Political outcomes in the United States are not random but are structured and connected by certain enduring values. We seek answers to questions such as: How do Americans thinks about government, political institutions, social welfare, and the market? What are the origins and sources of American political culture? How has it changed over time, and what factors account for this change? How is American political culture distinctive, and how is it being reshaped in a time of globalization? In the process of this broad inquiry, we necessarily treat concepts such as democracy, liberty, individualism, American “exceptionalism,” political community, and political culture itself. Citizenship Denationalized LINDA BOSNIAK° INTRODUCTION When Martha Nussbaum declared herself a "citizen of the world" in a recent essay, the response by two dozen prominent intellectuals was overwhelmingly critical.' Nussbaum's respondents had a variety of complaints, but central among them was the charge that the very notion of world citizenship is incoherent. For citizenship requires a formal governing polity, her critics asserted, and clearly no such institution exists at the world level. Short of the establishment of interplanetary relations, a world government is unlikely to take form anytime soon. One Rewriting the Epic of America IRA KATZNELSON “Is the traditional distinction between international relations and domes- tic politics dead?” Peter Gourevitch inquired at the start of his seminal 1978 article, “The Second Image Reversed.” His diagnosis—“perhaps”—was mo- tivated by the observation that while “we all understand that international politics and domestic structures affect each other,” the terms of trade across the domestic and international relations divide had been uneven: “reason- ing from international system to domestic structure” had been downplayed. Gourevitch’s review of the literature demonstrated that long-standing efforts by international relations scholars to trace the domestic roots of foreign pol- icy to the interplay of group interests, class dynamics, or national goals1 had not been matched by scholarship analyzing how domestic “structure itself derives from the exigencies of the international system.”2 Gourevitch counseled scholars to turn their attention to the international system as a cause as well as a consequence of domestic politics. He also cautioned that this reversal of the causal arrow must recognize that interna- tional forces exert pressures rather than determine outcomes. “The interna- tional system, be it in an economic or politico-military form, is underdeter- mining. The environment may exert strong pulls but short of actual occupation, some leeway in the response to that environment remains.”3 A decade later, Robert Putnam turned to two-level games to transcend the question as to “whether -

Katz 428 Robertson Hall Ph: 258-5637 [email protected] Wednesdays, 1:30-4:20 p.m. Robertson Hall This is a course designed to introduce undergraduate students to the remarkable resurgence of attention to the associational and voluntary sector which Alexis de Tocqueville identified a century and a half ago as the distinctive characteristic of American society. For the past twenty years or so, increasing interest in this sector has been displayed by politicians and scholars, and the sector has come to be praised on all sides. Alas, it has not been understood as much as it has been admired. Furthermore, the end of the Cold War and the collapse of most socialist states has led to international enthusiasm for the building of civil society by means of voluntary non-profit activity, in the belief that strong civil societies would promote democracy. The real question is which comes first, civil society or democracy. We will begin by closely examining the concepts of civil society and social capital – civil society as it has been redefined since the end of the Cold War, and social capital as it have been developed by Robert Putnam and other social scientists. We will then focus on the network of institutions called the Third (or not-for-profit) Sector, in order to see how Americans organize themselves in the space between the state and the market. Finally, we will contrast American behavior with that in other societies, notably of the formerly socialist nations.
