Introduction The Master Transportation Plan (MTP) Goals and Policies document specifies three general policies that form the foundation of the MTP and, therefore, transportation in Arlington in the years ahead: integrating transportation with land use, supporting the design and operation of complete streets, and managing travel demand and transportation systems. Between 2015 and 2030, Arlington County population is projected to increase 25 percent and employment is projected to increase by 20 percent. Increasing and enhancing transit options is a prerequisite to accommodating continued long-term growth in Arlington’s population and business activity. As noted in the MTP, the integration of transit and land use, the organization of community development around high quality transit service, has been a foundational policy for the Metrorail corridors in the County for more than 30 years.

    Crystal City/Potomac Yard Corridor Interim Transit Improvement Project Draft Technical Memorandum: Project Summary December 2005 1.0 INTRODUCTION The Crystal City/Potomac Yard corridor in Arlington County and the City of Alexandria, Virginia runs north-south between the Pentagon and Braddock Road Metrorail Station. This corridor is currently undergoing extensive development and redevelopment. At the northern end of the corridor, projects include new residential buildings in Pentagon City and Crystal City, as well as a possible conference center and office building in Pentagon City just south of the Pentagon reservation. The central portion of the corridor is occupied by Potomac Yard, a 368-acre former rail yard that is being redeveloped with a mix of office, residential, and retail uses. Build-out of Potomac Yard over the next 10 years will result in approximately 4.4 million square feet of new office space, 3,000 new residential units, 1,200 new hotel rooms, and 270,000 square feet of new retail space. At the southern end of the corridor, at the edge of Old Town Alexandria, there is active redevelopment of several sites for residential and retail uses. From north to south, all of this development is occurring along a linear, north-south corridor, setting the stage for—indeed requiring—improved transportation services and facilities. As a response to the large numbers of new residents and office workers expected in the corridor, Arlington County and the City of Alexandria asked the Virginia Department of Rail and Public Transportation (DRPT) to undertake a transit alternatives analysis that would explore options to improve transit service.

    CRYSTAL CITY, POTOMAC YARD, AND PENTAGON CITY TAX INCREMENT FINANCING AREA Our Mission: To provide a supplemental financial mechanism for the revitalization of Crystal City, Potomac Yard, and Pentagon City streets, transit, and public open spaces Crystal City, Potomac Yard, and Pentagon City serve as one of Arlington’s largest commercial office, retail, and hotel districts and includes over 13,000 housing units. This area represents 16 percent of the County’s total assessed property value. The commercial building stock in this area is aging with some of it dating back to the 1960s. Additionally, the relocation of government offices due to the Base Realignment and Closure Commission (BRAC) and changes in federal government leasing trends have affected vacancy levels in the area (the commercial vacancy rate in Crystal City was 20 percent at the end of the fourth quarter of 2017). The Crystal City Sector Plan (The Plan) establishes a vision for supporting the revitalization of this important district, which will enable the area to continue to thrive. The Plan envisions significant public infrastructure improvements in streets, transit, and public open spaces to support construction and reconstruction of office, retail, and residential spaces in Crystal City. The near-term infrastructure improvements include realignment of streets and intersections, as well as the Synthetic Turf Program. Longer term improvements include a second entrance to the Crystal City Metrorail station, enhanced surface transit, and open spaces, including a park and an urban plaza. The essential infrastructure needs in the adjacent areas of Potomac Yard and Pentagon City are captured in the Phased Development Site Plans (PDSPs) for these areas.
