The province of Khyber Pukhtunkhwah has a culture, language, traditions and patriarchal values that are substantially different from the rest of the country. There is a chronically low participation rate in higher education by women (6.55%) as opposed to men (28.44%). For this research, a mixed methods approach was used founded on Marxist and Islamic Feminist research paradigms, interviewing and questioning students in four higher education institutes in Peshawar, Pukhtunkhwah, using a research design that included both quantitative and qualitative methods. The data analysis reveals that the women who succeed in entering higher education actually have social / economic advantages; they are in general from the elite and the upper middle classes. However, even they face problems relating to the particularly conservative understandings and practices of Islam that are culturally specific to Pukhtunkhwah/ Pukhtun culture as these were dominant in forming their decisions rather than the actual teachings of Islam. Attitudes towards women’s work and the language of instruction used in their education had implications for their educational opportunities Women of all economic classes had difficulty with being allowed to reach decisions on their own: they had to seek approval from their families, particularly from their male relatives. Men (and women) misinterpreted the teachings of religion, in other words they ‘culturalised’ Islam instead of Islamising the culture. One of the aims of this thesis is ‘Breaking the Silence: Listening to Pukhtun Women’. This thesis does this as it gives voice to (a number of) Pukhtun women, concerning their lives, hopes, anticipations, relating to education and career. However, this is just a beginning and much more research needs to occur in order to allow better understanding of the lives and aspirations of women in this area of Pakistan.     Taliban Militancy: Replacing a culture of Peace Taliban Militancy: Replacing a culture of Peace * Shaheen Buneri Abstract Time and again Pashtun leadership in Afghanistan and Pakistan has demanded for Pashtuns' unity, which however until now is just a dream. Violent incidents and terrorist attacks over the last one decade are the manifestation of an intolerant ideology. With the gradual radicalization and militarization of the society, festivals were washed out from practice and memory of the local communities were replaced with religious gatherings, training sessions and night vigils to instil a Jihadi spirit in the youth. Pashtun socio-cultural and political institutions and leadership is under continuous attack and voices of the people in Khyber Pakhtunkhwa and FATA find little or no space in the mainstream Pakistani media. Hundreds of families are still displaced from their homes; women and children are suffering from acute psychological trauma. Introduction Pashtuns inhabit South Eastern Afghanistan and North Western Pakistan and make one of the largest tribal societies in the world. The Pashtun dominated region along the Pak-Afghan border is in the media limelight owing to terrorists’ activities and gross human rights violations. ABSTRACT The ranging course of terrorism banishing peace and security prospects of today’s Pakistan is seen as a domestic effluent of its own flawed policies, bad governance, and lack of social justice and rule of law in society and widening gulf of trust between the rulers and the ruled. The study focused on policies and performance of the Musharraf government since assuming the mantle of front ranking ally of the United States in its so called ‘war on terror’. The causes of reversal of pre nine-eleven position on Afghanistan and support of its Taliban’s rulers are examined in the light of the geo-strategic compulsions of that crucial time and the structural weakness of military rule that needed external props for legitimacy. The flaws of the response to the terrorist challenges are traced to its total dependence on the hard option to the total neglect of the human factor from which the thesis develops its argument for a holistic approach to security in which the people occupy a central position.

    6 Mapping conflicts in Pakistan: State in turmoil A defining moment in Pakistan occurred with former president Pervez Musharraf’s decisions reversing the country’s pro-Taliban Afghan policies in favour of supporting the United States and the North Atlantic Treaty Organization (NATO) in the global war on terror against Al-Qaeda and the Taliban. Pursuing a pro-Western agenda caused a realignment of Pakistan’s enemies within the country, especially the ultra-conservative factions (Schofield 2011: 623). Scores of analysts have written about Pakistan’s problems of identity, national security and ethnicity, and how these have contributed to its instability (Lodhi 2011; Nawaz 2008; Rashid 2010b, 2012). Due to various conflicts in the region—in particular, in Afghanistan and the internal conflicts in Pakistan—the state has been in turmoil since its creation in 1947. The crises of Pakistani statehood lie in the inherent tension between Pakistan’s deep religiosity and its quest for a secular disposition. In the previous chapter, we saw that the departure of the British was accompanied by riots and violence. This has been analysed by political scientists and historians from the perspective of both religious nationalism and communalism. In this chapter, we begin with a brief introduction to Partition and then move on to the current conflict narratives of Pakistan. National policies—whether or not seemingly neutral in relation to various ethnic groups—are ‘superimposed’ on local settings that may be marked by class, caste, gender and community inequalities (which are mutually constituted rather than additive).
