Reference document: Concept paper on ensuring bidirectional flows on the Trans Balkan Corridor . Purpose: Ensuring the complete physical bidirectional flow on T1 and T2,3 (Option 3); . Scope: Information on the possibility to ensure bidirectional gas flow on T2,3: . Transgaz is currently analyzing the technical solutions to ensure bidirectional gas transmission . In addition to ensuring the technical conditions for bidirectional gas flow it is also compulsory for the following prerequisite to be fulfilled: . Conclusion of Interconnection Agreements with adjacent TSOs; . Amendment of the legacy contract for gas transmission, related to the T3 pipeline, concluded with Gazprom Export; 11 www.transgaz.ro Trans-Balkan reverse flow initiative implementation. State-of-play Actions done Unbundling ongoing – to be finished by 1 Jan 2020 Ukrainian government approved on 18 Sep 2019 the Resolution determining the final model of unbundling and the procedures to be finished by EOY. Action plan with clear steps and deadlines for all participants of UA natural gas market was approved. Most importantly for implementation of the EU business rules – the company responsible for submission of certification request and the party of interconnection agreements is determined – TSO LLC Interconnection Agreements prepared – to be signed Amendment for Interconnection Agreement between Ukrainian and Romanian TSOs prepared but not yet signed. The first draft of Interconnection Agreement between Ukrainian and Moldavian TSOs for IP Oleksiivka is prepared and is currently discussed by the TSOs. Reconstructions on UA and MD facilities Ukrainian TSO will finalize the reconstructions to enable reverse flow metering on GMS Grebenyky by end of October 2019. Moldavian TSO is also expected to finalize the reconstruction of GMS Kaushany by EOY. Capacity allocation In accordance with Ukrainian Network code, quarterly and monthly capacities of interconnection points, in particular new interconnection import point from Romania, are allocated in December 2019 – 30 calendar days before the beginning of the period for which capacity is allocated. Pending issues and problems to be urgently solved Reconstruction of GMS Isaccea-1 Amendment to Interconnection Agreement between Ukrainian and Romanian TSOs are not yet signed. Moreover, there is no update from Romanian side about the ongoing process and no information about commissioning date of new ultrasonic GMS Isaccea-1, which hinders the initiative as such. To our best knowledge, Romanian TSO started reconstruction of existing GMS, but we are not officially informed thereon. Determination of the commercial metering station for IPs Orlovka-Isaccea 2-3 and IP Tekovo For continued transportation of natural gas between Ukraine and Romania for all interconnection points it is necessary to sign Interconnection Agreements between Ukrainian and Romanian TSOs. The main remaining unsolved issue is determination of commercial gas metering stations to be used from 1 January 2020. This also threatens the reverse flows on IPs Orlovka-Isaccea 2-3. Capacity auctions from RO side for reverse flows Romanian TSO did not auction annual capacity of IP Isaccea-1 in July 2019. On 4 November 2019 quarterly capacities shall be allocated. Moreover, the Romanian TSO informed that there will be no firm capacities in direction to Ukraine due to their obligation to provide firm capacities to Bulgaria, which hinders the reverse flow possibility Synchronization of quality parameters of natural gas In case of transportation of natural gas from Romania to Ukraine there is a need to align quality parameters, prescribed by legislation of Romania and Ukraine. The issue is not yet solved and hinders physical transportation of gas from Romania to Ukraine Transportation of natural gas via Moldova There are existing risks of continued transportation of natural gas between Ukraine and Moldova, as well as transportation of gas through Transnistria due to uncertain legal status of Tiraspoltransgas and unbundling of TSOs in Moldova. Particular attention was paid to identify the glass chromophores and opacifiers. Based on the analytical results, several conclusions about the way these archaeological finds were manufactured, particularly on the raw materials and employed techniques were deduced. CHEMICAL COMPOSITION OF ANCIENT GLASS ARTEFACTS The scientific study of archaeological glass artefacts can provide insights on how these utilitarian or decorative objects were produced. In particular, glass chemical composition can suggest which were the raw materials and manufacturing techniques. Based on hard science arguments, indications about the way the ancient societies functioned - access to resources and level of craftsmanship - can be obtained [1]. This paper focuses on five glass mosaic tesserae discovered in archaeological context at Isaccea and dated to the 11 th century AD. They have been the analyzed for their chemical composition using a combination of two non-destructive external IBA methods, namely Particle Induced X-ray Emission (PIXE) and Particle Induced Gamma-ray Emission (PIGE).

STUDIU DE CAZ: FORTIFICAȚIILE TURCEȘTI Aurel-Daniel Stănică Abstract: When preparing the documentation for some historical studies in order to update the zoning plans for the territorial-administrative units in Tulcea County, we encountered problems in locating the fortresses and fortifications built by the Ottomans in Dobrudja. Therefore, we initiated an extensive research to identify the historical documents and cartographic sources mentioning the plans of the Ottoman fortresses in Dobrudja. Cartography is an “image maker” throughout history, helping us put together the pieces of the evolution of Ottoman fortifications. Our endeavour has contributed to improved knowledge of historical geography, identifying sites that, unfortunately, are lost nowadays. Research was carried out in two main phases: the cabinet phase (analysis of topographic and cadastral maps, historical maps, documentary sources, imagery, GIS analysis) and the field phase (archaeological field research, archaeological topography, taking low altitude aerial photographs using drones – UAV). The analysis and interpretation of the aerial and satellite photographs represented the most intense activity, whose results were integrated into a GIS. This is actually the most effective working methodology for our purposes. Earthen fortifications have been included in our mapping project of lost missing medieval fortresses in the area between the Danube and the Black Sea. The tabya is the only evidence of a system of fortifications made by the Ottomans in the neighbourhood of the settlements: Tulcea, Isaccea, Babadag, Hârşova and Medgidia. The methodological approach opens new perspectives in the extended mapping of the archaeological landscape, studying the effect of the Ottoman conquest and domination in Dobrudja.

XVI ECONOMIC ROLE OF THE ROMAN ARMY IN THE PROVINCE OF LOWER MOESIA (MOESIA INFERIOR) Michał Duch This books takes a comprehensive look at the Roman army as a factor which prompted substantial changes and economic transformations in the province of Lower Moesia, discussing its impact on the development of particular branches of the economy. The volume comprises five chapters. Chapter One, entitled “Before Lower Moesia: A Political and Economic Outline” consti- tutes an introduction which presents the economic circumstances in the region prior to Roman conquest. In Chapter Two, entitled “Garrison of the Lower Moesia and the Scale of Militarization”, the author estimates the size of the garrison in the province and analyzes the influence that the military presence had on the demography of Lower Moesia. The following chapter – “Monetization” – is concerned with the financial standing of the Roman soldiery and their contri- bution to the monetization of the province. Chapter Four, “Construction”, addresses construction undertakings on which the army embarked and the outcomes it produced, such as urbanization of the province, sustained security and order (as envisaged by the Romans), expansion of the economic market and exploitation of the province’s natural resources. In the final chapter, entitled “Military Logistics and the Local Market”, the narrative focuses on selected aspects of agriculture, crafts and, to a slightly lesser extent, on trade and services. The book demonstrates how the Roman army, seeking to meet its provisioning needs, participated in and contributed to the functioning of these industries.

ABSTRACT. Lower part of Danube River is strongly affected by erosion. A lack of protection of the side banks is the main cause for the formation of the sand bars. These bars can have a negative impact on the navigation safety, especially at the low water levels. The main objective of this work is to investigate the erosion of the river banks on the lower part of Danube River (Bazias km 1072 – Danube Delta km 80). The water and sediment discharge along with morphologic changes of the river bed are presented. Key words: hydromorfologic balance, water discharge, suspended sediment, Danube channel, sandbars, hydromorphologic processes. 1. Introduction. The lower part of the Danube River and the Danube Delta (over 1300 km length) are situated in Romania. These two parts of the same system are used by Romania and riparian states for transportation, energy, irrigation and industry. Due to the economic potential the Danube River was investigated since the middle of the XIXth century. The recorded data were used for a better understanding of the processes affecting the water discharge and the river bed evolution. Figure 1.   • Dinogetia - a Problem of Ancient Topography
    DINOGETIA - A PROBLEM OF ANCIENT TOPOGRAPHY The efforts of historians and archaeologists to identify ancient ruins found on the soil of our country, with the names of sites referred to in the works of Greek and Latin writers, were not always successful, either owing to lack of precision in the ancient data or owing to insuffi.cient excavations. Even the Dobrogea region, which more than others has held the attention of scientists in our country, has many surprises in store. There still are unidentifi.ed or undisco­ vered ruins. W e would mention for instance the ruins of a large fortress, which were discovered as late as 1947, on the valley of the Taiţa, between the villages Mihai Bravu and Turda, not far from Babadag. Not registered on Dobrogea's historical maps, it seems that it may be identifi.ed with Vicus Novus, which was identifi.ed by an inscription 1, perhaps the same as the Novw of Procopius 2• Many identifi.cations are based only on texts (itineraries, geographies, a.s.o.). When the sites are more important and the data more abundant and clearer, the literary sources may offer suffi.cient elements for a precise identifi­ cation. The identifi.cation of a site of minor importance, which appears only occasionally in the ancient texts is more diffi.cult. Identifi.cation becomes possible and final only when epigraphic document bearing the name of the site, is found. Dinogetia may be numbered among the ancient sites, the identifi.cation of which does not rely on any epigraphical discovery. It seemed that the problem of the settlement of Dinogetia was solved, the majority of scientists having adopted V.

Boroffka made a synthesis of all the prehistoric discoveries of this nature. Along with the previous information about amber exploitation in the extra-Carpathian region (Colţi, Buzău County), some other possible occurrences are introduced, such as those from Southern Transylvania, or Northern Oltenia and Moldavia. Until 2000, only 17 prehistoric sites with amber discoveries were known in Romania, yielding a total of over 1500 amber pieces. However, 98% were recovered from a single site – Cioclovina cave, and were assigned to Late Bronze Age. Today, some new discoveries may be added to Boroffka’s catalogue. Therefore, the list of amber artefacts discov- ered in deposits is compleated by the beads found in Iernut and Zăgujeni II, and possibly by those recovered at Câmpulung pe Tisa. After a series of researches in the Unguru Mare cave from Şuncuiuş (Bihor County), C. Ghemiş unearthed, along with a bronze saltaleone, an amber bead. For this particular amber piece, C.W. Beck carried on an infrared spectroscopic analysis, which proved the Baltic origin of the raw material. Also, during the Fifth Symposium dedicated to amber in archaeology, held in 2006 in Belgrade, 60 new analyses of amber artefacts discovered on the territory of Romania were presented.
