Realizó estudios en su ciudad natal. Ingresó, en 1954, al movimiento revolucionario en la Juventud Socialista, en la cual ocupó diferentes responsabilidades y por sus actividades fue detenido en varias ocasiones por los cuerpos represivos de la dictadura de Fulgencio Batista. El 1ro de enero de 1959, lo sorprende en una de las cárceles del tirano. Fundador de los servicios de seguridad cubano, ocupó diferentes responsabilidades, hasta alcanzar en 1976 la jefatura de ese Departamento. En 1988 fue ascendido al grado de general de división, pasando a retiro en 1996. Graduado en la Facultad de Derecho por la Universidad de la Habana, fue profesor adjunto del Departamento de Estudios Sociales. Labora en la actualidad en la corporación cubana CIMEX. Ha participado como miembro de la delegación de Cuba a las diferentes reuniones tripartitas cubano-soviético-norteamericanas, que han analizado los antecedentes, las causas, consecuencias y lecciones de la denominada Crisis de lo Misiles, de octubre de 1962, así como varios seminarios internacionales sobre las actividades terroristas de la Agencia Central de Inteligencia (CIA) norteamericana. viii ACCIÓN EJECUTIVA Ha publicado los libros Playa Girón: la gran conjura (1992); Cuba la guerra secreta de la CIA (1993); The Secret War (1994); Operación Mangosta (2002) y más recientemente 1963: El Complot, así como diversos artículos en la prensa. Porque no hay que contar solo los planes que organizaba la CIA allí: compra una bomba, un fusil para matar un elefante, una pluma que dispara una puntillita y envenena, una careta que produce no sé que hongos y que cosa… ¡No!” —Fidel Castro Ruz Asamblea del Poder Popular 1993 PRESENTACIÓN El 20 de julio de 1961 fui destinado al Buró de Atentados, como se denominaba, la unidad, que dentro del Departamento de Seguridad se encargada de investigar los complots y conspiraciones contra los dirigentes revolucionarios. Fue un día memorable pues además de estrenarme como oficial operativo, tuve el placer y el honor de conocer a los que a partir de ese momento, serían mis jefes y compañeros. El primero, Mario Morales Mesa, Miguel, nuestro jefe, combatiente internacionalista en la guerra civil española, comunista e investigador por naturaleza. Hombre pequeño, delgado, con un fino bigote de los utilizados en los años cuarenta, poseía una férrea voluntad y una valentía personal a toda prueba. De él, se contaban decenas de anécdotas, algunas, de su época de combatiente internacionalista. Una de ellas, referida a la guerra española, narraba que mientras combatía en las Brigadas Internacionales, fue responsabilizado con una ametralladora liviana de fabricación soviética, denominada Maxim, probablemente en honor a su 2 ACCIÓN EJECUTIVA inventor. A Mario lo conocían por ese sobre nombre, ya que tenía una particular formar de disparar, de manera tal, que sus compañeros afirmaban, lo hacía imitando los sonidos de una rumba cubana. Más tarde, según el relato de alguno de sus camaradas, cayó preso en un campo de concentración en la Francia de Vichy,1 y allí se las agenció, para en combinación con los guardias de origen senegalés2 que los cuidaban, abrir un pequeño mercado o bodega, como se le denomina por acá, responsabilizado de abastecer de leche gratuita a los más necesitados y hacer pagar por ella, a los capos del lugar. Mario, era todo un personaje que afortunadamente vivió ochenta y tantos años. Cuando lo conocí, yo regresaba a Cuba después de cursar la escuela soviética, con mucha teoría pero pocos conocimientos de la realidad que tendría que enfrentar. Fue entonces que Mario me enseño la práctica en el combate cotidiano y la habilidad investigativa que en ninguna escuela, por buena que sea, se adquiere. Era un personaje impredecible. Recuerdo en una ocasión, cuando cansados y hambrientos fuimos a comer un bocado a un pequeño comercio, situado en las ruedas de un trailer, parqueado detrás del conocido hotel Nacional de la capital cubana, reconoció, poco después de haber solicitado nuestra orden de “perros calientes”, a uno de los dueños del lugar, antiguo oficial del ejercito de la dictadura batistiana y después de identificarse como simpatizante del “general”,3 se puso a conspirar con él, mientras me indicaba que comiera lo más apresurado que pudiera. Una vez que concluimos, el sujeto nos llevo a una esquina del trailer y nos mostró con cierto orgullo, una caja de petacas incendiarias, artefactos compuestos a base de “fósforo vivo”, entonces uno de los inventos más sofisticados de la CIA para la realización de sabotajes. Rápido como la centella y sin darme tiempo a reaccionar, Mario extrajo el revolver y los detuvo a todos, ocupándose aquellos mecanismos de muerte. Quizás por esa rapidez con que siempre actuaba utilizaba una muletilla al hablar, “me entendiste”, que machaconamente repetía cada vez que a algo se refería. PRESENTACIÓN 3 Recuerdo también a Carlos Enrique Díaz Camacho, cuyo sobrenombre era Trillo, uno de los compañeros que más profundamente me impresionó y de quien fui amigo hasta su muerte en 1964 a manos del enemigo. Era un hombre de unos treinta y tantos años, un viejo para nosotros, que recién habíamos cumplido los veinte. Un día me lo encontré en casa de Mario, donde radicaba nuestra oficina con un alijo de joyas valiosas entre sus manos, envueltas en un pañuelo de mujer. Las joyas provenían de los burgueses del patio que enajenados trataban de sacarlas del país a cualquier precio. Trillo contaba con una agente que pertenencia por derecho propio al mundillo de la burguesía habanera, quien era frecuentada por personas de su mismo medio social que sabían de sus sólidos vínculos con varias embajadas europeas, a través de las cuales podían sacar del país documentos, valiosas joyas y bienes, no siempre obtenidos legítimamente. En muchas ocasiones —siempre que así lo merecía— gracias a su desinteresada labor, aquellas riquezas regresaban al pueblo, en los momentos en que más lo necesitaba. En una ocasión, nos encontrábamos junto a Trillo en la antesala de la oficina del capitán Elíseo Reyes, San Luis,4 jefe entonces, del G-25 de la policía revolucionaria. Allí esperaban también, dos policías más, uno de ellos, conocido de Trillo. Después de intercambiar palabras con el personaje, en voz baja, le hizo creer que yo lo traía detenido y en pocos minutos lo desenmascaró como un activo conspirador dentro de las filas policíacas. Recuerdo a Trillo siempre enfundado en un traje claro, con una mirada picara en los ojos y una frase a flor de labios. “Luego te cuento”, algo que por supuesto nunca hacía. Otro de mis compañeros, José Veiga, más conocido por Morán, quien había sido agente de penetración en Estados Unidos y hablaba perfectamente el idioma ingles y además le gustaba la opera, contaba con una imaginación inagotable.

    ch4.qxd 10/11/1999 10:10 AM Page 84 CHAPTER 4 The 1970s: Pluralization, Radicalization, and Homeland As hopes of returning to Cuba faded, Cuban exiles became more con- cerned with life in the United States. Exile-related struggles were put on the back burner as more immediate immigrant issues emerged, such as the search for better jobs, education, and housing. Class divisions sharpened, and advocacy groups seeking improved social services emerged, including, for example, the Cuban National Planning Council, a group of Miami social workers and businesspeople formed in the early 1970s. As an orga- nization that provided services to needy exiles, this group de‹ed the pre- vailing notion that all exiles had made it in the United States. Life in the United States created new needs and interests that could only be resolved, at least in part, by entering the domestic political arena. Although there had always been ideological diversity within the Cuban émigré community, it was not until the 1970s that the political spec- trum ‹nally began to re›ect this outwardly.1 Two sharply divided camps emerged: exile oriented (focused on overthrowing the Cuban revolution- ary government) and immigrant oriented (focused on improving life in the United States). Those groups that were not preoccupied with the Cuban revolution met with hostility from those that were. Exile leaders felt threat- ened by organized activities that could be interpreted as an abandonment of the exile cause. For example, in 1974 a group of Cuban exile researchers conducted an extensive needs assessment of Cubans in the United States and concluded that particular sectors, such as the elderly and newly arrived immigrants, were in need of special intervention.2 When their ‹ndings were publicized, they were accused of betraying the community because of their concern with immigrant problems rather than the over- throw of the revolution.

    Assassination Records Review Board Releases Transcripts of BriLab Conversations It has sometimes been suggested that organized crime figures may have played a role in the assassination of President John F. Kennedy. One of the principal suspects of such a theory has been Carlos Marcello, the long-time head of organized crime in New Orleans. Attorney General Robert F. Kennedy had launched deportation hearings against Marcello. In the late 1970s, the FBI investigated Marcello in an operation code-named “BriLab,” which stood for “bribery of organized labor.” As part of this “BriLab” investigation, the FBI conducted electronic surveillance for approximately eight months on Marcello’s home and on his office at the Town and Country Motel. Some writers have suggested that the “BriLab” tapes might contain conversations in which Carlos Marcello, or his brother Joseph, acknowledged that they were involved in the Kennedy assassination.1 Several members of the public urged the Review Board to examine BriLab records to determine whether this was true. Although the FBI Field Office in New Orleans maintains the tapes and transcripts from the BriLab surveillance, the tapes have remained under seal of the Federal District Court in New Orleans because they were made under the authority of 18 U.S.C. § 2501 et seq. (“Title III”).2 Thus, researchers and historians were unable to confirm or reject allegations that the tapes or transcripts actually contain information relevant to the assassination. In order to investigate this issue, the Review Board requested and obtained a court order from federal Judge Sears of the Eastern District of Louisiana, who granted members of the Review Board staff full access to all of the BriLab materials.

Per referent request, we have conducted a revimv- <tf our files on incidents and individuals mentioned in the report given by Fidel Castro to Senator McGovern. This memorandum contains the results of our traces on the alleged assassination plots and the Cuban individuals mentioned in the report. It must be borne in mind that our files are keyed primarily to names of individuals and not by incidents or plots, thereby making the retrieval process difficult. No project file bearing specifically on the subject of assassination has been located. Nonetheless, what follows is kcyc~ to the chronological order of the plots as described in Castro's report. A. Mid 1960. Nothing has been located in records which ties CIA ·to this incident. (1) Armando CUBRIA Ramos. According to CIA traces, CUBRIA was a long-time sabotage expert and member of Castro's 26th of July Movement until 1960, when he apparently tu~ned on Castro. He was arrested in 1960 for organizing underground activity against the Castro regime and was sentenced to 30 years imprison­ ment for conspiracy.

The following study assesses these charges. After establishing a definition of terrorism, it examines U.S.-Cuban relations from 1808 to 1958, arguing that the United States has historically employed violence in its efforts to control Cuba. U.S. leaders maintained this approach even after the Cuban Revolution: months after Fidel Castro‟s guerrilla army took power, Washington began organizing Cuban exiles to carry out terrorist attacks against the island, and continued to support and tolerate such activities until the 1970s, culminating in what was the hemisphere‟s most lethal act of airline terrorism before 9/11.
