RURAL REFLECTION OCTOBER 2020 The last week has seen a real change in the weather with storm Alex having an effect throughout the South West. It always amazes me on how quickly the ground conditions change. Ten days ago we were out on farms and walking land in dealer boots, this week its water proof leggings and wellies. That said, September has been a cracking month weather wise and if you take yourselves back to last year, you will recall unsettled weather took place from mid-September and seemed to carry on right through past Christmas. Let’s hope October brings 14 days of dry weather to enable winter crops to be planted. Having said that many took the opportunity of prolonged good weather two weeks ago to start autumn cultivations with even the South Hams drilling winter wheat. Nobody wants to be drilling post-Christmas this year.

Moving onto the livestock markets and clients throughout the South West have been witnessing a terrific trade. Although in recent days the finished price for lamb and beef has perhaps has just halted and dropped a little. Store trade continues to remain buoyant with Russell reporting a flying trade for store lambs last Friday and with store cattle numbers tightening up, as farmers choose to take advantage of this dry weather, cattle trade remains remarkable in both the store ring and suckled calf ring. It will be an interesting autumn going forward, although plenty of feed being harvested throughout the summer, rumours of short supplies of straw and poor yields in particulars throughout the South West for winter wheat and barley will ultimately bolster the straw trade.

Onto professional matters and this summer saw Kivells undertake a significant number of Countryside Stewardship applications. The rise in applications is often from farmers and landowners witnessing neighbouring farming businesses benefit from large scale capital works. This being backed up with positive talk between farming friends on what can be achieved from implementing a suitable Countryside Stewardship. To date, we have received news of successful applications albeit just a few.

It appears the Countryside Stewardship will continue in its current form with planning for large scale schemes already taking affect. Albeit there are rumours of the RPA applying a cap on capital works of around £150,000. I have said it before, but I can’t stress enough the huge advantages of establishing large capital investment on farms and the Countryside Stewardship really enables this to take place. The implementation of capital works doesn’t only make your day to day activities on the farm easier to undertake, it also enhances the value of your holding. The establishment of capital items on your holding need to be incorporated with land parcel option on the land. To discuss this further and ensure you are implementing a successful scheme please give one of us a call. Planning ahead is key for an effective application!

On to the Basic Payment Scheme and I would like to highlight some positive news for clients and their 2021 application next spring. The greening requirements have been removed. This means you are free to cultivate any crop and you are not burdened with the requirement of ecological focus area on the farm. For arable farmers this will remove any uncertainty when considering crop rotations.

Further to matters in relation to the Rural Payments Agency, its been brought to our attention that as of 7th October Round 3 of the Small Productivity Grant will be open. This provides farmers the opportunity to purchase farming equipment that enhances efficiency, improves animal health and aids human health and safety on the farm. From rounds 1 & 2 ofthe scheme, farming clients have reaped the benefits when applying and we have seen many successful case studies, in particular when implementing livestock handling facilities. If you require any assistance when applying for this scheme, please contact your local Kivells office who would be delighted to assist.

The farm and land market remains buoyant with a number of successful sales throughout the South West this summer. Both large residential properties and farm land that has hit the open market has been well received and good competition for such properties has been locally and from further afield. As autumn now approaches it is less likely for farms and land to hit the market, that said we are actively out meeting with clients advising them on the preparation for bringing their farms and land to the market next spring. Although this may seem a little early, it is always important good planning is put in place for the launch of an agricultural property, with the winter months giving clients a great opportunity to undertake improvements to the farmstead and surrounding agricultural land. If you are thinking of launching your property in 2021, and you would like advice going forward we would be delighted as always to come out and discuss the options and opportunities for you, so please do not hesitate to contact your local Kivells office. The autumn has proved a busy time for Kivells auctioneers with regards to onsite machinery sales, with both Holsworthy and Exeter operating throughout every Saturday in September and looking to do the same throughout October. September saw the grand retirement sale of Dayment & Skelton Agricultural Engineers down at Blackawton with just shy of 1100 lots being sold between 10am and 4pm with items being bought from purchasers throughout the UK. Other dispersals included the retirement sale on behalf of Mr FG Westcott of Bickington, Newton Abbot, the Clovelly Collective Auction at Seckington Dairies, Bideford, North Devon and the dispersal sale at Wooda Farm, St Veep, , Cornwall. All sales being well attended, meeting the COVID-19 regulations. That said we would like to thank all attendees for their co-operation on this matter. It is becoming ever important for the onsite farm machinery sales to be well set out and well organised, ensuring all health and safety factors are met and furthermore enabling for an efficient and successful sale to be completed, achieving the best possible prices for the machinery forward. As always, if you are looking to hold an on farm machinery sale, Kivells have a tremendous team based in Holsworthy and Exeter that would be delighted to come and advise and put forward their expertise in a successful well organised sale.

October being a notoriously busy time on the farm with livestock being taken off lowland ground and brought closer to the farmstead and dare I say it, being prepared to be housed. That with the autumn cultivations, we hope for the continued dry weather which will enable such operations to be undertaken and stock to stay on grass for longer. As always if you do have any professional matters that need attention then please do not hesitate to contact your local Kivells office who would be delighted to help out, whether it is matters relating to the preparation of a grass keep agreement to the selling of your farm/property.
